No he's the War mech Shiro found in Iran while digging for more Dead sea scrolls. More on that when you actually meet him and learn his story, its filled with spoilers.
A Late game War mech who's only problem is that if anyone else knew about him before a specific point its game over for the good guys. Because SEELE has a lot of N2 mines and dosent give a shit about collateral, becuause Azrael is still kinda broken.
