I would take all of the hunter pops along as we have some food stored and we can use the green heavies as a reserve.

The food situation would get a little dicey then, so I'm hedging our bets. I think that we should at minimum be able to field a five to six pop army, maybe a six or seven pop army if diplomacy with the White Clans goes well. As we're mainly there to destroy the outlying villages and farms, not assault the palisade unless things are going stupendously, that should be enough.

The nice thing about sending only three of our units out to raid is that it's sustainable. If need be, we could launch another raid next turn without feeling a pinch to our food supplies. If we send out four or five hunters, our risk profile climbs and it essentially amounts to us betting everything on this one strike. That's not something I think we are desperate enough to need to do.

The food situation would get a little dicey then,
The food situation is already dicey. Even if we leave all hunters home, you know actually hunting, the average food roll is still 2.5 below demand. What we need to do is make some more food producing pops, fishers/farmers preferably.

The outlying villages of Brushcrest have somewhere between 3-5 pops we can abduct. Or otherwise I could retrain a worker to Fisher this turn instead of Woodcutter because completing longhouses is going to be delayed until next turn anyways. Actually, I think I'll do that-- make one worker to Fisher and during the raid we can abduct a pop to be Woodcutters.

Edit:

Changes made, @Mormont. The rest we'll get by grabbing farmers.

Good call on training the fishers.

We really need to get around to getting a proper navy.

I'm a little concerned about the great prophet action, the leaders of the white clans didn't like him much last turn even if their pops did, if Bone-Tenders start appearing within their communities some white clan leaders might misunderstand and lash out, causing issues on the mountain that we dont need to deal with right now, i think the Speaker should teach the leaders of the white clan about the faith and the neutrality of the Bone-Tenders this turn to stop that from happening in the future, it's not like the Tenders have to deal with a rival faiths priests arriving any time soon so we dont need them among the clans right now.
Teaching the white clans more about the faith was pointed out as a very important decision if we took it and I think getting the Clans leaders on board is the most valuable option that could stop problems flaring up at an awkward time.
It also might work with the council action of meeting Clan leaders, teaching them about our ways before an introduction if they accept.

I suspect Brushcrest is under-hunted, and they seem clever enough to pay for hunters to come hunt as "food aid" around when we attack. And this is still an important point.
Very wrong. Basically every settlement which isn't at diminishing returns would max out their hunters as much as population allows. This is the natural growth of settlements, which is whats feeding them while they figure out farming, and then start converting hunting capacity land into agricultural land.

In essence, if you want to give them a magical garrison force you're going to need to outright migrate those pops to Brushcrest on a permanent basis. We can move our pops around easily due to Subjugation/Mandate, but most civilizations who aren't nomadic really don't like to move their pops around for long.

You only see pops below the hunting cap if a lot of dudes died recently or its Jungle/Floodplain biome

But my point is that Brushcrest has already specced really heavily into agriculture. They've been really heavy into agriculture for generations. These hunters are their military, not their main food source. Most of their neighbors are too, I think?

Also, Brushcrest lost a pop of hunters recently. They could easily make an arrangement with the other nearby farming villages, like we did with the Antlers. Your hunters come help ours for a part of the year that happens to be raiding season.

Early agriculture pays out crap. The Hunters provide the main sustenance, the farmers provide a support. It'd be that way for a long while yet.

Unless the soil is naturally unnaturally fertile.
Not even then.
You need generations of work to grow the wild rice or corn into something that's particularly calorie rich.
Natural plants do not generally invest into big stacks of high calorie seeds with no protection against predation. Domesticated grain is very different from wild.

Small service announcement on the side. I will be helping someone move over the weekend, so it's very unlikely that there will be any chapters from Thursday to Sunday. Though there is a minor chance that tomorrow will see one.

It had been so many years since he had seen this vista for the first time. The narrow valley snaking through the endless mountains. The peaks that still bore a cap of white, even in the hottest summers. The hardy pines standing on the slopes, islands within the dull green shrubs. The tiny stream that cut through it all, now barely flowing at all, but swelling to tremendous size in spring and fall. The herds of goat and yak who stubbornly clung to the grey flanks of the mountains. And in the middle of it all, the rough rock outcropping that he had made his perch. It was not a welcoming land, the soil not fertile and the endless wind a harsh mistress. In the summer, it could be scorching hot as it carried the heat of the sun or pleasantly cool when it brought the chill of the glaciers with it. But when winter was close or yet lingered in the land, it could cut to the bone and make you shiver as if standing in a frozen river. Was it truly a wonder that such a land had brought forth such people?

Try as he might, he never had been able to truly begrudge them their faults, for here, they were virtues. One had to look after his kin on his own, for the land certainly didn't. One had to be strong in arm and mind, even if it meant becoming quarrelsome and stubborn, for here it would bring you only ruin if you ever faltered. Yet they had thrived in these hardships and became stronger for them. It must have been like seeing ones reflection in the water when the Valley People and the Clansmen first met. Two tribes so much alike, the differences all the more pronounced for it. Like brother they had been and like brothers they had warred over nothing. But maybe it had to be so. Neither side would have respected the other, had they thought them weak. And in the end, the strengths of their people had been joined, even if the pieces did not quite fit at first. So long had it taken for this grand task, but now it was so close at hand. Maybe he would even still be there to witness the day.

It had been on this very rock that he had preached to them the first time. When he came into the mountains for the first time, they ridiculed him for his small frame, calling him a wimp. They laughed at his dyed skin and shaven had, thinking he looked silly. They said his cloak would make him bait for the wolves in winter, if the sun didn't strike him down in summer. Yet all these insults he had let pass serenely, offering just a simple response. He was a Bone-Tender, so it was only proper that he garbed himself like that. And that they had named him Speaker, for his words could strike deeper then any spear, yet would leave any who heard them greater for it. Back then, it was an idle boast, made to match the bravado of the hunters who were his harshest opponents.

Now though? Now he truly believed them. For as he gazed downwards to the foot of the outcropping he rested upon, he saw so many faces staring back. Bone-Tender they all were and most of them hailing from the valley. Yet many more who didn't. It was the fifth time since he had sat out to the mountains again that they came together here. A gathering of all the Bone-Tenders who had volunteered to spread the wisdom of the ancestors to the clans-folk, right were his first journey of preaching had begun. Already they had swelled in number, clans-men taking up the white and black as they felt their spirits touched by the ancestors gifts. Not a single clan was left that did not have a Bone-Tender travelling with them, accompanying them through summer and winter equally. Yes. They truly had struck deep and truly, the clans were greater for their presence.

Confidently did the old man walk down the plaza. Some might have uncharitably called his gait strutting, though the Three were not inclined to give themselves to petty name-calling like that. Though they could not deny that he was awfully confident. Just a few days ago he had come to the valley with a small escort of hunters, not sneaking in like a thief or mongrel, but out in the open, walking along the river banks. He came from Brushcrest, yet made no attempt to hide that fact, though he was well aware that this name alone would bring him little love in the valley. But for all that might be said about him, he was a clever man. Instead of marching towards the valley, he had camped for nearly a moon on the Gentler River, hailing any fisher that was travelling that far south. No one could truly claim that he had violated the ill defined border and it was him alone and a few Bone-Tenders that had made the final leg of the journey.

Now he stood before the altar of the White Halls, the Council of Three in it's customary spot behind it, the great flame flickering behind them. And again he uttered the words that were not quite a lie, but neither the truth. "Hail and well met. I am Broken-Shell of Brushcrest, a humble pilgrim to the White Halls." If he felt anything while speaking these words, the council could not tell. There was only that thin smile again which no one could yet decipher the meaning of.

But procedure had to be followed, even if this hardly was a formal audience. It would not be proper. "Hail and well met, Broken-Shell of Brushcrest. You stand before the Council of Three. We speak for the living and the dead, for the valley and the beyond. What brings you before us?"

Yet again, there was little to no reaction to their words. Many thought that the travelling low-lander would not know his place or offer insult once standing before the Three, but he instead bowed deeply and kept to his slow and even words. "To see this place with my own eyes. To see the monument you've built for your own. And I can say that it is truly the marvel I had heard about."

"And where would you have heard such tales? Our people have warred since the days of Bear and Wolf." It was a question that had niggled at their minds for quite a while. How did this low-lander even know about these things? How could he expect to be led to them by invoking a custom he should never have heard about?

For the first time, his mien faltered and he bore a look of sorrow as he spoke. "I take it then that he truly did not arrive? It was a few years past, after the battle at the lake, when a fisher drifted to our shores. He had fallen ill, yet kept to his work and his strength failed him as he tried to go back to your village. We found him in his boat and brought him to our village. I spoke quite often with him as we brought him back to health, though he was so insistent to return here as soon as he could. I asked him to carry a message to you, the esteemed council, though as no reply came, I began to think he might not have made the journey and decided to come on my own."

"To visit the White Halls." A faint trace of incredulity was clearly audible as the councilor spoke. She was not the only one of the three who grew tired of this game. As no further comment came from Broken-Shell, who was back to looking vaguely pleased or curious, it was hard to tell, another councilor decided to cut trough to the core of the matter. "And what message would that have been?"

He seemed a bit uncomfortable right then and there and as he told them his message, it was clear to see why his confidence had slipped. "It might sound odd to your ears, but it was a request to meet and see if there is a way to see an alliance between our people." Stunned silence greeted this proclamation, the council well and truly at a loss for words, so he almost babbled on. "We never wanted this quarrel with the people of the valley. Our village was raided and extorted quite often since it came into existence and we quickly learned that carrying a grudge about these matters achieved little but to spill more blood. And even though the chieftain would contemplate to have me flayed would I say this where anyone from Brushcrest could hear, your raids were benign. There was panic when Wavehome was just gone, but there was not a single sign of slaughter. The fisher had confirmed it, you had taken our people, but no harm was done to them."

"And this is not the normal way for raids to be conducted in the low-lands?" The implication was quite clear, yet the thought alien. Why should one cut down people for no reason? To instill terror in an enemy had it's place, but to shed blood for no other reason then to do so was nothing but senseless murder. It was a deed worthy of a rabid beast, not of man.

Though just a somber nod came in replay, confirming what seemed so insane. "For most yes, but not for all. The people of Makar hold life in little regard. They take the young to break them and put them to work, but they care not for the grown or elderly and kill them without distinction. Had it been their doing, we would have found Wavehome filled with bodies."

Before he could speak on, another councilor interrupted him, having grown tired of the tale. "And should these people come to our lands, they will be brought low by spear and bow. Though I wonder what this tale has to do with your offer. Why should we even listen? The might of Greenvalley has prevailed as we brought down the insult you had built on the lake."

"Yes. Yes, you did." The playful smile was gone from Broken-Shells face, the cadence of his words belaying how carefully each one was picked. "I had argued against this course of action, but others prevailed. They thought that your people would only understand a showing of strength and nearly had there been a raid staged on your valley. Calmer heads prevailed though and a bulwark was supposed to be build, so that you may know that Brushcrest is not weak either. I had told them that you would deem it a insult, but they wouldn't listen. Far too many had to die for their folly."

His gaze turned melancholic yet again and for a moment, it lingered on the great flame behind the council. He had made no allusion to his own beliefs, but it stood to reason that he had learned enough about the Faith of Bones that he understood what the fire meant. Then the slight lapse was over, his eyes back firmly on the council. "It is the way of your people to fight, just as it is the way of mine to haggle and barter. Yet I think we do not need to war with each other, for the world is great and there are worthier opponents for you then a humble village that has grown from trade."

A scoff interrupted him, the councilor interrupting him yet again. "So you seek to weaken us by making us fight your enemies for you?"

"Nothing of the sort, I swear thus. In blood if you wish it, for I was given to understand you value such oaths greatly." He was serious about it, for he stretched out a hand to the hunters standing guard over the proceedings as if to request a knife, though he was waved off. "What you took by force from us in the past, we are willing to offer freely in return for aid. The people of Makar are stirring, their boats once again prowling the rivers to make prey out of every man, woman and child they find. All we ask for is that you bring your might to bear on them and we will gladly offer the bounty of the sea in return for your aid. Other have already joined our cause already, likewise victims of their depravities and with the great warriors of Greenvalley on our side, we can do more then just weather the attacks. We can march upon their villages and end this threat. Once and for all."

He sighed deeply, seeming to age years right before their eyes. "They called me mad for proposing to ask this of you, yet I had to try. If you refuse the offer, all I ask for is safe passage to my home, so that they may know that I failed from my own mouth. But I plead with you. Please consider my offer, made in the name of our chieftain. If our people keep fighting, they will come to pick apart the carrion left behind. And there is no telling what madness they may enact once our village is no more."

What did the Council of Three answer Broken-Shell?

AN: A wild Diplomacy appears. In related news, the Antler Clans and White Clans have bitten and are sending your two Veteran Hunters for a total of 0.5 Tools (Obsidian), though that information didn't really fit anywhere in the narrative. They care not one bit about who they are going to attack with you, as long as there will be payment and looting.

Meh, I'd rather the current order break down. Makar can have the villages to the west, but the jewel of the low-lands, Brushcrest, must be ours and ours alone.

More like be bamboozled into fighting some enemy for no real gain at a foe's behest. Seriously, one old dude walks up to the village and now you're willing to go fight his war for him?

[X] Refuse the deal. Raid Brushcrest as planned. Whoever these People of Makar are, they are no danger to Greenvalley.

Meh, I'd rather the current order break down. Makar can have the villages to the west, but the jewel of the low-lands, Brushcrest, must be ours and ours alone.
We still have our preacher, this is a golden opportunity to diplo annex the bounty instead of in Fire and Blood.
[X] Accept the deal. Instead of raiding Brushcrest, the Valley People will march with them against the People of Makar.
-[X] A Portion of the loot as well as allowing Speaker to talk in Brushcrest.

I kind of want to spread the good word of the Faith of Bones. Ask them to convert to our religion? Maybe a mandate to extend that way too?
