After some experimentation it was found that after treating it in heated sealed vats with various chemicals, they will melt and can be drawn out into incredibly strong filaments.

In accident where one of the guardsman was taking a lunch break and of the birds decided to steal his lunch, it resulted in bird stealing guardsman lunch and guardsman finding himself on birds back, after chase that required research team to use vehicles (data collected suggest that bird speed was around 20mph), bird was captured for further study and guardsman was saved. They also posses distinct odor that was found to deter most Momi predators. Another characteristic feature is their chirp: "kweh!". Thanks to possible easy domestication and quick feet, they could be used as a mode of ground transportation for civilians around Momi.

The cause of this is assumed to be the recent bout of Magical Girl-like animes showing the hardships and struggles of kids not even teenagers suddenly gaining nearly uncontrollable power due to several True Psyker Tales shown. These animes also tend to while protraying psykers are sympathetic show that just because many psykers have tragic backstories they aren't worthy of forgiveness if they turn to Chaos (well the kid's cartoon version of it).
    [X] Lore: The anti-corruption agencies- based on lord haku original anti-corruption agency this is a way too expand and cut out corruption in businesses, underground dealings, and hidden background deals by improving the depth and scope of there range.

Actually would be a drastic fucking improvement considering how most inquisitors just fuck off decide that everyone on a planet needs to die because one guy had a liking to pain.

That's a bit of an exaggeration but yes, the issue is that Chaos cults can often be extremely hard to find due to just how fucking big a planet is. Inquisitors usually won't exterminatus unless they believe a planet really is beyond salvation but their judgements can be called into question. As an example, if a planet is in a civil war and about 70% of its land is controlled by Chaos then an Inquisitor could just destroy the whole thing because the taint has spread too far to repopulate afterwards but on the other hand one could still at least try to save whoever is still pure, which is often not attempted. Anyway, even if misidentification is slightly increased, such a significant boost to actual cult detection would be absolutely fantastic and well worth the cost.

Consequently, they could believe a local genestealers cult as a nurgle cult, or it results in hypersensitive so like a first time user of the drug, ecstasy, the fall to chaos is rapid.

Just found this quest so I'm fairly new, so.....

Can someone tell me why our Alloys per trun and Advanced Machinery per turn are crossed out? Did the Sylvaneth kidnap all the AdMech personnel on the planet?
 
With the Morale dropping by 18 next turn, is that just to bring it down to the maximum Morale, or will we still lose 18 Morale if we spend it to complete other projects?

The one dream and impossible success that every government and planet tries to achieve, that every Planetary Governor promises, and every single soul in the Imperium sees as an unattainable goal has been reached by us, and with it, economic chaos. Yesterday, Soval Jungheim, 34, signed his contract to work at Mikahein United, a toy manufacturer specializing in drones for teenagers and hobby enthusiasts, making him the last person until a 100% employment rate had been achieved. A situation that is, luckily, going to be alleviated with the graduation of the first fully native generation in three months, though not before the economy takes its hits, and maybe even worsens the situation. Solutions have already been proposed within the Houses, ranging from the short-term, importing workers from other worlds to the long-term with the bolstering of rights and programs aiding pregnancies, children, and soon-to-be parents across the globe. Though a small fraction questions the immediate need, seeing the current crisis as the free market in action, with employees freely able to sell their work at the price they deem satisfactory.

Shortages Squeezing Shops And Sales
Despite a bold campaign by the current coalition to increase and improve mining enterprises, increasing profit, sales, and access to metals of all kinds to native industry and the military-industrial complex, shortages in these very same minerals and metals have squeezed the economy even further than the lack of workers already had been capable of doing. With the shortage of base materials, many factories and manufactories began to grind to a halt, only rockily able to resume production. This state has persisted for several months, doing untold damage to many lives and collectives, even as the mines begin o spool up their production. Even as the metal once more begins to flow in recent days, many experts are confident that our world will feel the aftereffects of the current trouble for many years to come, one that will shape our society and culture beyond the scope most see the problem at.

I remembered well the day I lost my shell of flesh in exchange for a body of living metal.

I felt triumph at the thought of finally avenging those slaughtered by the Old Ones and their pets, my heart and mind raced in jubilation of achieving the very thing my people had been denied for so long, even as I strode towards destiny and beheld to carcasses of those that had died before being blessed in such a way. There was pity in my soul as I looked at weeping mothers and fathers ripping themselves away from their dead children to save themselves and wrath as the corpses rose higher and higher the closer I came to the entrance. There was a feeling of finality and accomplishment when I felt as much as heard the doors close and the machinery began its works to strip me of a failing body, my family beside me, and the warmth of my child's hand in mine.

I was a fool.

I was a slave.

I. Was. Blind.

And for that, all was taken from me, from my race, from everything I deemed worthy of remembering after we rose once again against those that had slaughtered my people.

That saw them as nothing more than pawns to move as they wished.

To sacrifice those that had everything taken from them beyond anything even I could imagine.

There was no joy in me as I stood on my ship and saw the last Old One die in agony; I felt nothing but emptiness as the Betrayers were shattered into a thousand thousand shards and shackled to our machines.

What else but nothingness could one feel when they avenged a race that had died millennia ago, one that had to hide and scramble for the safety of time to reclaim what little they still possessed in a time when our enemies had died by entropy's hand?

I had consigned myself to eternal rest, hoping, wishing, for my slumber to never end, to sleep until the death of the local star engulfed my mind and what remained of my once home, ravaged and massacred by ancient weaponry and perverse sorceries.

But my orders were clear, and my slumber would end one day, called to march against the enemies of our race once more.

And I awoke, irate and angry, fury within my mind as my hope of being embraced by oblivion within my slumber was dashed against harsh reality.

WHY, I asked into the room, eyes looking upon the form of my Cryptek Eknophek, THE- I paused, shock halting me from vocalizing the rest of the sentence within my mind as I beheld my once living friends body. Great gouges had been ripped into their body, sparking machinery where their eye had once been, with wounds and erratic movements where surety and confidence had once commanded their body.

My Lord, their voice began, still as clear and stable as when we started the great slumber, and despite the damage covering their body. The Silent King calls upon Tohep the Denied to duty once more. They spoke, skipping, or forgetting, hundreds of rituals, etiquette, and formalities in the process. A Great Enemy has arisen once more within our domain. We have been chosen to defend it until the- they continued to speak, relaying information and orders via vocalization even as my mind ordered the master program to forward all news about the situation directly to me as I rose from my coffin.

The cries of hundreds of tombworlds and outposts reached me, screaming in panic for reinforcements and fear as the pets of the Old Ones destroyed them before being replaced by another foe.

A thousand probes relayed the screaming whirling perversion where the heart of our once enemy once lay, besieged and embroiled in war and fury by another race fighting and holding against the forces spewing forth from within.

Over ten thousand missives informed me of something I could scarcely take pleasure in, as even the race which had once been fearsome now was barely more than desperate refugees fleeing death and destruction by the hand of another race.

And a million points of contact and fights against a race so similar yet so different emerged from every dynasty in the galaxy, from all that had awoken. All told tales of a race eternal in number, swarming over all but the most dedicated defenses before cracking apart the very planets they once inhabited purely to spite our empire and victory.

And as I beheld the news of the state my people found themselves in, I received notice from the outermost security perimeter around the system as I strode underneath the gazes of the fifty Seraptek Heavy Ccnstructs I had ordered to guard my resting place.

And for the first time since I shed my flesh, I felt horror as over two hundred ships matching the new race materialized within my system.

Lyron Rubeios, First Captain of the Emperor's Reavers Space Marine Chapter, had a problem.

Now, you may be forgiven in thinking that his problem was one for the myriad issues currently facing the Chapter of the Emperor's Reavers, but, to his growing annoyance and worry, such was not his problem.

He wasn't worried about the titanic amount of resources currently directed into the sub-sector to build a bastion of stations and defenses to secure the warp-line.

The fleets of refugees disgorging their passengers onto his homeworld to be added as population and serv's under his Chapters protection as they labored to create massive edifices of defense and production.

The fleet commanders screaming at each other for priority in the shipyards and the rotation was not his concern either.

Not even the massive amount of Primaris sent to reinforce his Chapter to 100% strength needing to be inducted into their culture, ranks, and structure.

The Rubicon wasn't even a blip on his mind, even accelerated for his brothers due to the recent events.

Even the MOTHERFUCKING CUSTODES OF THE EMPEROR BEING WITHIN THE SUB-SECTOR was decidedly (and with conscious choice) very not his problem.

What was on his mind was that several Relics had gone missing from the Reliquary, alongside Brother Severus sleeping within his Dreadnought and Chapter Master Praytaris being "misplaced" for over three weeks.

"Misplaced" due to said two persons currently walking back into the Monastery, looking angrier than a local that found out their cheese had been stolen.

Most notable was that both were as good as naked, most armor either missing or destroyed, with Brother Severus loudly ranting about the "Metal Undead Bastards Ruining His Sleep Once More!"

Meanwhile, Back In The Reliquary:

Hmm, hmm, hmmm, Trazyn hummed, walking between rows of artifacts and things of note to the local Space Marines, a list in hand. I'll take that, he spoke, checking off an item on his list. And that, he continued with a bit of flourish, another mark joining the others as a light flashed and teleported the object away to join his collection. And That.

He paused.

Sigh, I hate consolation prizes. If only the damn bananaman hadn't interrupted me! He said loudly into the empty room. Oh well, I can always try again in a year or so.

Kraken Pattern Penetrator Rounds
Powerful armor-piercing rounds. The deuterium core is replaced by a solid adamantine core and uses a heavier main charge. [1] Upon impact, the outer casing peels away, and the high-velocity adamantium needle accelerates into the victim, where the larger detonator propels shards of super-hardened metal further into the wound. These are effective against heavily-armored infantry. Currently handed out only to trusted veteran gunners when heavy resistance is expected, or no information on enemy composition. The cost of the ammunition sees it produced with great reluctance, and only a small stockpile of 5.000 rounds is kept.

Hellfire Rounds
Replaces the core and tip of the standard bolt round with a vial of mutagenic acid and thousands of needles that fire into the target's flesh on impact, pumping the acid into the target. Developed especially to combat Tyranids, Hellfire Rounds have equally devastating results on other organic targets. Unfortunately, the cost of these rounds sees them only produced in small batches of 50 per year, at which point they are handed out in single bullet cases, requiring authorization from Major and up to be used in combat. Only veteran elite snipers may be given these rounds.

Ranid-Pattern Sentinel
Often nicknamed the 'frog' this Sentinel Pattern was extensively modified to effectively function in the waterlogged and vine-choked jungles of Momi ʻōmaʻomaʻo. Firstly, unlike nearly every Pattern in existence, the legs are enclosed in light armor, protecting the servos, hydraulics, and other moving parts. While this can slow maintenance slightly, it prevents the ever-present flora and fauna of the jungles from lodging in the legs, forcing the pilot to disembark to clear the blockage. Similarly, the cockpit is fully sealed and air-tight with filters on the intakes to ensure mold, pollen, spores, and other potential airborne threats do not become a hazard.
A refillable pressurized air supply is available if there is an extreme hazard (or the machine needs to ford a water body too deep for the cockpit to remain on the surface). The feet include 'soles' consisting of a highly durable-yet-malleable polymer that ensures the machine retains traction in slippy mud or water-slick stone and can effectively clamber up 50-degree slopes. The legs were even designed to 'crouch' and then crawl forward, allowing the Ranid to move in much tighter quarters than a Sentinel usually can. Due to it often being the heaviest form of armor the PDF can bring to bear (the jungles often being far too thick for Leman Russ tanks and similar vehicles), the weaponry is designed to be swapped out depending on what mission is being undertaken. However, like the better-known Catachan Pattern, the Ranid is always equipped with a large cutting tool to help work through the thick jungle.

This could be for patrolling neighborhoods, active combat, S&R/Evacuation coordination, etc. (Normally, Militia & reserve have a delay built into possible activation and only have limited potential roles). They also can select some of these units based on location, expertise, or other relevant criteria. Efforts shall be made to distribute duties where possible to spread experience and knowledge and decrease disruption to any single unit or group of units.

The prime minister can draft/conscript any legal adult in non-military/warfare support roles (excluding Militia or reserve) to assist non-combat defense preparations (industry, infrastructure, transportation, fortification, civilian support, etc.). The elderly that are able-minded will not be excluded, although the duties assigned should consider their physical health. The prime minister can also mass quarantine and mass vaccinate in case of a plague outbreak. In the event of chaos or heretic action, a note/flag will be attached to their family's permanent records. Additional monitoring/surveillance will focus on their family and associates for one year (no judiciary review required). The prime minister will have the power to temporarily claim unoccupied housing or buildings for the government in the case of widespread civilian displacement. These shall be used for shelter, medical care, food distribution, or coordinating relief efforts until the emergency is declared over (or for 15 days afterward in case of widespread civilian displacement). Reimbursement of costs to repair damages and a base charge for the use cost shall be given to owners after the emergency has ended.

Activation:
Either house can vote to enact emergency powers with 2/3rds of the living members and be confirmed with a simple majority in the other house (living members).

Any legislature or executive branches member can declare an emergency and call a vote to grant emergency powers to the head of state and prime minister.

Duration:
Powers will last for 50 days, or until the prime minister, head of state, chief justice, or chancellor of the Oihana Hooia declare the emergency has ended.

What Requires Their Activation:
In case of invasion or Xeno threat existing on His Imperial Majesty's Republic of Momi ʻōmaʻomaʻo or substantial presence in space nearby. Emergency powers are also triggered in the case of open chaos or widespread heretic presence or displacement of 30% of the populace or death/loss of 15% of the populace.

Consequences Of Abuse:
The Chief Justice or Lunakanawai Nui or the Chancellor or Kanikela of the Oihana Hooia can end the emergency. Actions taken during the crisis by those empowered can result in criminal charges after the emergency condition has lifted. A detailed review of activities and inactions leading up to the emergency will be conducted to better prepare Momi ʻōmaʻomaʻo for the future.

Militia Laws (Law)
[Emergency Draft] - All those Ages 20 to 30 will be required to present themselves to their nearest Militia Barracks or Gathering Point in the event of a declared Emergency.

[Militia Use] - Only Limited Attacks will be ordered to the Militia to cut off any attacks or attempts thereof towards Civilian Infrastructure or Targets, like Housing, Hospitals, Water Treatment Plants, etc.

[Militia Organization] - All those between the ages of 20 to 30 can voluntarily join the Militia, where they will be organized in numbers equal to double the professional Military. They will be equipped and trained with common Lasguns and Flak Wests, learning their operation and maintenance under the supervision of the Adeptus Mechanicum and Military members for four Hours per Week.
Public Tax Returns (Law)
All government employees, from the lowest rung to the highest office, are hereby forced to file and make their tax forms public to place a further barrier between the nation's health and those seeking to rot its workings with corruption.
All corporations are required to file all their taxes in a publicly available manner to lay bare any loopholes, criminal activity, or avoidance of taxation.
Under the order of a court of the Republic, a citizen may be forced to publicize their Tax Returns.
All citizens have the right to publicize their tax returns.

Diverted Profit Tax (Law)
A punitive tax imposed on individuals, institutions, corporations, etc., who conduct business on Momi without filing taxes with the Momi government, including public tax returns when applicable.
Failure to pay these high tax rates can result in further legal actions depending on the circumstances.

Unexplained Wealth Order (Law)
The Republic maintains the right to freeze money suspected to have been obtained via illegal means or be used in illicit trades or for other purposes damaging the nation's well-being and security. This freeze can only last for a week without explicit court orders.

Workers Rights (Law)

-The right to collective bargaining: workers may negotiate with employers collectively.
-Non-discrimination in employment: Equal pay for equal work.

Unions Laws (Law)
The requirement to form a union is based on whether they are geographical, occupational, or organizational. Geographical Unions are formed from workers working in a collection of small and medium businesses in a geographic area. Occupational Unions are those trades deemed necessary by the workers themselves enough to warrant representation in their professions such as teachers, doctors, and caregivers. Organizational Unions are those formed in large businesses and organizations speaking for the collective workers in these organizations.
-The minimum membership to form a union is dependent on the union charter, which was agreed by both the workers and the relevant authorities in creating the unions. Specific rules apply for:
--Geographic unions must have the approval of the majority of the small and medium businesses. It is up to the discretion of the local authorities to approve or veto the union's registration appealable to the central government.
--Occupational Unions must be able to provide a minimum roster of 100 members at their founding, with a qualified majority agreeing on a charter to be reposited to the central government.
--Organizational Unions must have the workers in the organization deemed numerous enough to vote on whether to form a union or not with a negotiated agreement with the organization on how the relationship between the union and the organization would work.

-Duties of Unions are the following:
Regarding collecting union dues, there must be a vote on the entire membership regarding a budget for the union. There must be a qualified majority to approve the budget of the union.
--Unions are required to keep a database on all their members when required to cooperate with the authorities regarding crimes allegedly committed by said members.
--Unions are to be inherently non-discriminatory with exceptions towards abhumans and may voluntarily accept beastmen members if their charter provides or have no provisions against beastmen.
--Unions must coordinate with the Church and State to implement welfare programs for their members and dependents.
--Unions must coordinate with the military to form militias in defense of the Republic.
--Unions must self-police and investigate signs of traitorous and corruptive influences on their members and leadership. As such, an internal affairs division must be set up to investigate claims of such dangerous individuals to be monitored by the Mea hoʻokō and the Ecclesiarchy regarding these claims.
