It is a truth of the metaphysics, but 'supersedes' may not be entirely accurate; phenomena and ideas interact with each other to a degree and inform each other, but ideas are a single rank higher on the stepping ladder. An exceptionally meaningful action can reinforce the power of magics interlinked with them; it's part of why generating 'fake' emotions with Viscerality gives diminishing returns... maybe. Dorian's vaguely aware of this because of years of experience crafting masks, but doesn't know much beyond that.
