Stay out of any war that doesn't involve us. And clean up house for the workers and peasants of the Republic. But also make sure that Beijing falls to us in a legitimate manner. To squeeze the lesser warlords from both sides.

I also think economy and education are good ones to do soon. War should wait, and conscription should wait until a year before we need it.

To clarify slightly, the conscription vote would be deciding on an actual system of training up reservists to be called up on during mobilization. As is, the provinces run their own adhoc training programs alongside the People's Militia initiative, which has lead to some mixed results.

With starvation prevented for now, we gotta build up heavy industry for both military purposes and economic capability to resist imperial ambitions (especially German ones after we agreed for their investments)

Need to do this yesterday, even more important after we promised NRA a war by 1914, and it is now 1912

Next turn we should do conscription and opium trade (choosing to finally ban it, or heavily regulate its distribution for medical purposes if possible, could procure for us a CB against the Taiping). Then, choose the war option by 1914

I think its time we gave the opium trade some attention. Education should also be priority as well. Gotta make sure the next generation are ready for whatever gets thrown at them. Which tbh in this world could be anything.

An interesting quest. A familiar yet also strange version of 20th century warlord China.

Reading through the previous updates, the KMT's Republic is relatively weak but wasn't under too much immediate outside threat so the playerbase decided on thorough reforms will greatly strengthen the Republic in the long term that will take a lot of time and we might not have a lot of time. However, there will probably not be a better time to try to start thorough reforms. I wonder how long party interfighting can be controlled once we move beyond building the obvious bare basics of government.

The two big obvious priorities for me

This option is a time sensitive priority because the Zhili Clique controls Beijing and most of the Republic's industry. Of course, there is the risk of this backfiring. Yuan Shikai is not long for this world but he could potentially live longer than expected and he could resist the Republic's takeover attempt or defect back to the Qing. This move will also make our warlord allies nervous. However, if we don't try to take over the Zhili Clique, the Qing probably will try to do so and that would be a disaster for the Republic.

We need industry to fight a modern war and to strengthen the Republic's standing against the other Chinese factions and outsider powers.

I am uncertain what the third priority should be. These options are ones I am considering.
[] [The Opium Trade] With the agrarian reforms finishing on Turn 4 and better food situation, it would be a bit less disruptive to try to ban or regulate the opium trade now.
[] [Education] When to start education reforms is a tricky question for a young state. Education reforms are best started as soon as possible for maximum long-term effect, but they always compete with more immediate concerns for funding and attention because education reforms have large upfront costs and little immediate payoff.
[] [Espionage] It would be good to learn and process useful information before others learn of it in the daily newspapers.
[] [Conscription] The People's Milita program will finish on turn 6 and bring in up to 150,000 new reservists but the NRA strongly desires more manpower.

It would not, unfortunately, be the last of the Japanese, as the army would now look for it's own victories abroad. And it would find them in the west...

So uh, quick reminder that Japan is allied with the Qing and is going to be heading in this direction very soon. I'm not sure if they'll be here to attack Russia or us or even both, but we need to prepare for a war happening very soon either with us or between our enemies that we can of course try to take advantage of.

It's been said in the past that taking the War option doesn't necessarily mean declaring one immediately, though that is also an option. I do want to ask what the preparations would involve though?

Is definitely a high priority to secure control of the province, its industry and the remaining half of the army.

I am heavily torn on the rest of the options available. Our current food security is only Average, which will undoubtedly suffer in the case of a war and mobilization. The two obvious ways to address this would be a second round of economic focus on agriculture and tackling the opium trade. Conscription might also have a means of indirectly addressing that issue, but is not a sure bet.

Espionage would be a good thing to take to better inform us of potential wars and helps to centralize all the KMT agitators that we've sent to the Xiu and our new warlord allies. It would likely also help directly in a war in and of itself.

Other than food, addressing the economy again could instead be directed towards industry and regardless would be able to influence what exactly German investments are directed towards. This is a somewhat longer term concern though, as is education despite the incredible importance of both.
 
I definitely want to do economy and education sooner rather than later, but our army wants to prepare for war then go to war. If we want to lay the groundwork for a major military expansion conscription and espionage would help with the war. Espionage could be put off, but having cells in place sooner rather than later would probably help. Zhili Clique is very important, but I am concerned that it might cause the other warlords to freak out, but it is a potential power vacuum and he did join the republic, so we upheld our end of the bargain.

building up the logistics for a war essentially, you'll have options to decide on how long these preparations will take, and what target you're going for with these preparations.
