Are we even in a position to do that? Considering the state of our military and economy, we really just can't afford any sort of intervention (yet). Besides, I'd rather not risk any sort of Retaliation just yet. We need to get our industry and military on par with the West so we can kick them out at a later date.
What retaliation? The Dutch already treat us as pirates so why not do some smuggling and raiding? At the very least we could supply some of our experienced and zealous soldiers and officers from the Chinese war. At the very very least we can send an attache who may be able to learn about what works and what doesn't when fighting westerners.

I actually don't hate the idea of supplying some "advisors" to the rebellion but I don't think it's a priority for the Rikken-to. There might be more developments to come but I'm mostly looking at a split between civil rights, educational access, and continued economic development. Land reform is near and dear to my heart, but it would be politically hard as hell if we had the security forces and/or money to pull it off, and I don't think we have either yet.

Right now we're a slight annoyance.What happens when they upgrade that status and try to carve out a few little enclaves in Japan, along with some of the other Western Powers? Perhaps Britain and France? Who knows really. Besides, the chance of this rebellion actually succeeding in any capacity is… slim. Besides, justifying sending anything to a random petty king in Indonesia isn't likely with any of our voter bases, besides some Radicals.

The Soldier's part are isolationists.
The only way we can maintain isolation is by maintaining a credible military threat. The way to do that is to get experience fighting westerners so we know how to defend against them.

If the soldiers complain to their officers about being sent to die in a foreign jungle we can just tell them to say "Heiki Hecchara" to make themselves feel better!

Do find it for me notable the mention of education considering did have something education related with the Minshu-to, mainly free classes to teach how to read and write really. Might try again with making a plan, will likely try with the education along with the rights again at least. Not sure about rest though but maybe land reform as well since it's mentioned.
 
Worth noting that the faction names aren't 1:1 with their associated nouns - the "Soldiers" are not all of the army and also reflect a lot of the more radicalized/revolutionary lower classes broadly. I think the more interventionist (and less scarred by the last war) military types are found among the Religious Warriors (who were most enthusiastic about building a professional army during the peace negotiations, and are now a core of the crown party).

My thinking here is there's one plank each dedicated to a more Specific Concern of the Constitution or Crown parties from last turn - one about civil rights, and one about military supply. Then there's three that address developmental matters of joint concern: education, ports, and addressing popular discontent through things we want to do anyway.

edited to add "veterans of war and revolution" as a preferred source for the People's Inspectors, because that was a good part of Etran's plan, I did want to hit veteran unemployment again, and they're a good source of motivated investigators of corrupt elites

Not quite ideal for me considering the paranoid of Great Powers but all well.

First point could probably use some improvement/refinement. Maybe some additions or changes?

Second point Could probably use more. Overall more for civil rights and working to allow people more freedom of choice. Perhaps help ensure they could follow what they may be truly passionate or desire to do?

Third point Probably needs more but unsure about what.

Fourth, am writing while a bit tired so I'm unsure about how it is. More of a thought of getting the veterans and unemployed and while having military training also acting to improve the nation such as through infrastructure to helping the people such as by rebuilding and maintaining things in the interest of infrastructure and logistics. Perhaps make use of to further build up military resources. So mix of national guard and core of engineers or something?

Fith, not quite sure about. More trying to go with how their mentioned as paranoid of the great powers. Truly was tired and might to helpful for either improvements or a possible ideal for a replacement for it. Main thing would really be addressing the whole Paranoid of the Great Powers part.

I think we should focus on making domestic arms industry and modernizing the equipment as fast as possible, and intelligence agency would too expensive for the foreseeable benefit compared to arms industry build up. Can you change it into sponsoring broken up estate holders into making arms industry via tax or material incentives, it could synergize well with arbitration council on point 3.
 
An intelligence agency is mostly going to be paying guys to read newspapers, at least to start. It shouldn't be that expensive.

Land belong to those that work it, and the revolution failing to address that is unacceptable. The peasants' party will fight until it's accomplished, with all goals secondary to the freedom of the farmers who feed the nation (though we wouldn't mind local infrastructure funding)!

I've considered points made mainly some things in the other plan. Is a point that likely starting out an intelligence agency probably wont be that expensive but I'll switch it out.

--[] Together with point 3 we could further sponsor broken estates in order to further build up industry with a focus to arms though some in other fields through the use of incentives whether material or tax. Utalizing the land from point 3 as well as the manpower and other factors from point 4 in order to further build the nation up so as to provide and defend itself. Could even help with modernization through the various areas such as the means of production itself where possible. A sense of friendly competition could likely help both to help speed things along as well as the hope that a desire and the competivness will further drive innovation and a high quality standard. I'm happy to work on more tweaks to a platform, but as far as I'm concerned the non-negotiable minimum for any Rikken-ose-to plan is one civil rights plank, and for any police plank to be clearly aimed at elites/corruption and not petty disorder.

Like, I have a personal preference to not mess around with tariffs yet, or crack down on the smugglers who are an important part of our economy, but that's definitely debatable. The civil rights and the addressing sore spots from the last term are how and why the party is addressing both of its constituencies, not just borrowing the Constitution name for Crown policies, and how it is a party for all people and not just Buddhist elites.
