You are going to need to fix that (If he fails as a Genin, he will be removed from active duty and sent to a mental facility… that is run by Danzo. Try not to think about too much.)
Revenge Driven: He wants to kill Itachi. Understandable. But it has consumed his entire life (If an action does not lead to helping him gain power or kill Itachi, -10 to the rolls)

Was Naruto ever funny? I remember a lot of escalation even more than usual shounen does. One Piece betrayed me with it`s escalation to "Chosen One", Naruto at least prepared the audience from the very start by being blatant and upfront. Comedy in One Piece never stopped like it did in Naruto. Naruto was serious business.
So, nobody should expect Naruto to be a comedy is my conclusion. Blame Danzo.

Shippuden killed the comedy, with it's need to tie everything back to sasuke and naruto. The funny left when the whole sasuke centric orochimaru plot took over, and only returned after he left, and the fillers rolled in.
The two people impersonating Gai and Lee is the best example of the funny coming back, until shippuden killed it again.

So it's all Danzo's fault that no one wants to go to therapy.
Real talk, he's probably pretty effective at getting ninja back to being productive, if still fucked in the head. He likely struggles to get them to the mental health threshold for taking missions out of Fire Country, but that's probably part of the recruitment pitch for joining Root. Because all the really good missions are out of Fire Country, and Danzo probably has some extra spicy ones for the real junkies that take him up on the Root offer.
...and now I can't unsee Root being a cult that goes door to door like Jehovah's Witnesses or the Mormons. Probably even sends people on Missions to recruit from outside the village
