One of the many written treaties done by a random Imperial that Harro has in her collection: A look at converted naval vessels and the Rebellions use of them.
The concept of improved starships is as old as warfare. The use of IFVs have existed in landwar since early days, and naval battles on the seas of worlds saw merchant ships armed with cannons. Thus it was no different for starships when the galaxy's races took to the stars. Every war has seen merchant vessels turned into warships, or be disguised as ones. Those who remember the Clone Wars are well aware of this. As the Storm Fleet and Lucrehulk Battleships of the Separatists were once freighters or disguised as them. The rebellion, the spiritual successor of the Confederacy has not changed in this regard.
While some would point to their heaviest ships, the Mon Calamari Cruisers due to those warships being former passenger liners and infamous as the backbone of the rebel fleet. But many forget this is due to numerous losses of the rebellions older ships. And its highly likely the rebels have since retired any surviving Duros Battleships or other ancient PDF warships for the Mon Calamari ships. Yet, many smaller vessels in the rebel fleet are similar to the Mon Cala Cruisers in their origins. Some were freighters, passenger liners, mining vessels, transport vessels, etc. Many were taken due to a lack of shipyards and military designs and made into fighting vessels alongside relics of the past, and stolen imperial warships like the Nebulon-B Frigates.
Once this ragtag fleet was mocked, but Endor happened and said ragtag fleet proved capable of defeating an Imperial battlegroup even if it was the rebels starfighters that carried the day. Since then the Empire has fragmented and broken, and major shipyards are hard to come by. Those that are in Imperial hands have seen a shift to maintaining and replacing the capital ships of the Imperial Navy. But the losses suffered have been to smaller vessels as well. Thus the Imperial Navy, or what the many variant factions of what remains of it, has done is taken a page out of their rivals playbooks.
Now going into battle alongisde Tartan Patrol Cruisers, Nebulon-B Frigates and Gonzanti Cruisers are an increasing number of improved warships. Mining vessels, pleasure ships, etc. You name it, it now sees service in some capacity in the Imperial Navy. Not all as front-line ships but to help cover logistics or roles vessels like the Gonzanti can no longer do. To the author, it is ironic to those who can see it. The Rebellion, now calling itself the New Republic, deploys new MC-90 and MC-100 Warships from Dac's dockyards. True warships built for war unlike their predecessors and while not as reported as these behemoths, the NR have also deployed new smaller frigates and cruisers built for war as well. Thus the irony being the Rebellion/New Republic sends warships to the front while the Imperial Navy is slowly becoming similar to its old foe in strapping guns to any vessel that can fly in order to combat its foe. If told to any of the navy, they would have laughed at you. Now, it shows a simple truth to the galaxy. The Empire, in all its various forms, is a bloody and wounded beast and is fighting for its very survival.
