The Team:
You had tried your best to make the next words that came out of your mouth professional, and clear, to the man smoking in front of you. The Hokage wanted this to be quick so he could go back to the hell that was paperwork. Why he didn't use clones to assist him with that matter, you will never know. It's how you dealt with it.
"I Yamato, wish to take the following Students as my Genin Squad. Yakumo Kurama, Naruto Uzumaki, and Sasuke Uchiha."
The Hokage actually raised an eyebrow as Kakashi and Shiro looked at you like you had done something wrong. Kakashi had hoped to train Naruto, and he had told you that you better have a damn good reason to take his Sensei's son away from his care.
Even though the Hokage knew Mokuton was the most useful ability to have if the Kyuubi ever decided to think that he could take over.
The Hokage also seemed to have the same thoughts, but on a different member of your team, as he asked. "Genin Uzumaki, Accepted. Yakumo Kurama, Accepted…" He paused as he took a long drag from his pipe. "Genin Uchiha… I must know why. You do not have the Sharingan to assist him in his own training?"
"It is quite simple Lord Hokage." Ahh, he was right, but you were ready. "In addition to failing every team we've sent his way for years, Kakashi has never had the experience of being a normal genin." At that moment, everyone nodded in agreement, as even Kakashi knew he was not… normal when it came to growing up a ninja. "Sasuke will benefit more from jonin whose approach to his training is less dependent on the boy developing the Sharingan. In addition, given the boy's temperament, a jonin as deliberately antagonistic as Kakashi will likely put the boy in a more uncooperative mood. It would be a shame for the boy to be held back entirely because we stacked the odds against him. I will bring a professionalism Sasuke can respect, and have the benefit of having to master Mokuton from scratch to help me guide my pupils along the path of self-growth, as well as actual teaching experience, which is more important than a transplanted Sharingan when it comes to Sasuke's development."
The Hokage nodded. "I see. You have put a lot of effort and thought into your team choices?"
"I have. Black operations have been… you can say I need a change of scenery, as Kakashi has." At those words, even Kakashi looked away. Everyone had reasons to want to become Sensei, from orders, to change to peaceful scenery… to just wanting to stay close to the people that matter.
"I see." The Hokage took a moment to think, and than to put out his pipe. "Your team will be designated Team 3 Yamato. Good luck."
You nodded. Then as you walked out of the room, you heard Shiro exclaim. "Why am I getting a team? Especially with Hinata, you know how much her father hates me! And a puppy kid and a bug boy! You have got to be kidding me!"
There was a pause. "Stop laughing Otter, I know where you live! I know where you all live, and you will feel my wrath if you don't shut up!"
Seems Kakashi wasn't getting a team after all… Perhaps, thrusting it upon Shiro might make him remember how much of a piece of shit he was when he was Kakashi's Apprentice?
Ah well, time to get to work?

Probably Chakra concerns. The ANBU leader mentioned during the Orochimaru fight that Hiruzen's Chakra reserves aren't what they used to be and that's why he didn't make more Shadow Clones during that fight.
