While I don't think it'll be completely without its problems, I suppose I'm not all too opposed to taking the bureaucrats from Zhili. It'll cause more immediate problems for Yuan Shikai and accelerate our reforms, even if I don't entirely trust them to work completely for the peoples interests.

I do think that open conflict in China is happening sooner rather than later and that being able to quickly seize Beijing when it does will be very useful, but shaving two years off of the bureaucratic reforms finishing may be more helpful if we think war with the Qing won't happen for a few years past turn 8.

With the withdrawal of the Republic from Zhili Province, the so-called "Beijing Disaster", in-progress, the party has already begun it's search for answers, for scapegoats. Anything to explain the happenings of the first few months of the year. The NRA once more finds itself crossing over the Taihang Mountains and into nominally allied territories, the grumblings grow ever the more prescient as it the discontent of the army continues to grow, the consummate nationalist agitators within once more set ablaze to set alight the sparks of a most dangerous spirit. The warnings of Marshal Huang Xing becoming ever more frequent for the Party to "honor it's commitment to our revolutionary promises", as the military officer now finds himself engaging more and more with the higher echelons of society all along the Yellow River in dinners and ballroom soirées.

All throughout the Republic, there is but only disappointment. Disappointment, as the people now turn their gaze towards the Party, showing it's inability to defend the Republic, to resist the demands of the Qing, leaving a sour hint upon the mouth of the citizenry, as it would seem that the revolution had once more been set back irrecoverably. Merchants who had cheered for the inclusion of the whole of the Yellow River into the Republic, for the opportunities of a waterway unimpeded by any trade barriers, would once more withdraw into silence, as the burgeoning economy once more enters into a slump, investments coming short as the industry of the heartlands was now lost to the Qing once more.

These spirits would not be found in the Legislative Yuan immediately yet, for there was little time for the Party to dilly-dally on the pressing matters at hand. Certainly, all would agree on the importance of the evacuation of whatever industrial hardware could be spared, and it would be done with rapid haste, as whatever engines could be spared to lug the tools and machinery across the half-complete Sino-German Railway would be placed as a top priority within days of the initial demands being sent. Technicians, mechanics, foremen and all manner of educated labor being shifted to the now immeasurably vital industrial towns of Lanzhou and it's near vicinity. A pure miracle as the speed and efficiency which the government forces acted upon this would be unmatched in it's zeal, completing the evacuation of most that could be handled and carried by train car and cart.

And yet, even for all that had happened, there was an unspeakable anger amidst the citizenry as well, as the legislature would break down rather quickly after the universal agreement for the evacuation of Zhili industry. Those who argued for the complete abandonment of the province would push further for the evacuation of the administrative personnel of the province, a strange coalition of Progressive Rightists and the Syndicalist Left, all arguing for a halt on revolutionary adventurism (something which, many of the radicals on the left would note, was bizarre for the leadership to argue for given their stated positions in the pass on the matter).

In an ironic twist, the Internationalist Left would be the strongest advocates for the strengthening of revolutionary fervor throughout China, though the exact details of such a provocative statement would not be realized by foreign observers until much later. They would in turn be supported by, for some indiscernible reason, by the Conservative Right, fueled by renewed nationalist fervor, many of their delegates going so far as to suggest launching an attack on the Qing first, though this was easily dismissed by the rest of the legislature. The bizarre duo would be further strengthened by the progressive left, reaching within a majority in the Yuan by single-digit votes.

In the end, however, no conclusive vote would be reached by the legislature, infuriating the populace. Instead, intervention by President Sun Yat-Sen would once more be needed, as he would dispatch personal orders for the strengthening of KMT sympathizers and agitators within the Zhili Army, funds and propaganda leaflets pouring into the pockets and armories of loyalist officers and commanders alike as the Republic left. However, even the intervention of the Father of the Revolution would not be enough to quell the anger of the citizenry this time, as the boiling emotions endured by this humiliation would not stand again. Possibly fueled by foreign elements, protestors would take to the streets by the tens of thousands, demanding the enforcement of fresh new elections as soon as possible, the unaccountability of the members of the legislature plainly clear for most to see.

Marching on the Presidential Palace, they would quickly breach the grounds and storm the front gate, forcing Sun Yat-Sen to hastily make an appearance. Thankfully, with help from students and instructors from the nearby Whampoa Military Academy, the revolutionary leader would find himself secure and safe behind a hastily formed barricade organized by the redeployed Colonel Jiang Jieshi, asking simply,

"Would you like them dispersed, sir?"

Rather immediately, the President would refuse, instead asking the dutiful Colonel to stand down and instead walking forward to address the crowds upon the grounds of the Palace, speaking to the riotous crowd that "democracy shall come once more to China, for that has been the founding principals of the Kuomintang since it's very founding. I assure you all that we shall continue to uphold those values, and that this has only been but a small setback in the grand scheme of the revolution."

The crowd would cry back with fervor, "Democracy Now or Never!" Expecting a more concrete answer than what had been supplied to them.

The President, seeing no choice, would acquiesce, promising to move the legislature to schedule new elections with haste.

Satisfied, the crowd would soon thereafter disperse, though the episode would certainly leave a bitter note on Sun Yat-Sen's mouth.

It is now obvious to all with eyes to see and ears to hear, that a complete failure of our intelligence gathering abilities has been one of the main progenitors of the current predicament the Republic finds itself in. The ability to see what our enemies are doing before they strike once more is one that we cannot ignore at this critical juncture, especially not with the Qing having so boldly proclaimed their first foray into the politics of the North China Plains with the reconquest of their most valued province, the Guangxu Emperor having already the gall to begin moving his entire court and parliament back to the Forbidden Palace before the last of the NRA had even left the territories. Clearly, something must be done, and the first of those things is to ensure that we are not blindsided once more with the formation of a new intelligence agency that shall serve the Republic dutifully.

We cannot be caught off-guard ever again...



What Is To Be Done?

On the Matter of Organization.

The civilian nature of the agency would mean that the bureaucracy would be subject to the same requirements towards party membership, ensuring a large amount of loyalty towards the government apparatus, though to a fault at some points. Furthermore, with party intrigue a constant, it may hamper the effectiveness of the agency to operate at full efficiency, alongside the bureaucratic reforms creating an unavoidable experience issue as there will not be enough skilled staff to run the organization.

The military nature of the agency would be quite promising in the short term, as the National Revolutionary Army has already had pre-existing informal structures for intelligence gathering, and this would serve to formalize the entire system. However, the apolitical nature of the agency would be problematic, as the army's chief prerogative is towards the concerning nationalistic tendencies within the Republic. Furthermore, it is vital to ensure the loyalty of the army to ensure that the agency is operating smoothly and in the interests of the government.

Merging the civilian and military aspects of the intelligence services would go quite far indeed, bringing both the political loyalty of the civilian bureaucrats with the effectiveness of the military infrastructure to foment a truly revolutionary intelligence agency. However, this formation further underscores the necessity of a careful appointment in regards to the leadership of the agency, as the power that they wield would be immense indeed.

The industrial unions and the leftist factions as a whole would recommend the appointment of Chen Duxiu, a relatively moderate leftist appealing to all sides of the leftist aisle. Made famous for his polemics against Sun Yat-Sen's Five races theory, his appointment would certainly smooth over connections with networks within the Chinese urban population, increasing their efficiency therein with cooperation from pre-existing labor movements and local activists.Chen Qimei, the Shanghai Bandit, once more offers his service to the Republic as the leader of the intelligence apparatus. A powerful man with vast connections in the Chinese criminal underground, his appointment would likely see the mass mobilization of a huge network of operatives, propelling the prospective agency into a premier institution throughout China. Of note, naturally, would be the criminal nature of such a service, something which may pose a problem in the future.The Army's personal recommendation for candidacy for the agency would be a relatively fresh face on the national scene. A former subordinate of Jiang Jieshi, he is one of the premier intelligence officers within the Army, and would be the best option for director. He has sworn off any sort of army politics entirely, publicly blaming the Colonel for the failure of the operation and the Beijing Fiasco as a whole, a rarity within the army and most likely the reason for his recommendation for the role as an effective exile from army politics.

there are no "parties" except for the Chinese Nationalist Party (KMT) in the Legislative Yuan at this moment, they are all factions within the party due to the nature of the first elections occurring during wartime. The syndicalists are not "syndicalist", though there are some there, it's mostly composed of the revolutionary wing of the socialists (think the USPD splitting from the SPD) under a big-tent system, same with every other faction. They are currently one of the more popular ones to the general public due to stuff happening that's beyond the purview of the legislature, though voting patterns could change that.
