Grant being dead is a big problem. Lee may have surrendered already but there are still rebel armies in the field and news of Grant and Lincoln's death will embolden them. One of our first tasks after dealing with the immediate aftermath of the conspiracy needs to be to figure out who will replace Grant as commander of the Union army. Sherman strikes me as the most obvious candidate.

In that he issued Special Order 15, yes. His actual opinions regarding how punitive Reconstruction should be re: the old planter aristocracy was not great but the message we'd send by putting him in command would be very clear.
(I also suspect that those same planter aristocrats murdering his close personal friend Ulysses Grant would shift his opinion about how hard we should be on them, lol)
