The first provision I find unacceptable and independence is mandatory. The rest I can leave. Assuming we start at 0 that gives us +2 for wiggle room.
 
I made my plan +2 for wiggle room because nowhere does it say we actually start at 0 points. I'm gambling that we start in the negative.

And if we do start at 0, well it still gives somewhat better relations so it's not a waste.

@Place does a net 0 score for the plan guarantee success or is there some hidden modifier that would affect the final result? Like, if we vote for net 0 but we fail because there's a hidden -1 modifier at play.

The thing is, with our impressive appearance, i sincerely doubt we are. It probably counteracts their innate distaste. That was the whole point of our vote in the first part. We also have to consider that the diplomats sent by the East Indies are WAAAY out of their depth. They're off balance, and we should exploit it.

You start at 0. I wouldn't introduce numbers only to screw you over by hiding something. EDIT: meaning yes, a score of 0 will be a successful treaty as a baseline result.

The British aren't the only ones whose opinions matter; we must also consider the dignity and legitimacy of our new royal government in the eyes of our people. By paying a one-time fee for the misunderstanding and pledging our peaceful intent, as well as allowing the right of travel, we indicate our reasonableness and implicitly accept a degree of blame, but without debasing ourselves like tributaries. The Europeans will not freely cede us our dignity; we must establish it ourselves.

Relations with UK say "Hostile pending the Kochi Affair". Does this mean a successful treaty results in slightly warmer relations? Or still hostile?

Eh, fair enough, you make a good point. The free travel is hardly dangerous, as long as Japanese law still applies to them while they're in.
