I'd do the Avatar 'No war in Ba Sing Se' quote, and change it up for the Imperium, but not even Imperial propaganda would go for that.

Look at the bright side, at least by dying from fright he won't have to found out how much being eaten alive hurts.

A random Solar Installation worker seeing the weak light of the cloud covered sun:
"Wait, isn't 8pm already?"

The things are all shiny and would make wonderful decorations for their nests.
Joke's on them. We use perovskite solar panels with a bunch of toxic metals and such in it. Normally this wouldn't be a problem but now that they have broken apart the cells and the internal containment has fully failed, stuff is leaking straight into the nest.

This is 40k. For all we know the birds might be able to safely ingest said metals and excrete it in their feathers so they have nice shiny plumage for the breeding season (gotta impress the ladies).

Birds happily use cigarette butts for their nests.
The nicotine does a fantastic job of killing parasites.

Instead the horrific leviathan chilled out in the depths/wandered off to eat a school or two of fish.
Read this as "Wandered off to eat a school or two of children."

"You Cock-Biting Fucktards!" Amy roared, pointing two heavy bolters at Tink and Nubby, both of whom were pointing their guns at her from behind their barricades, Tink screaming at Twitch to hurry up. "You just had TO FUCKING SAY IT!" Amy continued to scream wildly, pointing her weaponry around while several Momi PDF troopers hid behind pillars, crates, or sandbags, cowering in fear.

"'e didn't do 'nuffin!" Nubby hollered back, desperately trying to call Sarge while Twitch began to maniacally laugh as he tinkered with the crates of explosives the PDF had given him upon his request.

"And if we did," Tink jumped into the conversation, mentally swearing as Sarge was still within the Tomb, "you can't prove it!" He continued to say something but decided it was wiser to duck his head underneath his cover once more as Amy let loose a few rounds into the ceiling.

"Is that normal?" A PDF trooper yelled at Fumbles with fear, praying to the Emperor that she wouldn't die to Inquisitorial Agents that day. Or to the Eldar Fleet currently en-route with Momi.

"Sometimes," Fumbles replied back, calmly hiding behind the same crate as her. "Especially if one says "What could go wrong?" and an Eldar Fleet emerges seconds later."

[][Eldar Fleet] (Fuck. What now?)

Free Dice to allocate: 6 Dice

Infrastructure 7 Dice
[] Villages and Townships (Stage 3)
This last bit of effort is needed to offer all initially proposed industrial and agricultural outposts the required workers while growing Momi's economy via trade. In addition, the accumulated greenspaces within these secondary and tertiary homes will finally supply food to the colony above the level of abstraction.
(-6 Metal, -2 Power, +8 People, +2 Money per Turn, +2 Food per Turn (167/400))
Several dozen new towns have had their first skeletons of buildings and roads raised and built, linking a handful of villages into the colony's wider road network. However, the continuing deforestation of the jungles has led to the widespread release of the "Roo Puuwai" fungus, necessitating the dispatching of specialized teams to combat overgrowth. While the use of defoliants and other chemical agents delivered the required results, returning growths have proven tougher and more resilient to the agents used. The situation is being monitored, with one of the assistants of the Magus Biologis Zulu-Omega 23 having requested samples.

[] Schooling And Education (Stage 1)
Many Planetary Governors believe that knowledge is a burden on the lower classes of Humanity, something some of your peers believe this too. Yet, they can never answer where you will draw competent adepts if nobody can read.
(-4 Money per Turn, +2 Morale (172/150), Stage 1 Complete, Stage 2 at (22/375))
Little needed to be done to ensure that the first classes of children could start to be educated. As a result, many students have proven to harbor talents in various fields that couldn't have been discovered without the ambitious targets set for Momi's education system. However, many parents have raised concerns that the loss of income by having their children be educated so long could prove disastrous couldn't be adequately assuaged, as too many were used to their homeworlds cultures. We expect these concerns to be erased by time and inverted by the logical conclusion to better education, better-paying jobs for their children, and, therefore, more money for the family.

[] Medical Clinics (Stage 1)
Keeping people from dying because of an infection is the least of your worries, but the one who will have the keenest impact on your population numbers. There are also concerns about unidentified illnesses and pathogens to keep you working.
(-1 Money per Turn, +1 Morale, +1 People per Turn) (295/275), Stage 1 Complete, Stage 2 at (20/500))
With little pomp, and some requests for an increase in the already existing medical infrastructure due to the harsh working conditions and long waiting lines, the last planned clinic opened its doors to the public. The colony has already seen increased survivability by access to rudimentary medicine and treatment, but doubling the currently available system is direly needed. Without it, there is a high chance that unqualified medics will start selling their services without any regulation or guarantee of survival for the desperate and injured.

[] Shrines And Churches (Stage 1)
To keep the souls of Humanity on Momi safe and sound, you will need churches, shrines, and, eventually, a cathedral. But, with one faction dealt with, there is no need to build different churches, allowing more people to be left in the care of priests, teaching them the proper way of worshipping the God-Emperor.
(-2 Metal, -1 Promethium per Turn, +6 Morale (216/100), Stage 1 Complete, Stage 2 at (116/250))
Over four hundred churches were, with great fanfare and a public prayer day, opened last week. Thousands of shrines are already seeing themselves gradually buried in prayers, scrolls, candles, and faithful, while priests are barely able to provide guidance for all the wayward and lost souls now flocking to their doors. With prayer, hymn, procession, and song, millions have filled the streets on Sanguinala, praising, remembering, and mourning for the son of the God-Emperor who had sacrificed himself for his survival against the abominable Horus, forever be his parents damned. Due to left-over materials, several churches have been expanded, with dozens of shrines built into plazas for holy gatherings and public prayer to individuals.

[] Administratum Headquarters (Stage 1)
It is one thing to create a new colony, a whole other thing to ensure it will run smoothly and (as good as you can manage) freely from corruption. At the very least, you will be able to provide enough paper to all adepts with all the trees around.
(-1 Money per Turn, gain Dice (323/175), Stage 1 Complete, Stage 2 at (148/555))
The completion of the district for the Amdinistratum carried a solemn air, as while all were proud of the work behind them, most knew that they would be the carriers of an impossible task: holding up the Imperium, one planet at a time. The clerks and adepts now roaming these venerable halls carry a heavy burden on their shoulders, but they walk proudly, knowing that they ensure a better tomorrow for all men. Already, several improvements could be seen in several departments due to the increase of staff available.

[][Dice Allotment] (You gained 3 Dice. Assign them to any category but Free.)

Industry 6 Dice
[] Oceanic Ressource Investigation

Having completed the needed infrastructure, exploration efforts into Momi's oceans can proceed. Naturally, identifying and cataloging those resources exploitable by humanity take priority, but subsequent explorations will focus on gathering as much data on the native geography and tourist locations as possible. Who knows what wonders lurk beneath?
(153/250)
Having learned from the previous failure, a new fleet has been built and sent out, equipped with the very best that can be created on-planet regarding sonar, radar, and life-detection technology. Having already detected the signatures of two leviathans, the crews and explorers were able to start the slow task of mapping out and prospecting for resources and deposits that could be used for the colony's growth.
The installation has been breached, with heavy fighting occurring across all seven levels. As a result, all shipping is to avoid sector 83-F until further notice due to the possibility of being caught within the fighting.
-Inquisitorial Agent

"Eh, I've seen worse. Twitch, hit it."

[] Solar Installations (Stage 1)
Catching the sun's thermal energy to power your buildings may be primitive, but it is needed for the moment. They will likely only exist until you start the Plasma Iosniser, but considering how Metal hungry their construction is, you will need them until that time.
(-1 Metal, +2 Power (166/75) - Natural 1, Stage 1 Complete, Stage 2 at (91/255))
Having already encountered the rather aggressive reclamation of cleared space by the Roo Puuwai fungus, the solar installations have been built and redesigned with flamers attached to their outer perimeters and constant guards assigned to their locations. However, these installations cannot be sustained with the cost and return expected by their construction, leading to several proposals on how to continue with the program. This is further plagued by the discovery that several components used in the manufacturing of the panels seem to be "eaten" by the fungus, leading to damages and a higher cost in maintenance. Curiously, this phenomenon only occurred in large sprawling installations, with small stretches, singular panels, and confusingly enough, test roads, completely untouched.

[][Solar Installations - Continue As Previous] (No change, +35% Progress needed per stage + 20% increased costs.)
[][Solar Installations - Incorporate Into Housing] (+20% Progress needed for all Housing Projects, Heavily reduced Power costs.)
[][Solar Installations - Road Network] (Doubled Progress needed for all Road Network Stages, Cost for current stage: -16 Metal, +18 Power, -2 Promethium per Turn.)

[] Wave-Generators (Stage 1)

Catching the waves' kinetic energy to power your buildings may be primitive, but it is needed for the moment. They will likely only exist until you start the Plasma Iosniser, but considering how Metal hungry their construction is, you will need them until that time.

Agriculture And Aquaculture 6 Dice
[] Luxury And Medical Crop Production (Stage 1)

After several dozen plant species that possess medicative, narcotic, or luxurative qualities ranging from sedatives, hallucinogenics, aphrodisiacs, antibacterials, relaxants, and more have been discovered, along with the needed information for their planting, the regulated seeding and harvesting of the same can begin in earnest to start accumulating trade goods. First, of course, large swaths of jungle need to be cut down to provide the required space, but due to the verdant nature of Momi, seeding will be quick and effortless. The sudden availability of wood will also be welcome as trading goods.
(-1 Metal, -1 Power, -2 Promethium, -2 people, +4 Money per Turn, +6 Money (220/65), Stage 1 Complete, Stage 2 at (155/175))
Deforestation efforts have proceeded smoothly, with little regrowth happening or impeding the creation of farms and plantations. Labor teams have started constructing farming communities and centers along with the clearing, connecting them with rudimentary infrastructure links into the broader networks. Already, several luxury plants like Terran grapes have been planted, with the first harvests expected to come in within the month. Due to the verdant nature of Momi, warehouses to store these goods have been enlargened to thrice their size and installed with freezers, with chemical plants providing agents to prevent rot and aging.

[] Sharkhound Domestication (Stage 2)
The amount of data gathered, alongside the number of Sharkhounds, has shown that breeding these creatures is viable and desirable. While costly in terms of food, the resulting amount of animals will be a boon to home-grown Rough Riders and raise civilian Morale and productivity.
(+1 Morale, +1 Money per Turn, +1 to all Dice, -4 Food per Turn, enhanced PDF Options (308/200), Stage 2 Complete, Stage 3 at (108/450))
Efforts to rapidly breed and catch present Sharkhounds have paid off, with nearly half the needed animals for the Auxiliary units present and ready to begin training. We expect to have the required Sharkhound population for all Rough Rider Auxiliaries within the year. However, errors and failures within the bonding processes and equipment have led to changes in procedures and designs in armor and weaponry. Still, Hancock assures that this is a natural process in any newly created Unit fielding unusual and unknown equipment or vehicles.

Services 4 Dice
[] Mea hoʻokō Recruitment (Stage 2)

Having recruited the barely needed amount of Mea hoʻokō to keep the peace and allow the law to be enforced, it is time to start creating an academy to ensure a steady stream of recruits can be fed into the system. Ensuring that there are qualified and adequately educated cadets will be the task of the first batch. However, specialized trainers and teachers will instruct future classes in conventional environments rather than the hands-on in-the-street methods we currently have to employ.
(+1 Morale, -1 Money per Turn, -1 Promethium per Turn (289/150), Stage 2 Complete, Stage 3 at (139/400))
The second batch of Mea hoʻokō has been deemed satisfactorily enough to be assigned routine duties without constant oversight by their predecessors. In addition, the expanded number of law enforcers has led to more trust from the populace in the administration and reduced the rising crime rate seen with worry by many statisticians. But while more watchful eyes in our streets are a good thing, many, particularly Beastmen, are petitioning to increase their numbers and budget, claiming that more is still needed to prevent the outbreak of Treason like with the Purist.

Recommend forting up for the Eldar fleet cause if we try and fight them without our defenses we're likely to lose a lot of people to Eldar asshole ambushes while in defenses we can at least have some advantages

If we don't build any more solar (kind of a dump roll and not super needed) this costs us nothing. If we put it on housing or roads this'll hurt.
