If we want Vermire to become the capital of an empire, even a small one, we need to not be micromanaging every new orbital development, wasting valuable Ministry actions in the process. The FDO's job is literally to do that for us. They exist specifically so we can delegate stuff to them, and they've been doing a good job of it so far. Delegating more work to them is a logical extension of their original purpose and their recently increased budget.
That said, I am somewhat concerned. Virani expects us to give her Science outposts along with the budget and presumably did so under the assumption that the extended budget would be enough to cover her extended duties, but adding Military Stations to her list of responsibilities may stretch even her new budget.
On the other hand, if that does turn out to be the case... well, we have a lot more money than we do actions, betul?

It's workers are from Virmire. The contractors who supply it's equipment are headquartered in Virmire, their industry is mostly in the Virmire system. and All our shipyards build their ships in Virmire.
There is literally no way to avoid oversight. Even the furthest areas are at worst a couple days away.
It would be really ironic to mock the Lystheni for irrational paranoia crippling their economy and military, and to fall prey to it ourselves.

But I see it as giving them an opportunity at best, and enough rope to hang themselves at worst.
We should just audit them heavily in three turns or so, to hopefully see our trust verified.
The MoF was corrupt specifically because the PM allowed it to be, and installed a Finance Minister who herself led the corruption effort.
There has been no indication, or accusation, of corruption on the part of any of our government agencies since we fumigated.
And we give them significantly larger amounts of money to play around with on a yearly basis than we had as our initial yearly budget at the start of this quest.
Again, if you have any actual suggestion that the lady or her agency is corrupt, say so. Point to the evidence.
Hell, provide reasonable suspicion, so we can sic Shurna on them; in an economy like ours, if money is going missing, we'll notice, even if we don't know how much. There is a total war going on, and there's no Switzerland to run or ship ill-gotten gains to.

With their expanded budget, there's nothing to stop them from simultaneously continuing to build mining outposts while also building research/military outposts and improving orbital infrastructure.
