I think the free travel is going to be a bitch because even if we hold to the king's stance of immunity only in the treaty ports, that won't be the expectation of the travelling British national. It'll be an endless source of diplomatic headaches.

I'd rather vote for paying but not letting them have free travel.

Don't love free travel, for the reasons above, but pledging eternal peace seems like the kinda thing that leads to further demands of British control. Free travel just means we have to make it very clear it only applies to freeports.

If we can't get the Brits under Japanese Law I'm thinking of including a plank on studying British Law and seeing if we can hit any annoyances with that. It might not work but it'll at least confuse the Brits enough that we can gain an edge

yeah I still favor royal demeanor because this isn't the end of negotiations and I want to make progress on the actual Treaty of Satsuma provisions. I'll eat decades of weird small diplomatic incidents if it unstrangles our economy from that shit even marginally.

Uh, Royal Demeanor has peace too.

My tradeoff is paying the punitive indemnity for treaty violation (and accepting a 0 rather than 1 points treaty so worse relations).

...so I am thinking about industrializing the farms. If not that at least looking into studies to increase the viability of mountainside towns/farms
