Honestly, that would make sense.
 
More seriously, the probable real reasons for Toolbox Theory taking so long to come out are:

The economy actually mattering now means that pretty much every country and every path within that country needs significant changes and tweaks. Special things like the Atlantropa Dam (both before and after completion) and WerBell's mercenary contracts will need to be accounted for.

And No Step Back, along with its various free updates (including new mechanics for railroads and truck fleets) is on the way. Which makes it pretty bad timing to overhaul all of TNO's economic-industrial systems.

No Step Back has not meaningfully impacted TT development at this point. We don't have any really modding info on it so we can't really plan around it and the core of what we are doing does not touch what it would involve regardless. The main thing taking time woth TT is that global mechanics that suit all countries are hard as hell to develop and make fun (and the initial version of TT not being fun was why we had to do a near total rework).
 
Incredible how one screenshot has more content for Central Asia than any (other) mod being developed or that has been released.

I'm totally not salty about my odd geographical focuses.
 
A mod based off Beyond Earth of all things? Weird. I never would have expected that.
When it comes to possible settings for a mod, its actually a pretty good choice.

The ultimate issue one has when playing a mod in any time period is that it has to both be viable to use armies in the manner we use them in HOI4 while also having either one giant war or lots of different wars you can get involved in directly.

This is why NWO is not a very good HOI4 mod. Its basically the HOI4 version of watching paint dry outside of Russia. Russia and Germany before the GCW actually builds up into something not more paint drying. But everyone else is worse than playing democractic in vanila: waiting around for someone else to do shit, expect you dont get to actually do much shit once someone else does something. It be better off being its own game so it could have mechanics that actually involved doing shit other than ignore 80% of the game. Like you are probably as many nations better off deleting most your army since you arent using it at all.

But Beyond Earth before the seeding? Earth is explictly in a situation where things are getting very unstable and it is canon that it will probably get worse as time goes on. This makes for plenty of oppertunity to get nations to fight each other regardless of ideology, just to secure resources to thrive as a nation. You actually have reason to care about most of the UI and core game mechanics.
