With the recent breakdown of Imperial Authority, I approach with a offer of protection. After witnessing what happened to Kamino the nature of the Imperial Navy is clear to see. The new warlords will likely be worse, unrestrained from orders from Coruscant. I do not desire to interfere with your government, for I personally do not care what system is in place.

In exchange for the protection we request your aid by access to your manufacturing capacity, in particular your starship industry. You will of course be compensated for your cooperation in the form of electronics and rare ores from Mustafar.

With the recent breakdown of Imperial Authority, I approach with a offer of trade. My calculations have noted that your world is in need of raw materials and hyperspace trades routes are likely to become unreliable in the future due to Rebel activity. Mustafar's mineral wealth is substantial and in exchange for regular shipments, I require your planet's aid in filling the ranks of the Droid Army. I have heard your race is experts at making Droid parts.

Do we have an approximate guess of how far our effective authority now reaches, with the spectre of warlordism haunting the galaxy--do we, for instance, remain in control of the Core/Colonies region? Is Kuat loyal? Likewise, what percentage of fleets and admirals remain loyal to us, how many have defected to Pestage, and how many have gone rogue?

The Battle of Clak'dor VII

A Bith

---
While the Empire splintered, the Rebel Alliance would make it's first forays since the Battle of Endor several months prior. Emboldened by their success at Naboo, Admiral Ackbar would move out from his position at Endor and begin seeking out targets in the general vicinity of the now legendary planet, targets which would include Clak'dor VII. Home to the Bith, a race perhaps best known for producing some of the finest jizz players in the Galaxy, Clak'dor VII was not a particularly important world in the grand scheme of things but it was one the Rebels had been involved with before. Heavily persecuted by the Empire, the Bith were far from the most loved race under the Empire's boot and thus the arrival of the Endor Battlegroup over the planet would be a source of relief for many of the planet's inhabitants as would the subsequent victory over the Empire scored by the Rebels. Though the Bith have refrained from joining the Rebel Alliance, as they are no fighters and prefer isolation to involvement in galactic affairs, they have laden the Endor Battlegroup with whatever supplies they could spare and aided them in fixing up a captured Victory II Class Star Destroyer and several other smaller ships captured during the battle.

Summary

Clak'dor VII liberated.

Ackbar acquires as ISD and several smaller ships.

Rebel Operations

Mount Tantiss

---
Smaller actions would be conducted by the Rebel Alliance throughout the Galaxy while larger battles raged which, though smaller in scale, would prove invaluable to the Rebels. Taking advantage of the chaos raging throughout the Empire, recruitment efforts would be redoubled and a steady stream of recruits to the Rebellion secured as a result while the Rebels attempted to counter Imperial propaganda with propaganda of their own. Images of the destruction of the Death Star II now pop up wherever the Empire is to slow to shut it down and some have begun openly questioning the invincibility of the Empire as a result. Rogue Squadron would also find itself engaged in missions of it's own with the infamous fighter squadron tasked with finding anything of potential use to the Rebels, from old weapon caches to mothballed fleets to vast piles of money if at all possible. In this task, they would largely fare the same as their comrades under Admiral Chart with a few old weapon caches being found and a handful of old Venators being marked for retrieval but it would be on Wayland that the most interesting events would occur.

Tipped off by the Zann Consortium, which had gotten it's hands on a treasure trove of data several years prior, Rogue Squadron would make it's way to the planet where it would find a planet abandoned by the Empire yet still in the thrall of a madman with hokey powers and a laser sword to boot. Quietly making contact with the locals, who were terrified of the so called Guardian, Wedge Antilles and the rest of Rogue Squadron would stage an uprising against the so called Guardian and drive him back into his lair where they would discover an Imperial stockpile of untold proportions. Spaarti cloning cylinders, vast databanks, and a number of unsettling artifacts would be discovered inside, items that might have proven useful to the Rebels were it not for the fact that in the process of fighting the Guardian, whom they recognised to be some sort of deranged Jedi, the whole facility was destroyed. Although Rogue Squadron would make it's escape, the Mount Tantiss stockpile would be destroyed and along with it, the Guardian.

Although the planet no longer possess such a treasure trove, the inhabitants have proven willing fighters for the Rebel Alliance for it's role in defeating the Guardian and Rogue Squadron now has yet another "we saved the day from some sort of unspeakable evil" notch on it's proverbial belt.

Summary

Mount Tantiss destroyed by Rogue Squadron and the people of Wayland have thrown in with the Rebels.

Some old caches and a couple of Venators discovered by the Rebels.

Propaganda war ensuing.

Mandalorian Government Revision.

It wasn't long before the first opinions of the proposed Mandalorian Union Government, Mandalorians still didn't go for Democratic Governments it seems. Seeing this, Boba Fett looked deep into the historical records of Mandalore to find something that would work. At the end, the Council of Clans was canonized as the official government, with Mandalore at it's head as is tradition. Many traditional staples were returned to their place as Mandalore Fett brought back old practices in an effort to rebuild his people:

ACTION: Mandalorian Government reformed into a Traditional Mandalorian system based on Mandalore's past.

Madine took a sip from his mug of espcaf as he reviewed his reports, filtering into the tiny and honestly quite cramped office now overflowing with datastreams from cells across the galaxy. Trust Ackbar to pawn this off on him. He was a soldier damn it. He'd hated the sort of people who did this job, shut into their offices, safe aboard one of the most powerful vessels in the fleet making demands from those with boots on the ground. Now it turned out the ability to understand what made someone bad at the job made him good at it. He couldn't even get an assistant to help with this, what with manpower concerns, never mind the confidential nature of most of the reports.

So now he got to spend his Life-Day putting the finishing touches to the report on Operation Domino and figuring out his own thoughts on the happenings on Coruscant, never mind Garm wandering about the mid rim like a rancor in a antiquities shop. A few more minutes and he'd be able to get some sleep at least, the best gift he could receive.

"Message from Rogue Squadron, Report on Wayland Liberation Campaign incoming" his computer chimed in with a cheerful and helpful tone.

....Or not as it seemed. He picked up his now empty mug and made for the door. He would need a refill.

The recent conflict on Coruscant and within the Imperial remnant in general could provide great opportunity for Trandosha, but post also spoke of great dangers, with Imperial officials taking on the role of Warlords, they would be looking to expand their power wherever they could and luck would be as necessary as skill for Trandosha to remain independent. Steps could be taken to increase their chances however...

Greetings Navik, we have heard that you like ourselves are seeking to take a more secure stance in these troubled times, with the Empire's stability ever more in question, those who would seek independence for themselves must look to one another or risk being overwhelmed by the newly rising Imperial Warlords. Our people have always had much in common as hunters and warriors, and we would still to strengthen the ties between our worlds. We have recently restarted the Bounty Hunter's Guild and we would be honored if your people would seek membership of the Guild, and if you would be willing to contribute to the Guild on exchange for some involvement in the Guild and it's rules, as well as a share of its profits. Your people also are renowned as soldiers and military manufacturers, and we would be interested in purchasing your weapons and armor, and perhaps working together on mercenary or military concers if you are willing.

Actions:
-Order 10 Ubrikkian Frigates from Ubrikkia
-Order military equipment and vehicle production on Ubrikkia
-Search for those willing to sell ships or exchange ships for mercenary work, all offers will be considered

Per directives from Imperial Center, Construction on the Eclipse is to be halted and the components used to build the following to repair all Imperial losses, and prioritize Death Squadron reinforcements

60 Imperial II Class Star Destroyers (with Jaeffis' recommendations)
120 Lancer Frigates

and shift priority to making TIE Interceptors and NOT TIE Fighters.

Secret: @comped

Additionally, we'd like the Drive Yards to explore the construction of a Defender variant with altered-spec avionics and no hyperdrive--it should be cheaper than the original specs and thus easier to mass-produce

We can do all of that, given we are concerned with the recent Imperial authority issues about your ability to pay... So please pay upfront.

With the need for ships increasing Admiral Chart gives the order for the expansion of the Mon Calamari shipyards and the building of another shipyard. He also places a order for twenty Mon Calamari Cruisers to be built at the soonest possible moment.

Admiral Chart of also allows the Hammerhead Class to be brought back into production although with more modern upgrades. He orders thirty of them.

Standing on a balcony of the Royal Palace in Theed, Garm Bel Iblis couldn't help but smile as the sounds of celebration rang in his ears, people cheering and partying as fireworks went off. it was punctuated with the occasional staccato of blaster fire as the last bits of Imperial resistance were rooted out, but hat was a small enough problem that it no longer deterred the celebratory atmosphere.

It had all gone better than planned. Initially he had merely been hoping that a strike on the Imperial Garrison of Naboo would embolden the people and do enough damage that they could launch their own uprising, but events on the ground quickly made it so that he himself would spearhead the removal of the Empire from Naboo, and the liberation of the planet. It had been a fortuitous change of the plan that he had not rejected.

And they had been grateful for it. The new medal he now wore attested to that, as well as the honorary title that Queen Kylanthi had awarded him. He didn't think it was necessary, but he had given in after they insisted so as to not offend them.

His gaze rose skywards as N-1 Starfighters streaked past, on coordinated flight with Headhunters his other fighters. They were engaged in security patrols, both him and the Queen nervous about the potential return of the Empire. Even with the rise of the warlords, what had happened to Kamino showed that if they truly saw a threat, they would not hesitate to strike. Neither of them wanted the same thing to happen to Naboo.

It also served to train the new recruits that his Movement had picked up after the liberation of Naboo, and got his own people used to the new equipment that Naboo had graciously given them. It wasn't much, but he was used to working on not much. He didn't hold it against them, and was merely grateful that he was getting anything at all.

Integrating the new recruits was fairly important though, to make sure they knew how to fight, and that they fit into his organization. They'd take long enough to manage the basics and then they'd be on the move again. There was a fight raging out there in the galaxy, and while it went on he wouldn't just sit back and let it pass him by. Even if the Rebellion was doomed at the hands of Mon Mothma to repeat history, it didn't mean that he had to passively wait for it to happen. So, he'd fight.

"Congratulations Prince Bel Iblis," Irenez said as she came up behind him with a light smile on her lips. "The training is going along well, and we should be ready to move out within a few days.

Garm couldn't help but chuckle, slowly down to allow her to move along beside him. "Please, just call me General if you have to. At this rate I'm going to have too many titles to keep track of." Senator, General, Prince, Patriot, he was really going to have quite the list to add to his official title in communiques.

"Alright then," Irenez ceded, though whether she had actually dropped the issue or would keep it as a point of future jokes remained to be seen. "The Alliance sent their congratulations as well for our successful mission."

The halls were surprisingly empty, most of the people out busy enjoying themselves, but it made for an atmosphere where the two could talk over the issues that mattered most. Garm was grateful for that. "Of course they did. We are both fighting the Empire right now, so they have no reason to indicate open hostility between us. Still, we won't be here for long."

Irenez was as aware of the tactical situation as he was, and knew fully well that he didn't want to get stuck down in a single position if he could help it. Not when a pitched battle with the Imperials could wipe out all the progress that they had worked for so hard. "What do you have in mind?"

To that Garm could only flash a grin as a couple particularly loud fireworks thudded off nearby, casting their light through the open windows. "I was thinking something a bit more difficult than Naboo next time. We made the galaxy pay attention, but the planet would have fallen sooner or later. With all the trouble on Coruscant, I want to deliver a real shock." Then they'd see where they could go from there.

"Sounds good General," Irenez replied with a curt nod. "Will you be joining the party?"

"In a bit," Garm reassured her. "I think the Queen is expecting me, so I can't go insulting my distinguished host. But you can go on ahead. I want to enjoy the peace while it lasts." Soon enough they would be back in the thick of it.

With that Irenez moved on ahead, leaving Garm Bel Iblis alone for the moment as he enjoyed the view of outside from his current vantagepoint. That was the sound of freedom, and hopefully Naboo would not be the only planet to experience it.

I send my deepest regards for the liberation of Naboo. As do some of my men who hail from Naboo. I also wish to let you know that if at anytime you need friendly shipyards for repair the Mon Calamari shipyards are here to assist.

Naboo

Jubilant crowds in the newly liberated Theed
Victory brought celebrations planet-wide, an end to one long fight, and the start of another- planetary authorities would launch into the pressing job of repairing war damage even as the populace celebrated. The liberation of Naboo came in two stages, first a long campaign fought alone that bore little prospects of a real victory, and a shorter, bloody and intense phase after the arrival of Garm's rebels, with much more dramatic successes. For the Royal House of Naboo, this presented opportunity and anxiety, they now had the freedom to act, but that could easily make them a target for the Empire, and this freedom came at a debt to a powerful figure with his own agenda.

System Defense

Commander Ric Olie, after hearing how many combat pilots his command had access to (very few)
System defense centers on the indigenous starfighter industry of Naboo, and falls down on the lack of trained pilots for it. There are a few sources for these crucial men and women- small numbers of private pilots with outdated experience, a trickle of Naboo rebel pilots who returned following the liberation, and a handful of pilots from the old Naboo Royal Spacefighter Corps who survived Imperial crackdowns, purges and fighting. One of the latter category, the veteran Ric Olie, has been placed at the head of the new Free Naboo Fighter Corps, the strongest and most important military force available to the planet.

His job is immense; to build a space navy and simultaneously fend off any aggressors with the skeleton of one he possesses. The limitation is qualified pilots and he must rotate them between the two goals, his command holds less than a dozen operational squadrons but aircraft to outfit significantly more, and at his back is production capacity to keep supplying aerospaceframes.

Anti-ship emplacement design

Making the FNFC useful is a long-term project, in the meanwhile a quicker cheaper stopgap defense is created, utilising the arms industry that provides lasers to the system's starfighter production. Simple fixed turrets with heavy lasers, and lighter vehicle borne versions, are put in place to defend key locations on the planet. Space battle stations are expensive and require skills that are not present to create, but a spaceborne supplement to these defensive works is still possible; in the mess of satellites that surrounds Naboo, a few are chosen to hold disguised lasers and large batteries. Single-shot weapons, to lie undetected until a large threat is nearby, then to fire once with an overloaded charge and hopefully give the defenders a chance.

Meanwhile the FNFC would take the bulk of the resources, and will hopefully provide a long-term solution.
A standard pilot curriculum was drafted, set into ranks from 0 ('0 experience') to 5 ('ready to fight'). A fighter training programme was formed urgently, and less than a month post-liberation was working at high gear. A large number of trainees were accepted, preference given to those with prior piloting or mechanical experience or other relevant skills- civilian shipping quickly took a hit with many capable pilots leaving to join. Training expertise within the programme is being stretched as far as possible. Class sizes are large, and cadets in higher ranks are used to instruct those below; someone teaching hyperspace plotting to rank 2 might well be a cadet in a rank 3 atmospheric dogfighting class. Progression is cut-throat and individually based rather than class based, instructors have a high willingness to throw cadets forward if they show promise. Cadets in the high ranks are attached to patrols with qualified pilots quickly, gaining valuable experience but also padding the numbers of the defending forces.
With an excess of fighter craft and cadets, and a dearth of pilots, it is clear to see how this 'sink or swim' training regime came about. Cadets are put into fighters early and often, with a small amount of theory or simulation training relative to flight time. Simulations, flights in trainer aircraft, with heavy autopilots or an overriding co-pilot, these are safe ways to gain experience. Real flying is the fastest way to make real pilots. By skimping on the first set of methods for the second, the FNFC training programme churns adequate fighters out quickly at the cost of high losses to training accidents.

At the same time efforts are present to fix this; as the available expertise multiplies, more can be fed back into the system. Smaller class sizes, more rigorous inspection before ranking cadets up, less gambles made with throwing cadets into the deep end.
Alongside this, the strong starfighter industry is drawn upon to expand the support apparatus for the FNFC; here the expertise is found to train and form ground crews, to provide technicians and communications officers and so on.

A few months is both a short and a long time to train a space navy, growth accelerates growth but the force is still a long way from being adequate for defense of the system.

Internal Security & Readiness

The populace and economy of Naboo needs to prepare for a drawn out and intense conflict; the government needs to prepare them for it.

Still from a propaganda holo about the start of the Naboo resistance

Propaganda is created and distributed to promote unity, and keep the rebellion popular. Holo-films dramatise and lionise rebel actions and fighters across the galaxy, titles like 'The Madness at Mount Tantiss' making the Rogue Squadron a household name in Naboo, drumming up support. Careful to foster Gungan-Human unity, propaganda depicting Naboo would be careful to stress unity in the face of the Empire, show both species in a good light, and hark back to the alliance between them that drove out the droid army years ago.

Behind the scenes, a very small number of heavily suspected Imperial loyalists and potential traitors are put under house arrest or disappeared. A much larger number are noted down, and tabs will be kept on them, with the security services looking for the opportunity to compromise loyalist organisations as they develop, or swoop in when they are become dangerous.

The state is assuming a greater control over the economy, inevitably causing chaffing with business interests, to support current and further military buildups. Industrial resources are audited to identify good opportunities to convert civilian industry to military- for example consumer electronics to fighter components, or landspeeder engine manufacture to making thrusters for military vehicles. Recycling schemes are developed to improve supply of materials sourced from off-world or otherwise will be harder to get as a rebelling planet. Rationing for strategic resources is implemented, previously uneconomical on-world resource deposits are being sized-up for exploitation as is the planet's agricultural potential. Though, trade is still on-going even as the planet shifts its economy away from the comfortable civilian realms, with small spacecraft and plasma goods bringing in great wealth as always.

Summary of Actions

  • Starts crash-building a spacefighter force
  • Tightens internal control and unity via propaganda, arrest of high risk Imperial loyalists and monitoring of the rest
  • Begins transitioning to a war economy
  • Creates stopgap anti-space defenses

Diplomacy

To Garm Bel Iblis @Azecreth

You have the gratitude of the Royal House of Naboo and the planet's people for all time. We are determined to preserve our new freedom, but will not forget how it occurred; you can consider Naboo to be a safe port of call for your fleets and your people, and if the opportunity arises to help your forces versus and Imperial threat, we will take it. To put it less formally, we owe you one.

We understand your opposition to and conflicts with the Rebel Alliance. The Naboo rebellion fights for its own freedom and for the freedom of everyone else we can reach, if the Rebel Alliance fails to serve that cause then we will leave it. We are committed to the Rebel Alliance as a united rebel front, yet we will strive to work with you, to the detriment of the Imperials.

Aside from this, we have an offer. You are aware of our resources- spacefighter production and plasma, as well as more generic industry and wealth. We desire to trade for experienced pilots to use to train our forces.

Thank you for that. If we need the help we'll let you know.

Of course we never had the intent of forcing you to join our movement here, and if you want to throw in with the Rebel Alliance you can feel free to do so. We're just glad to have helped you gain your freedom from the Imperials, and you can do what you want with that freedom. We can't promise too much cooperation between us and the Alliance though. There's some bad blood involved.

I understand that no amount of apologies would suffice for the loss of your world. Let it be known, however, that I disagree with the actions of the late Grand Moff Tarkin, and I regret that I was not in a position to do anything about it.

I hereby offer a belated compensation, meager as it is, to give you a new world. Here in the Unknown Regions, we, the Empire of the Hand, have discovered many new worlds, some of which are fit for colonization. We offer one such world for you and your people, as well as the necessary support to establish yourselves.

What I ask for in return, is diplomatic and eventual trade relations, for the mutual benefit of our peoples.

I am flattered but I remain at the beck and call of the Imperial Navy and the new Empress. If you seek able officers, however, I can recommend several fine men who would be willing to transfer to your control.

I have reports through select channels that you have secured the safety of the young heir.

As the one who first supported her claim, I would pledge my services to her to ensure that she ascends to her rightful place.

Of course, as you are her current caretaker, I am willing to extend my cooperation to you.
Your co-operation is a matter of oath and law Admiral Oxtroe, as is your pledge to serve her and the duly appointed Regency Council which will govern until Empress Ederlathh's majority.

While I appreciate the gesture and will pass along the sentiment (if not the letter of your remarks) do not forget these simple truths.

In my experience, mutually beneficial relationships tend to give better results than outright conquest. Alliances can achieve more than what one can do alone. To that end, I would like to open diplomatic and trade relations.

We share your views on mutually beneficial relationships. In these times of confusion, we see the need to build bridges and form strong relationships, however we do not seek to take any strong stance in favor of any one faction of the Empire over another, as we do not wish to offend or antagonize any groups who might be sensitive to potential insults or challenge to their authority at this time. However, a diplomatic relationship is most welcome, and we would be glad to open trade with any who would ask. We have much to offer, and I'm sure the same can be said of a man in your position. If you wish to discuss specifics, we would be more than happy to speak further.

To The Rebel Alliance
@Ceslas @Dovahsith @ImperialRocketeer @CommanderBlade

We are joining you in the fight against the Empire. We have resources and industry, at the moment little ability to carry the rebellion to other worlds, but if there is a way for us to help the cause, we will take it.
From Admiral Chart
There is a way I propose you allow us to send our rookie pilots to attend your school.

Secret

Moff Tascl, in the name of the Empress you are given one final chance to rethink this treason and deliver the traitor Sate Pestage to me. Your position on Cilpar is by no means utterly undone, and cooperation will be balanced against your other charges in this matter.

Please give my regards to Admiral Rogriss and inform him that I will have him hunted down and shot if I do not find him first.

Thank you
