[X] Marry Snow-Fox and Red-Wolf to merge the tribe with the clans. Both sides will struggle to survive their losses, but united they have much better chances.
I love this vote narratively, its the sort of stuff foundational myths emerge from, only thing is... Eating those horrible ideals leaves a bad taste in my mouth, they're pure poison except for perseverance, but I see this as the only way we can survive. Even if we truce out and we never see them again (they dont invade come summer), we'd have a big risk of dying. If Snow-Fox trips and breaks his neck during the next year, that's it, game over come winter. Even if he lives we'll be in a tight spot.
We should merge and use their manpower to get food, while devoting all the rest of our efforts to changing their ideals to something more benign.
Also, @Azel would you consider putting your rolls at the end of the parragraph they influenced? I feel it takes a lot of the impact out of the narration (yeah I know its spoilered for a reason but its hard to defeat the temptation, plus, scrolling back is just wasteful imo).
Normally the practice is ritualistic cutting, normally of the hand then grasped, sometimes bound by twine or rope temporarily, like for the wedding day as a symbol of the lasting bond etc.

+1 for this, especially on a phone which is where I do most SVing you are always scrolling and it's a bit awkward and pulls me out of the story to have to look for the spoiler tag.

Were not actually Cannibals yet, we HAVE cannibals but were not yet
And if we can manage it... We'll never be...
On the bright side we now have blonde and Ginger Girls

No most of our tribe are not Cannibals, we have a faction that IS. No matter how big and influential they may be, its not a value WE have but only a specific faction has.

Our original tribe was also made up of factions, if you're going to use the collective we it's going to include the collective.
I would point out to you that this political marriage for Snow-Fox is with someone who appears to be his emotional superior, Snow-Fox is very inexperienced in everything but War and his new Wife is the champion of cannibals who will probably steamroll him socially.
We don't have fine enough control to just not be cannibals when there's a strong tradition of it with one of our central figures and a full half of our people.

Thats sounds like its edging towards fearmongering, since we KNOW that Factions can have traits and ideals DIFFERENT from the rest of the tribe, Saying were cannibals is wrong because only a portion is, and the other portions hate it.

Ok, what's your plan to confine that to the faction and get them to drop it too?
"Only some of us eat the dead" is not a great diplomatic stance, won't help us if we suffer from disease and need to burn the dead against their beliefs etc.
For all intents and purposes our tribe is cannabalistic because we must keep all factions happy or they splinter, take our stuff, take our knowledge, spread information to potential enemies and all round negate the entire benefit of this marriage in the first place.
But I can see why they're nomadic now due to their traits. They're stuck in a loop where they get driven from places due to the cannibalism trait ruining first contact, their perserverence trait forces them to keep trying and thus stressing society in a damned if you do, and then the Clans value trigger and spawns a new tribe with a chunk of their resources who'd then wander on. There's probably more of them scattered across the entire area, until they evolve a more stable set of traits.
Except there'd be a lot of throwback tribes hanging around as well.

The Cannibalism isn't an Identity yet, so while difficult it is possible to push it back or get rid of it. I and undoubtedly literally every voter is going to not allow it to occur.
Look i don't really care for your semantic game, and since the majority of our factions DON'T do it, we do not need to use the White Clans as a diplomatic unit anyways.
I agree with you, I just don't think that well achieved by burying our heads in the sand and going "we aren't cannibals, they are"
These are now our people to manage warts and all.

Literally noone is doing that, we weren't talking about the tribe from a foreigner's standpoint, were talking about it from our standpoint and separating our factions and our overall values against theirs.
[x] Marry Snow-Fox and Red-Wolf to merge the tribe with the clans. Both sides will struggle to survive their losses, but united they have much better chances.
When the council made the fateful choice they knew without a doubt, that it would shape their tribe from now on to the end of times. For better or for worse. While the villagers had never had a great rite or festivity for such occasions, marriage being something agreed upon between the closest kin of the prospective pair and becoming truly sealed by the first child, the White Clans had a ritual for such a union. On the next day, the groups came together on the same spot again. This time, there were no armed hunters that escorted either side, instead many had gathered on the river shores to witness peace between their people.
The chieftain Tall-Peak led the event together with Great Matron Crocus, though the latter was mostly there as a sign of unity, Snow-Fox and Red-Wolf standing before them. A small cup was brought forth, carved from the horn of a goat, and the two greatest warriors of their respective tribes cut their palms with their daggers, slowly dripping some of their blood into the vessel. The other two spoke all the while of blessings to be bestowed upon the pair and the unity they would achieve by sharing blood and spirit with each other, both taking turns for their respective lines and speaking loud enough for the spectators to hear. Then more blessings and admonishments for unity were spoken, though this time aimed at the tribes as a whole, their joining symbolized by the young couple standing on the ice. While this was done, some ash was added to the cup, taken from the cave where the war had started and the pyres that had been erected to burn the fallen during the fights. Their spirits too should be part of this ritual, the dead being offered a sliver of the peace that they tried to create. Once the meandering speech was done, neither of the involved being a great speaker to deliver anything better on such short notice, especially with the language troubles, the couple lifted the cup to each others mouths in turn. As the contents were drained, the ritual was over and a man and a woman had become married for the sake of their tribes.
Among the onlookers, confusion reigned. What were they supposed to do now? Was this the end of the fighting and everyone would return to their kin? Or were they expected to mingle with the other side? While others still asked each other these question, a few dared to venture forward. Not to the other river bank, but to the couple on the ice to congratulate them on their union, no matter how strange the way it had come to pass. Since most of these people were hunters of either side, mortal enemies just two days ago, there was quite some tension as they reached the pair, yet it did not come to harsh words, let alone blows. The respect these men and women felt to their leaders was strong enough to stay their tongues and even eliciting a few awkward conversations across the divide.
Nobody paid it any mind when Crocus and Tall-Peak slowly drifted away from the growing gathering, always keeping an eye on the proceedings. "It seems working," the elder spoke to his companion, trying to enunciate the words more as the villagers did, though failing utterly at it.
Crocus couldn't help but snicker at the tall and regal man beside her looking like babe that learned to speak, exaggerating every movement of his mouth in a vain attempt to make the right sounds. "It is a start I think. We will need to encourage them to mingle more or our people will never truly join."
The old man just huffed at the matron's mirth, falling back to his usual pronunciations and odd turns of phrase. "Yes. Must find reason to meet. Must do great deeds together, so that spoken at fire about friend, not foe."
"And clean the signs of battle from the valley. It is no use to encourage them to mingle, when they see the reminders of their hatred on the way." As the elder nodded his agreement, Crocus briefly looked to the villagers' side of the river where Winter-Sun had just turned around to walk home with a stormy expression. He had taken the decision badly after all that happened. Merely a few months ago, he had been a welcome aid to moderate the more outspoken and stubborn elders, but it was anyone's guess how he would behave after peace was made.
The tribes attempt to unify. Gained new faction: White Clans
Clans - Identity
While the tribe as a whole has value, it is the own close kin to which the greatest loyalty should is owed. These bonds of blood endure any hardship and shape the lives of the people.
Effects
- decreased faction influence
- instability can result in population loss due to migration, which lowers instability
- increased change of civil wars
Endocanibalism - Ideal
The body is the vessel of the spirit and after death, some of it lingers. By consuming the flesh of the dead, a person might take some of their spirit into themselves, letting a small part of them live on.
Effects
- small food income due to deaths in the polity
- no stability check when forced to cannibalism due to food shortages
- diplomacy malus with any who do not share this value
Blood Oaths - Fad
As a sign of life and death, blood is a powerful symbol that is never used lightly. To swear an oath or incorporate it into ritual gives great meaning and value to these acts, with only the most foolish or treacherous willing to break such bonds.
Effects
- minor bonus to stability checks
- lower risk of betrayal by oath-sworn subjects sharing this value
- factions more resistant to size and influence loss, except when caused by population drop
- lower chance to detect faction plots

AN: Here be politics. Integrating the White Clans will take a while and require a lot of compromises, but at least they fix your manpower problems and thus make your emerging tribe a lot less brittle.
[X] [Action] Clear the signs of war from the valley and gather the dead strewn through it.
[X] [Action] Find a way to merge the council of the village and the chieftain and Skaog of the clans. (Triggers political reform. Possibility to regain control over third action and possibility to gain control over Red-Wolf.)
On the positive side, they tried their best to murder each other for the past month, so they are already at a stage in their relationships that takes other couples 10 years to reach.
Also, @Azel would you consider putting your rolls at the end of the parragraph they influenced? I feel it takes a lot of the impact out of the narration (yeah I know its spoilered for a reason but its hard to defeat the temptation, plus, scrolling back is just wasteful imo).

You guys pushed for a marriage, so now it's time to make sure the tribe doesn't collapse to infighting. Putting the dead to rest and making a new government is vital.
