Definitely the latter, he's channeling a bit of the Disciples of Anu from Phoenix Point in terms of overall vibe and is largely telling the truth when he says "look getting turned into a weird alien/thalassic mutant doesn't mean you're not still you" (although he might be sort of edging around how malleable the idea of "you" really is, but when isn't that true). Plus given the roster of advocates for megadeaths we've already got I wanted to come in with someone who's...far more invested in the idea of some kind of international order and fairly flexible on the details of what it might be in practice.

I should totally give President Stranger an Agenda item relating to the fact that he's a space alien tbh. Would be funny if he genuinlly finds Leviathan's Pacific Exclusion zone to be more homely than the rest of Earth.

LIGHTBLADE is desperately trying to politely not say that those capable of engaging with problem solving intelligence at least one standard deviation above the mean are the only ones with the right to political participation.
 
It's important to remember that one of the themes of this game, given that everyone is basically a nuclear superpower on a hair trigger, is that you're going to either need to talk to and make concessions to people who you know want you dead at some point, because the alternative is throwing down and destroying everything you care about and work for

There's a reason I put survive as my highest priority. I believe it better maps to the desires of actual Cold War states and decision making apparatuses.

Definitely part of it too is the much more mild, but still very effecting, social horror of "these dozen or so other dipshits are now not only your sole peers on Planet Earth but you have to constantly care about their mental and emotional state." Like, the characters will have to regularly stop what they're doing and go get in a room with at least some of the other Superpowers to make sure a. millions don't die but also b. they can keep doing all the stuff they actually want to be doing.

Nuclear armed powers with social claustrophobia and conference room cabin fever is a really fun vibe.

Does Protean maintain the intelligences of all integrated beings and merely let one run on the hardware at once? Or destroy the intelligences apart from a superficial level to permit them to recreate their personality?
 
If anyone gets bored with living in a world of cardboard, I am willing to partake in very stress relieving ultimate challenge duels on the moon in return for token support on education reform.
