Would perhaps the Regents consent to each paying an equal share to equip a new fleet?

To: Lord Reyne
From: His Royal sister.

My good brother offers to raise a company of sell swords and knights and construct a castle to defend your border so long as you grant him the lands, of course he would accept you as his overlord.
The regents all agree that they disagree with such a move, the inland lords rejecting the idea that they should pay for ships whilst the coastal lords dither and point out that they need the coin for their own ships and defenses.

From Lord Reyne

I do not trust hedge knights and their Essosi cousins, any man who sells his loyalty for coin is liable to stab you in the back for the right offer. That said, if he wants to be my vassal, he may do so.

Greetings, I know we are attacking a past ally of yours but I think you can find that Storm's End is a superior ally to Nightsong. If you will accept a marriage alliance with us we can do a lot to help each other.

After all, haven't the Hightowers always wished to rule Highgarden?

We have searched high and low, examined every nook and cranny in Oldtown, and yet we cannot find this despite your claims to the contrary. So we trust that Storm's End shall reconsider it's aggressive stance towards our good friends and allies in Nightsong, whose assistance in beating back the pretender in Highgarden in recent memory is valued not only by Oldtown but also by the rightful High King of the Reach, for hostilities between our two kingdoms would surely be a lamentable thing.

The Magisters of Pentos send their well-wishes to the Rhoynar. May your ships travel safely and your lands fertile.

Word has reached us from the andals, that Belda of Rhyos may soon lead his host south again. The free kings have petitioned us to come to their aid and foil Belda's plans. We are inclined to grant them their wish and ensure that the Andals shall not be forced under one king. As we know of your own interest in southern Andalos and your past feuds with the Rhyosi, we ask of you to join us in bringing peace to Andalos.
Private

We will join you in such a battle with Rhyos but we cannot spare many men, we fear what Chroyane might do were we to strip our defenses too much, mutts that they are.

I have heard that the King Cow of Storm's End has offered you a match in the future in exchange for you turning a blind eye to the friends of the present. I would offer likewise without the caveat that you abandon the allies your Kingdom has worked to gain. I care little enough who sits the throne in Highgarden but I care a good deal that the Stormlords' ambitions are curtailed in their cradle. After all, should the Kingdom of the Storm gobble up the Marches once more which is more likely for him to attempt to devour next? The Pirate Lords and Fishwives of the Hook? The Dornish lands of his niece he already rules in all but name? Or would our gluttonous associate look more eagerly to the fertile lands of your kin's holdings in Tumbleton?

Should you agree I could see our two Kingdoms benefiting greatly in the increased trade your merchant ships will no doubt be capable of when the Stepstones I hold are most friendly towards them. Not to mention the salt for their stores and the fruits that shall allow them to go just that much further East for the riches which lurk there that can be found in Plankytown. Or that any pilgrimage to Andalos your people might take would be all the easier to make. As kin we could, mayhaps, speak more easily of other gains in the future?

And who would the match be between? I have unwed sons and daughters, cousins and nieces and nephews to offer, but I do not know who you are offering.

I understand of course, if it pleases my Lords I shall instead hire ships and men in my son's name from Casterly Rock's own gold. My thanks for your wisdom my Lords. I think that will be all for today.

If it pleases you better he shall put out the call for second sons and sworn swords from the West instead. May I send him to you to collect your boy and learn more of the Ironborn threat whilst arrangements are made?

What is the state of our fleet and what repairs and new additions are required to make it fit for purpose?

Oars and Spears
There is a saying in Essos: The Free Cities are protected by walls of wood and walls of stone and their walls are manned by warriors with oars and spears. Pentos defence rests upon the shoulders of a multitude of warriors: Citizens and residents of Pentos fulfilling their duty and defending their homes; slaves, owned by the city to guard it and rewarded handsomely for their servitude; free men from the towns, villages and farms under pentoshi rule and protection, levied in times of war; and sell-swords, men desperate or fool-hardy enough to make a living by the sword and refuse to swear allegiance to one master, driven instead by their lust for adventure and coins.

Pentoshi armies are centred around spearmen and heavy infantry drawn from the citizenry or slave-soldiers in servitude to the city.

The Oar:

At the center of the pentoshi navy and army is the oar. The oldest pentoshi law, the Code of Citizenry states, every citizen's household is required to provide enough men to row two oars on the war galleys in the city's defence. At the time of its original writing this meant providing two or four men, usually the patriarch and his sons. Over time, as shipbuilding became more refined and galleys grew in size, the number of men needed to row one oar became three, sometimes four.

Out of this, the basic military formation of Pentos grew: the Oar. Codified centuries ago to be three soldiers, it is still the base from which naval and army formations are build and the unit of measure when it comes to determining an households contribution to the city's defence. Presently, each resident of Pentos is required to raise one Oar from his household, while citizens are required to raise three. Each oar is to be equipped by their household, with the wealth of each household determining whether they fight as rowers, crossbowmen or heavy infantry.

Armoured Cavalry:

Magisters owning large estates and farms in the Flatlands provide the city with most its heavy cavalry. Long contact with Westeros has led to Pentos modelling its heavy cavalry more after westerosi knights than dothraki riders.. A war horse, armour, weaponry and the training needed to become an effective cavalryman represent a significant investment and contributing one or more oars of riders to the army is always a good way to show off one's wealth. As citizen cavalry is often in short supply, westerosi hedge knights usually supplement pentoshi armies.

Free men and levies:

The small folk of the city and the surrounding lands are called upon to serve during war, too. Those living in the city or on the coast are relied upon as oarsmen for the pentoshi war galleys, while farmers often find themselves transformed into spearmen or even light cavalry, if they are wealthy enough to afford a horse.

Standing units of the pentoshi army:

City Guards:

Perhaps unsurprisingly for a slaver's city, Pentos entrusts much of its protection to slaves. Pentoshi soldier slaves are not to be confused with the infamous Unsullied, as theirs is a different kind of servitude. For one, young men sold to the pentoshi army have a realistic chance of regaining their freedom. When a boy is bought - usually at age 12 - he is given a solemn promise by the pentoshi: serve us, protect us and in thirty-five years, you will gain your freedom, your children's freedom and your children's children freedom and we will repay you for your faithful service.

Upon fulfilling their servitude, they are given a moderate pension and are proclaimed free men and friends of Pentos, with all the rights this entails. Veteran soldiers often enjoy a good reputation. Some are even called upon by the Council to serve as officers and even generals during war.

Pentos' city guard is almost exclusively composed of slaves. Only the highest officer ranks are held by pentoshi citizens, free men or sell swords. The guards form the professional core of any army Pentos puts to the field in addition to their peacetime profession of maintaining peace in the city proper.

The Prince's Guard:

Unlike the city guard, the Prince's Guard is entirely made up of citizens of Pentos. A mere parade unit, membership of the guard is seen as a prestigious and fairly safe occupation of second or third sons of Magisters. Their armour and weapons are highly decorated, incredibly expensive and often nearly useless for war. Guards who show a certain talent for war are sometimes elected as generals or admirals during war.

On The Warmaking Of The Andal Barbarians Of The Hag's Tribe

From the quill of Rhaemon, XVth to bear that name, son of the Noble House Garimatherys, in the service of his exalted patron Orinaerys, IVth to bear that name, of the Most Noble House Salaheiron, Governor of the Western District of the Eternal City Most Favored of the True Gods, Valyria, being a short excerpt from his treatise upon the lands of Essos for the education and edification of his Most Honored patron's son when he shall come of age

A quaint and curious folk are the Andals of Northern Essos, and fewer are quainter or more curious than those of the Hag's tribe.

In their manner of making war (as in most of their actions) they strive above all to please the gods, and among them not even a skirmish may be conducted without their priests and priestesses first perform rites to secure the favor of Caraxes, whom they hold to reign supreme over all matters relating to the battlefield.

Being barbarians, they maintain no Legions for the common defense as Valyria does. Rather, in time of war their nobles rely chiefly on two forces:

The first and largest they call The Weapontake, this being a general assembly of all bearing arms and roused by the words of the priests, youths seeking to earn a name, the lowly who would rise higher, and those who simply desire to assure themselves a passage to the Paradise Beyond by gaining Caraxes favor. (For it is an article of faith for them that to die valiantly upon the field of strife is to be assured that the Lord of Blood and Iron will shepherd their souls to the Lands Of the Worthy Dead).

In truth, to call a Weapontake a body of troops is to give it undeserved dignity. It is a mob with arms, each one decorating themselves as best they can with animal skin or dyes upon their hair and features so their deeds may be clearly seen by those around them.

And indeed, such is the custom of the Hag's tribe that deeds done in the Weapontake can greatly advance ones standing. To the first to strike a foe is granted a reward, so also to the first to mount the wall of an enemy fortification, and especially rewarded are those who slay an enemy in single combat, with the richness of the reward increasing if the slain be a champion or noble.

While this produces a commendable fierceness of spirit amongst them, their manner of fighting is still that of beasts, and such a rabble would be roughly handled by even the least of the Legions.

Of somewhat more formidable quality and discipline are the warriors of the Affinities.

These may be thought of as the household guards of the nobility, in arms and training much superior to the masses of the Take. They swear oaths of service and obedience to certain nobles in the name of Balerion, and are in exchange are provided for and given the choicest of honors by their masters.

Those of the Affinity are in the main veterans who have already earned renown in the Weapontake, indeed, many who fight in the Weapontake do so in hopes of winning a position in a chief's Affinity. Of note is that while warriors of the Weapontake earn glory for themselves, those of an Affinity's great deeds are counted to the one they have sworn service to, and so it is nowise unheard of for an ambitious soul to descend from an Affinity to fight among what we would consider the lesser formation.

Proclamation of the Council of Pentos

King Bleda is threatening war. His concerns for the well-being of westerosi pilgrims is clearly just an excuse to further expand his rule southwards. Pentos has in the past enjoyed good relations with you and your neighbours. We stood by you to check Rhyosi dreams of subjugating all of Andalos more than once. Now that Rhyos is once more raising the banners and talking of war, we stand ready to defend andal freedom again.

We now ask you: will you stand idly by as Rhyosi attack your neighbour's home, hoping and praying that they will not turn their eyes on you next? Or will you take up arms and allow our armies to cross through your land and to purchase supplies from your people?

I will not mince words, Highgarden and Storm's End have been each other's banes for millennia. But it seems we are both surrounded by enemies who wish to deny us our rightful lands. Despite our differences it makes sense for us to unite, for the time being. Two of my sons and my daughter are unwed and I imagine you are in similar straits. Let Stags and Green Hands wed so we can fight those who surround us and settle our claims.

Begs the aid of a foreigner who would have our holy men and women, the voices of the Seven, bow down before him. He seeks the friendship of a tyrant who names himself the only speaker of the Seven's will. Who declares that there are not Seven, but one!

Aye, one God, one Septon, and one King, and all the rest groveling on their bellies before them. Small wonder Bleda would make the heretic his friend and counselor, they are two curs suckled by the same bitch, each as black hearted and covetous as the other.
