I think we should focus on making domestic arms industry and modernizing the equipment as fast as possible, and intelligence agency would too expensive for the foreseeable benefit compared to arms industry build up. Can you change it into sponsoring broken up estate holders into making arms industry via tax or material incentives, it could synergize well with arbitration council on point 3.
An intelligence agency is mostly going to be paying guys to read newspapers, at least to start. It shouldn't be that expensive.
I've considered points made mainly some things in the other plan. Is a point that likely starting out an intelligence agency probably wont be that expensive but I'll switch it out.

--[] Establish a centralized education system with current priority given to improving literacy rates by providing courses to teach how to read and write for free with the educators provided a appropriate wage. Perhaps a system set up to even incentivize taking the courses. Core courses will overall be handled by the central system while more extracurricular classes or clubs could be left to be handled locally, so as to help express more local cultures, religons, or what not even if they might just be a minority in an area. Effort should be made to keep the core courses to be fair despite what class or group one originates from. Meaning protection of rights and perhapse even teaching on the various minority groups. This system could also act as a means of helpign to care for children while teaching other skills, perhapse even more military relevent ones or survival through more extracurricular activities and clubs? Ensure holidays are built in to acount for factors such as helping in harvests.

Anyone despite who they are such as what class their in or whatever they fallow or anything else should be able to have the freedom of choice. A department shall also be formed in order to review local laws and to receive petitions that will be carefully gone over in order to identify if they discriminate or cause some means of concern. Followed by then acting and/or helping to resolve identified issues. It may help to include the capability to help resolve disputes between parties and assist those less fortunate but unable to provide.

A commission or arbitration council of sorts established to go over various factors of these estates to see what would be appropriate to compensate for and if the land is actually being used appropriately and treated right.
--[] Drawing from the veterans and unemployed work shall be performed to establish standardized training, discipline and drilling of the army and alongside a more civilian organization for those who may not wish to be part of the military yet might still end up working alongside. Such tasks could include assisting in disaster relief, repairs, infrastructure and various other tasks such as a core of engineers or even assisting to help protect the general population and help improve their lives. Could also be utilized to further build up a military-industrial complex.

Utalizing the land from point 3 as well as the manpower and other factors from point 4 in order to further build the nation up so as to provide and defend itself. Could even help with modernization through the various areas such as the means of production itself where possible. A sense of friendly competition could likely help both to help speed things along as well as the hope that a desire and the competivness will further drive innovation and a high quality standard.
