The Pan-Papolris Expedition

"Councilor Everston announced this morning that he would be broadcasting a speech from his annual Christmas Ball, in a departure from the senior politician's usual practice. For those of you just tuning in for the first time today and expecting our parade coverage, we apologize, but we've deemed this event worthy of special coverage. You may find the parade broadcast on our second alternate channel. We now go live to Councilor Everston."

*brief burst of static*
Councilor Everston leaned forward on the lectern, a slice of traditional yellow cake and a glass of punch next to him. In the background, a festively decorated trio of bonsai trees glimmer and glow, branches hung with traditional glass ornaments painted on the inside with festive patterns in radium oxide.

"Yesterday, December 27th, 3004—a date which will live in infamy—the moon of Nuhai was suddenly and deliberately attacked by BattleMech forces thought to have transited to our system from a place known as Dorman's World. Other forces traveling with them from Dorman's World attacked the dome of San Juno in Calinova. Reports from Hephusts indicate the attackers confessed to ambushing the delegation which we sent there to initiate peaceful contact."

Everston leans forward, gliding smoothly over the small inconvenient fact that the delegation he referred to was a heavily armed force operating under the command of the Federal Nukashuban Army. "Nuhai has only a limited self-defense force, and no Nuhaian has ever set foot on Dorman's World, yet they were ruthlessly attacked. Hundreds of Nuhaian families grieve today for their losses. And what do we see today? We see that on Nudezret, the United States of the North and the Union of CSRs are at each other's throats preparing for the Sixth System War."

Everston shrank. "The pirates who struck Calinova may not have yet left our system, but they have evaded pursuit and the physics of long-distance space travel are unforgiving. The Fleet will investigate what they believe to be a jump point far from the ecliptic; and the detachments sent to guard the more distant jump points near Beacon and Guardian will be recalled to provide coverage for Nukashuba itself. But what will we do next year?"

The centenarian pounded the lectern with more energy than any man his age had a right to possess. "We cannot wait. We must draw together in solidarity with our brethren on Nuhai, on Nudezret, on Hefusts; and we must confront this enemy in its own home lair and forever banish this threat to our peace. On my return to the Council chamber, I will be proposing that we offer our precious JumpShips as the foundation for a pan-Papolris task force, one which every nation will be invited to join."

For a moment, Everston swayed, looking at the camera; and then he clutched his chest.

You are the important decision-maker of a joint international task force. The components of this task force are drawn from the different moons of Nuzhup (originally "New Jupiter"), a gas giant orbiting the star Papolris. The Papolris system had limited contact with the Terran Alliance following the launch of the colonization mission in 2312, and clandestine trade missions to the Terran Hegemony ceased circa 2443.

Early in the year 3001, a Leopard with a lance of pirate BattleMechs landed on Nukashuba, seeking spare parts to repair their damaged jump drive. Their arrival came as a surprise, and they inflicted massive damage before being thoroughly destroyed. Left undestroyed was the pirates' unarmed JumpShip, the Astrolux space yacht in House Steiner colors, and Rebecca Fitz-Steiner, a kidnapped niece of Archon Alessandro Steiner. Rebecca was securely locked in a small cage when Nukashuban marines stormed the vessel and shot everyone else.

This event jump-started military research and development efforts, including the reactivation of the Nukashuban Dreadnought. Under the command of General John Murphy with extensive advice from civilian Mackie expert Dr. Mary Kliger and information gleaned from expert Cyclops pilot Rebecca Fitz-Steiner, Nukashuba produced a variation on the Cyclops BattleMech known as the Ettin. The other major powers of the Papolris System followed suit with their own BattleMech and dreadnought programs. Several breaches of arms control treaties later, tensions have risen to a point not seen since the end of the Fifth System War.

Late in the year 3004, a second pirate raid arrived in-system, striking both Nuhai and Hefusts. The pirates, with augmented by Comstar's resources due to the Jolly Roger Affair, arrived on Nuhai in battalion strength and on Nukashuba in company strength. Although the Hefusts Space Force intercepted the pirate leader, Commodore Harker, on his way out of Nuzhup orbit, one of the three pirate DropShips escaped. This DropShip was carrying the Red Corsair, her company of raiders, Dr. Mary Kliger, and Rebecca Fitz-Steiner.

The next day, the senior federal councilor from Nucarline gave a televised address directed towards his fellows on the Nukshuban Federal Council: The Papolris System as a whole must address this threat together, with Nukashuba leading the way. Three days later, the Fleet confirmed, sullenly, that the pirates had jumped out of the system. Three weeks later, the Fleet confirmed that there was no sign the pirates had been to the Blinker system, thought to have been their likely next stop.

Your name was found in Councilor Everston's notes, naming you as his preferred expedition leader. With Everston still in the hospital, your nomination was voted through with undue haste and without sufficient consideration. So, here you are. Your mission is to sally forth, recover Dr. Mary Kliger and other missing Nukashuban civilians, ascertain the scope of the interstellar threat to the system of Papolris, and do what you can in order to address it.

This is a spin off from Mackie was a Maus: A BattleTech design quest Sci-Fi

Participation in that thread is not required, and the information you need to know will be posted (or cross-posted) here. I'll start with a reserved "character sheet" infomark and then one informational post about the star system and the worlds.

Hopefully timeline synchronization won't be too annoying. This will last about as long as it needs to. Character creation will start with a main character and then go into the logistics of setting up the force, which will be the complicated part.

To some degree, this thread will be a guided evaluation of the designs of the "Mackie was a Maus" quest.

Recommended options:

A military background would be most expected. This could be in the Nukashuban Fleet, Federal Nukashuban Army, a Nukashuban diocese militia, or in the armed services of one of the other major powers. (The other major powers do not have strong divisions between different service branches.)

In this event, you may select your rank freely. Lower prior rank will annoy formerly-higher-ranking officers; higher prior rank will reduce the level of your piloting and technical skill levels (as you've been busy managing people and sitting at a desk). Phenotypical notes:

The genetics of the Papolris system tell a simple story; the Elders settled the colony in artificial habits on energy-rich Nukashuba first while still engaged in the terraforming process (the planet being exceptionally rich in fissile materials), and dumped non-congregants, e.g., the original ship crews and terraforming experts, early apostates, et cetera on Nuhai – a humane dumping ground with limited habitable land area.

Once terraforming had progressed far enough for Nudezret to be habitable, it was colonized from Nukashuba, with limited return traffic in the other direction. Once the terraforming equipment was no longer needed on Nudezret and Nukashuba, the Elders found it useful to begin a penal colony on Hefusts with the nominal mission of terraforming the moon.

The people of Nukashuba, Nudezret, and Hefusts have almost uniformly copper-colored skin, black hair, and violet eyes due to strong genetic bottlenecking. Green eyes are most common on Nuhai, which has a significantly more genetically diverse population with some variation in hair and skin tone from the Papolris norm. The people of Nukashuba are of relatively uniform height (averaging 5'8"). Height of people on Nudezret varies more, driven by large variations in local diet and nutrition (averaging 5'7").

While the people of Hefusts generally share the common coloration of their kin on Nukashuba and Nudezret, the low gravity environment tends to leave them tall, thin, and physically weak, and the mutation colloquially known as "Heretic's Hands" (sixth thumb digit) presents in a majority of the population due to Elder-related selection effects and some selective migration. This mutation originated on Nudezret and remains uncommon there; the Elders selectively exiled persons displaying the mutation at a disproportionate rate.

Nukashuba is a major contributor to this task force and will be providing the JumpShips used to transport the task force - but how much Nukashuba provides other than the Fleet's contribution of JumpShips is unclear. Votes for each faction will be summed and divided by the total carrying capacity of the JumpShips to determine what total tonnage of DropShuttles is available from each faction, and then also correspondingly who will provide what in terms of ground forces.

A broader coalition is more politically desirable, but a narrower coalition will be easier to manage logistically. Note also that there is in general a sharply limited supply of available "new technology" combat systems (notably aerospace fighters and BattleMechs) available from each for various logistical and political reasons.

Nukashuba is the most advanced power from a technological perspective, but the FNA suffers from a certain amount of command and logistical structure disorganization in its federalized structure. (I.e., FNA ground force contributions will consist of companies drawn from different diocese militias.) There is a real concern in that the UCSR / USNN are a hair's breadth away from open warfare.

Brief biographical sketch: Test Pilot Epsilon had simulator scores that were one point under the cut for the Fleet's test pilot program, which she is not bitter about at all. She developed something of a "drinking buddies" friendship with the offworlder Rebecca Fitz-Steiner, although she has had notable conflicts with both Test Pilot Gamma and Test Pilot Kappa. She is solidly competent and reasonably well-organized, and has developed a serious dislike for BattleMechs with more than two legs. She has moved up the ranks very rapidly due to her combination of strong combat skills and organizational skills, but being placed in the command of a large task group is still an overwhelming surprise.

She has been promoted well past her level of seniority straight to the top ranks of Fleet as an admiral, with her career being boosted substantially by nepotism both in getting her into the BattleMech testing program (thanks to her older cousin Captain Jenkins) and more recently by her illustrious Nucarline great-uncle, Councilor Everston.

Overview
The JNSF is the result of an intense and top-secret collaborative research effort by the United States of North Nudezret and the Ribbon Sea Union, utilizing a fusion engine design suspiciously similar to that utilized by the Nukashuban Mini Maus superheavy tank, Ettin BattleMech, and Scourge experimental light starfighter.

Capabilities
The Joint Nudezret Starfighter is a bleeding-edge technology demonstrator utilizing a massive pair of experimental particle cannons, mounted on wingtip pylons to avoid electromagnetic interference with the flight control equipment. The fusion torch engine has a dual-function "flare" mode allowing the craft to be easily visually tracked, which also allows the craft to bath a close-following opponent with hot plasma. A forward-mounted laser battery allows for precision strafing attacks against ground vehicles.

Overview
The Solidarity Starfighter is the latest development to emerge from the hangars of the Union of Christian Socialist Republics.

Capabilities
Simpler and more robust than the JNSF, the Solidarity carries a single centerline-mounted autocannon with round wings similar to the Shologar, but over twenty tons of armor. One feature that is similar to the JNSF is a "flare" switch for its fusion torch, although the plasma outlets are considerably less well focused.

Note that Nukashuba and Herald are unusually dense and rich in heavy metals. This is an important plot point.
All four of Nuzhup's moons are inhabited. None of the other planets in the Papolris system have a permanent population of note, although there are a few scientific, commercial, and military outposts and stations scattered around the system. Most notable among these is an astronomical observatory on Beacon that has been in place since 2733 and which has been continuously staffed for almost two hundred years.

Nukashuba, the outermost major moon of Nuzhup, has a surface that is approximately 50% water, courtesy of cometary bombardments carried out during the terraforming process. The oceans are relatively shallow and not very saline in the traditional sense, although the wild goldfish tolerate the heavy metal content fairly well. The total land area is a bit over 50 million square kilometers, supporting a population of about 2 billion in an energy-intensive lifestyle based on domed agriculture and distilled water - an energy-intensive lifestyle powered by the planet's extensive fissile natural resources.

Nuhai, the next major moon inward, was never terraformed, and has native flora and fauna. A strong greenhouse effect and cloud system help maintain a steady climate with no permanent ice caps. About 96% of Nuhai's surface is covered in saline oceans, leaving about 10 million square kilometers for land. Goldfish do not thrive in the wild in Nuhai, as the local chordate piscines are much better adapted to Nuhai's thriving seas ... with some species reaching lengths of up to fifteen meters. You're pretty sure goldfish don't get any bigger than two meters. Near the end of the Schism Wars, Nuhai had the largest population of the four moons, but today Nuhai is in third place with a population of about 900 million.

Nudezret is the largest of Nuzhup's moons. Although not as large as Earth, only about 20% of Nudezret's surface is covered with water, leaving nearly 280 million kilometers of available land surface. Nudezret has two ice-covered freshwater polar seas and a saline equatorial ocean that divides the land surface into two continents, imaginatively named North Nudezret and South Nudezret by the Elders. The total population of Nudezret is approximately 10 billion, divided between a handful of large nations and an assortment of smaller nations. The ecosystem is primarily Terran, although continued inter-moon commerce has resulted in the unintentional release of some Nuhai flora and fauna into Nudezret's terraformed environment.

Hefusts is the innermost moon of Nuzhup, and tidal forces from the Jovian-scale planet have helped maintain significant tectonic and volcanic activity on an unpleasant planet that the Elders initially deemed unfit for terraforming efforts. However, once the terraforming of Nudezret was well underway, the Elders found that it was convenient to have an expensive and difficult project that could occupy the hands and minds of heretics who they felt needed to be mercifully removed from society. The low surface gravity - barely one quarter of Nukashuba's surface gravity - helped ensure that exiles stayed exiled, and has continued to limit emigration. There are no major bodies of surface water on Hefusts, and while the atmosphere now has almost a 16% oxygen content with widespread outdoor growth of lichen and even some unusually hardy varieties of mosses and ferns (including both Terran and Nuhai varieties), the population still mainly lives in domes and uses respirators when traveling outside. Hefusts today supports a population of nearly 100 million.
The genetics of the Papolris system tell a simple story; the Elders settled the colony in artificial habits on energy-rich Nukashuba first while still engaged in the terraforming process (the planet being exceptionally rich in fissile materials), and dumped non-congregants, e.g., the original ship crews and terraforming experts, early apostates, et cetera on Nuhai – a humane dumping ground with limited habitable land area.

Once terraforming had progressed far enough for Nudezret to be habitable, it was colonized from Nukashuba, with limited return traffic in the other direction. Once the terraforming equipment was no longer needed on Nudezret and Nukashuba, the Elders found it useful to begin a penal colony on Hefusts with the nominal mission of terraforming the moon.

The people of Nukashuba, Nudezret, and Hefusts have almost uniformly copper-colored skin, black hair, and violet eyes due to strong genetic bottlenecking. Green eyes are most common on Nuhai, which has a significantly more genetically diverse population with some variation in hair and skin tone from the Papolris norm. The people of Nukashuba are of relatively uniform height (averaging 5'8"). Height of people on Nudezret varies more, driven by large variations in local diet and nutrition (averaging 5'7").

While the people of Hefusts generally share the common coloration of their kin on Nukashuba and Nudezret, the low gravity environment tends to leave them tall, thin, and physically weak, and the mutation colloquially known as "Heretic's Hands" (sixth thumb digit) presents in a majority of the population due to Elder-related selection effects and some selective migration. This mutation originated on Nudezret and remains uncommon there; the Elders selectively exiled persons displaying the mutation at a disproportionate rate.
The People's Republic of South Nudezret has a population of 2.5 billion and traces its roots back to the South District delineated by the Elders during the initial terraforming effort, although the current government dates was formed as part of the Fifth System War. It has a unicameral assembly dominated by the Southern Socialist Party with a small number of aligned minority parties making up nearly a quarter of the seats in carefully curated elections. Most major policy items are decided at the SSP Party Congress, held every ten years. Senior political leaders are recruited from a sterilized subpopulation, a tradition designed to avoid the dynastic tendencies that dominated the executive branch of South District for the first four hundred years of its history and an outgrowth of a widespread monastic tradition encouraged by the Elders. The SSP has a slightly different interpretation of the Coxian doctrines than the UCSR.

The United States of North Nudezret has a population of 1.8 billion and was formed after the Second System War from a league of sixty-three independent states. Its government consists of a bicameral assembly with a House of Commons allocated by state population, a House of Elders containing one Elder appointed by each state's government, and an executive triumvirate whose members must come from three different states. It has a competitive three-party system anchored by the triumvirate electoral system.

The Ribbon Sea Union has a population of 1.5 billion and is a semi-federal union of formerly independent nations that retain sovereignty over matters other than a shared common currency, a mostly-shared foreign policy, and a common court system. This separation extends to independently financed ground militaries that jointly operate the Ribbon Sea Wet Fleet and the Ribbon Sea Space Fleet. The union dates from shortly after the Fifth System War, with member nations dating back in some cases to the First System War. Governments and values within the Union vary significantly, with the southern coast nations being distinct from the northern coast nations.

The Union of Christian Socialist Republics has a population of 1.4 billion. It is a one-party state on the northern continent of Nudezret, organized around the revolutionary teachings of Christian Socialist Merle Cox after the Third System War. Unlike the rival USNN, it has limited access to the Ribbon Sea except through the member nations of the RSU, and its system of state-mandated monogamy and employment is nearly unique, although the Christian Socialist Party (CSP) insists it is simply the correct interpretation of Coxian doctrine, in contrast to the version seen in the PRSN.

The Confederacy of Independent Cities has a population of 750 million and is a federal union of multiple island city-states which elect a unicameral parliamentary system in mixed-member proportionate elections. Its original smaller form dates back to the First System War. Movement and migration between the city-states is tightly regulated, and individual city-states are governed by councils elected by parish. Generally, each city-state is dominated by a single political faction or party, with parliamentary governments formed by the shifting alliances of local and regional factions into federal parties. The CIC lies in the widest part of the Ribbon Sea.

Hrm...not much of a war given that Dorman's World doesn't have much there beyond unsupported pirates, its just a random planet the pirates are using as a base.

The plan has 2 goals, Goal 1) try and get our neighbors to play nice and not start another intersystem war by distracting them. Goal 2) Try and minimize how we can fuck this up due to incompetence.

Is it still the case that only Nukashuba has a meaningful mech force and only Hefusts has an ASF force?

    • All of the major Nudezret powers are at this point publicly known to have at least one BattleMech in production as of end of FY 3004.
    • By the time this expedition launches, some of them (possibly all) will have a second BattleMech developed and put into production; some may also have successfully copied or licensed an existing design from someone else in system.
    • The Solidarity and JNSF are both in production.
    • The export Lancer is in production and being exported to Nudezret.
  • Nuhai
    • The pirates left behind eleven theoretically salvageable BattleMechs on Nuhai, including their freebie Ettin, a Pheonix Hawk, and nine light 'mechs.

  • Hefusts
    • As of FY 3004, Hefusts has a functional undamaged freebie Ettin. They also have twenty-five fully operational pirate BattleMechs salvaged from the hold of the crippled Overlord once the pirates surrendered, including four heavy BattleMechs, fourteen medium BattleMechs, and seven light BattleMechs. In addition to this, they have everything that was in the Overlord's bays, including the Techs, the spare parts, the tools, and the supporting machinery.
  • Nukashuba
    • Depending on the outcome of things over in Mackie is a Maus, there may be additional export BattleMechs coming out of Nukashuba before this expedition launches; there will at least be some additional production cycles of export Ettins and Ravens.
    • Fleet's main goal for FY 3005 is to make sure that an outright majority of the ASFs in system are Scourges by end of year, though they will have quite a fight getting their hands on enough fusion reactors to make that happen.

The first-gen Nudezret mechs were mostly unfortunate to very unfortunate, but at least half of them are better than no mech.
 
Here bad mechs are worse then no mechs as the locals have stealth tanks that can be very usefull when trying to capture someone to gather intel about where to search for Mary and the rest once we find out they moved on from the first world.

I suspect Red wouldn't have gone back to Dorman's World at all unless she got the terrible idea of making it her own pirate HQ. Maybe some stay-behinds from Harker's crew who remember where she came from would be around though.


Only Nukashuba has the really spiffy stealth hovertanks. Nukashuban tech is really good, but you probably want to try to get as much value as you can out of the other potential contributors.

I think the USNN Warmaster might be the best of the first-gen mech types. It's worse and much more expensive compared to its Battlemaster template, but that's mostly a problem for the USNN. For expeditionary purposes it's still a moderately powerful move 4 mech that fits in a regular mech bay. The RSU Mackie is about as usable as an actual canon Mackie, but it's a superheavy so it's probably harder to transport. After that you get to the dubious stuff. You've got a 4/6/4 effectively industrialmech with bad weapons, an actually decent-looking ersatz Urbie if you wanted an Urbie, and what would be a credible fire support medium if it wasn't 3/5/3.

OTOH the UCSR and/or PRSN should be good to supply more mediocre-but-functional medium tanks than your jumpship has room for if invited...

The RSU Mackie is about as usable as an actual canon Mackie, but it's a superheavy so it's probably harder to transport.
Superheavy BattleMechs have to travel as cargo. Other BattleMechs can travel as cargo. So, a 120 ton superheavy doesn't actually take up more space than a 'mech bay (120 tons of a cargo bay), but you need passenger space for your MechWarrior and Tech, and loading / unloading takes a long time. (A 'mech bay comes with built-in accommodations for a Tech + MechWarrior.)

Compact BattleMechs (e.g., Raven, CIC UrbanMech) can go two to a bay. That quirk is restricted to light and medium BattleMechs.

Hefustians already had the specific stealth tech (stealth armor) that the pirates have samples of. That's one reason why selling them the Seraph was politically possible.

Why did you include so many factions? Thats going to turn this into an absolute mess, avoiding this becoming a shit show is more important than any political gesture, because that won't matter if this expedition fails due to problems we wouldn't have if we took less divided forces. I picked the 4 big ones because they have something worth contributing that made them worth the logistic issues and are the real relevant factions politically, the minor nations do not matter as cruel as that is, they just don't have the power or ability to. The RSU and PRSN are allied with the USNN and UCSR so i expect some representation there and the Hefust and Nuhai actually have planets. Everyone else really doesn't contribute anything, because this isn't a vote on token support this is whom is bringing heavy metal, and actively detracts from our ability/force.

I can understand including the RSU and PRSN if absolutely necessary, but i just don't think it is.

Yeah but like i said that doesn't require everyone just the major factions as they are the ones that matter, and those can be compacted down to 4 given current alliances and political positions (The USNN, the USCR, the Helfust, and the Nuhai). And like i said, politics doesn't matter if we lose, or even take loses, because if this goes poorly the factions will just start pointing fingers at each other and blaming each other for the failure. It would literally make things worse. So keeping that from happening is a must, and its easier to organize things with 5 factions rather than 9. And that only works if the minor factions counts as a single faction, odds are they don't and act as a pile of minor nations, like it says on the tin.

Then there is the issue of claiming Dorman's World, because you better believe that people are going to try and do that, and the more factions we bring the worse its going to get. This is also why taking one power bloc from Nudezret or the other and not both guarantees war.

Votes for each faction will be summed and divided by the total carrying capacity of the JumpShips to determine what total tonnage of DropShuttles is available from each faction, and then also correspondingly who will provide what in terms of ground forces.

For my part I think giving the 'second-tier' Nudezret nations more than token presence is worth it.

Hefusts is relatively small, I think? Their stuff is good but we probably shouldn't draw on it too hard.

Nukashuba has good toys and good amounts of them. That said, a lot of Nukashuban diocese forces don't have the best toys - expect some of the Alternate Battle Tank standard forces to be included, and the older standard MBT as well. They're still relatively good tech, but not as great as the cutting edge. Also, the same diocese will tend to have only Ravens, if any mechs at all. Domestic politics probably won't allow only the best equipment to be sent.


Also aside from stopping the USNN and the UCSR from killing each other, I expect one of the biggest problems to be herding the FNA senior officers. For anyone unfamiliar, as the QM said Nukashuba has a federated military. However our experience in the past has been not so much that the separate militias are themselves problematic, but that the officers of the federal umbrella organization - which has no fighting forces, but provides the commanding officers for all large formations or deployments away from home - are often excitingly incompetent. Which is, for instance, what lead to that 'delegation' being captured and giving the pirates the navigation info to find us.
