I mean, I'm not entirely sure why both isn't an option, but I'd rather have someone helping us stabilize the area than another caster right now, especially since we just solved our caster shortage.

Necromancer training is unlikely to be quick, especially to the standards of a hero character rather than just a journeyman overseeing skeleton farming, so I think it's understandable to have the necromancer option make him unavailable to also do military campaign.

The new lawbooks have some interesting additions, mostly in regards to how to adjucate disputes between different jurisdictions. Another change is clarification of the old Strigany legal maxim that the dead and those over 100 years of age are not allowed to own significant property. That caused some legal fights when the republic expanded and heads of households suddenly found themselves dispossessed. The dead and those over 100 years of age are not allowed to own land or buildings or anything that can be used to generate a rent...
That's... pretty harsh. The bolded part I mean.

Preventing the accumulation of an ever increasing share of wealth in the hands of the undying is definitely wise, but unless I'm misreading this they're even forbidden from owning their own homes? That might cause some not entirely unjustified discontent down the road...

It absolutely is, but given history of this world, "lets make everything possible to make vampire counts super illegal" is not an unexpected first reflex.

Plus, its not like the republic has much experience with state-building. We'll be probably amending to something softer in a couple of decades.

I mean to be fair vampire counts were not vampire counts because of personal wealth, not primarily. It is power and influence they deal with, something the republic is going to struggle with a lot more. Even if you impose term limits the vampires can still be the grey eminence behind a series of stand ins. thankfully our vampire are too principled to do this.

No, but being vampires helps. This guy sure as hell did not know the details of five hundred year old noble claims. Being immortal and superhuman gives you a lot of time to learn how wield soft power.
