It's not as if we're anywhere as cash strapped as we were in the early turns. Between purging the corruption out of the MoF, the multiple Stewardship improvements we've done to Virmire, and the ever increasing flow of credits from mining operations, we're quickly reaching the point, if we haven't reached it already, where time (in the form of how many actions a turn we can take) is the limiting factor in how much we can get done, not money. And that doesn't even factor in the aforementioned long term military and research benefits from diversifying the FDO to go beyond just increasing cash flow.

Honestly, my main concern with expanding the FDOs duties so much is that it risks diluting the original purpose, which was to improve our budget. If the FDO's busy building military outposts or research stations, they're not busy building mining operations.
This is why we're proposing bringing her fully into the economic planning.
So she knows what's immediately pressing, and what to focus on. If there's an economic crunch, she focuses on mines and money; if not, she goes with RnD and Military Outposts, or preparing infrastructure around colonization prospects.

OOC, the GM decides what she invests in per turn, and that will change depending on our financial situation.
Which doesn't change the fact that every military/science station built is one less mining post built in the same time. They could build 1 mining and 1 other station, yes, but they could also be building 2 mining stations instead.
We are moving into a new stage of war and economic management, where we're not only relying on mining income.
Consider for example the Stewardship action Free Movement; that gave a blanket 50% upgrade to all our Mining Income.
And there's another Stewardship Action currently awaiting our taking it, which gives a boost to infrastructure effectiveness.

Remember, we're not just making money for money's sake, and our needs change from turn to turn.
If the current income is sufficient for the projects on the table, it might be a better investment to built RnD or Military Outposts instead.
Besides, we get back +16,000 Income at the end of Turn 17 as we finish paying off our war bonds, and at least +50,000 Income in 5 years once we finish Fun Coupons.

...why? There's no functional difference between military or civilian engineers building our military outposts, and it'd take at least one Military turn action to set up (and that's assuming we don't botch the roll) when we have multiple priority Military options we really need to focus on next turn.

2) We do not have enough military outpost sites to necessitate dedicated military outpost builders.
We have 2 Military Planets(-1 after this vote) + 3 Research Planets left to build outposts on. Compared to ~16 Mining Planets and 4 Colonizable Planets.
That's why we're talking about folding everything into the FDO.

One last point about this location: It puts their home base FAR away from the Lystheni.
Paranoid Lystheni + xenophobic Quarians is a very volatile mix.

@Darkcrest you mean the Naval Security Board? The guys who manage our defence platforms? I guess we could pawn military expansion off on them but it would presumably take an action to get them to set up the administrative back end for that and the whole point is delegating so we don't waste actions on stuff like that, esp. when the FDO already have that backend, plus years of experience in the field.

Probably easier, since the FDO is getting expanded, to just send some guys over from the Naval Security Board to handle things in house, as it were. IC, anyway.

I would be in favor of making the FDO a cabinet level appointment. We can't do that because of mechanical constraints, I think, but it would still make sense for Virani to be in on a lot of our meetings.

The demand for reparations seems like a useful political cudgel more than anything else. We can negotiate it away in exchange for whatever foreign aid package the Citadel sends our way as thanks for our Rachni-fighting efforts ("we're building a wall of defensive platforms and the citadel is going to pay for it").

Happily, Mira is more intelligent than the Grand Cheeto, or, more impressively, bread mold, and thus shall phrase the demands differently. In so doing, there might be some chance of the Citadel assenting to them. That is the general idea, though. Reparations or war aid priority.
