I guess I will reveal this now.

Demons are just gods who are not bound to a Crystal Sphere.

The Demon Market in the events list are just actually traders who move from sphere to sphere to conduct trade.

And Azmus will never permit such a system. He is keeping to his system of reincarnation. All souls are flushed and reincarnated upon death, no ifs ors and buts about it. They all go to the system to be reused and cannot be argued against it. That is his drawback.

Then, how new soul are appearing, if it is closed system? Or there is some maximum of things with souls, which can live at a time?

New souls are produced by the Crystal Sphere and the processed by Azmus.

Every Elder God has a drawback:
Azria has her demands that must be fullfilled regularly.
Azoth twists the actions given to him.
Azmus does not let anyone mess with the orderly procession of the afterlife.

If you don't like their drawback then assume their position.

Elder Blood would be Potency 4 Scope 2 actually given the number of elves are so small right now.

And nightmare fuel does not fall under Azmus. It would take Azoth with Dreams and Azria with Life.

People need to establish basic kingdoms and divide spheres of influence to begin with. The most efficient way to achieve this is by empowering individuals who possess the desire to conquer and give them advantages. This approach allows for faster progress and minimizes unnessesary bloodshed resulting from mistakes. Secondly, it might be necessary to have a talented tyrant to establish an empire or other strong institutions. This individual can enforce fundamental laws and cultivate a more cohesive culture through generations of people like them. Eventually, the people may overthrow this lineage of tyrants as they are no longer required and because these are good targets for rebellion. Historically common processes, but accelerated and optimized. Don't try to force order, morale or other things on people too openly. Just let things play out as they should, but minimizing time needed and number of corpses. Politics should be established by many factions of different people, becuase there is need and desire after all.​

Edit: Heroes do not create stable systems unfortunately. And demigods just sounds like taking chance of growth from people, giving them ones to blame for thier own mistakes. It would just make them more ignorant.

So 13 votes and 1 day left and the leading votes are tied at 4, so not even having the majority of the votes. With the vote in 3rd place having 3 votes. As we only have 1 day left and I want no regrets I'll give some spoilers on how things might develop.

Think of it as Azmus just going forward in time and telling you the repercussions of your plans.

The First Hero Revised
Azoth makes the sword into a woman who can turn into a sword, marries the wielder/king and births a race of sword women who are also attracted to heroes, just in time for new heroic souls to be born triggering a weird heroic age where Heroes are marked by having women who can transform into weapons at their side. As sword is at Potency 3, this lineage is short lived (perhaps 2-3 generations), but does leave its mark in that nobility will have golden hair and jewel like eyes.

Plan: Heritage
Will satisfy Azria. Will essentially lead to the creation of pseudo-sparks. Hyper competent megalomaniacs that are able to pull knowledge on how to build things with supernatural proficiency. These human conquerors will ravage and divide the First City but will also build a lot of wonders that can serve as the basis of much study and advancement in later ages. Though the Conquerers among the Elves will find their new magic and run with it, leading to a great many monsters and magical stuff much to the detriment of a lot of elves.
Will probably do a coin flip as to whether the Greatest Conquerer is Elf or Human to decide what occurs with that.

Plan Four Ideals, Four Tribes
Will have Humanity be split into 4 diffirent super massive tribes, with 3 choosing to move out and found their own civilizations. Their weapons will become holy relics for the populace and they will probably replace the Sun and Earth Worship going on to become their own ideals, or they will meld depending on future ages.

Plan Old Classic
Will devastate the entire continent with a monster that will only be defeated by the Judge making full use of the Forge's spellcraft. The Judge will more than likeley be the one rebuilding civilization and will also be aware of the divines (Potency 5) and the fact that they are the ones who unleashed the monster in the first place so expect an anti-divine stint. Due to reincarnation expect the anti-divine sentiment to become entrenched.

Plan: There Are Farmers Among Us
Will introduce a predatory species that will take to farming humanity in order to live, taking over their upper echealons and will probably install themselves as gods. Expect things to turn rather dark as they prove to be too knowledgeable to be displaced by Baseline humans. Some will choose to leave the City and explore the world, probably degenerating into all sorts of monstrous chimera that will spread across the world, the source of monsters.

Hmm, when I wrote 'people' I meant humans. Probably need to be more accurate with wording in the future.

Edit: And maybe it could be a good idea to give some elves dreams about power of their blood. Some elders perhaps could deal with it.

Well Elves are people to after all.

Also a heads up their were 3 magic systems in the previous era and the Elves will probably base a lot of what they do with the new magic:

Fate-Binding: Someone takes on a role/class and they work and live that class. The more they devote themselves the more they develop abilities and prowess fitting their role. Kings are supernatural administrators, soldiers become army killers, etc.
Created by Azria. It encouraged a caste based and fairly rigid society as changing roles were activley detrimental to one's development.

Martial Cultivation: By killing another mortal a portion of their essence transfers to their killer, which can be refined to enhance the self in various ways, primarily in improving the body's capabilities to beyond what should be possible physically though some would use that essence to develop all sorts of supernatural abilities.
Created by Azmus. Ensured that warfare and death would always be a thing, no matter how society advanced and reasons for war decreased.

Dream Forging: When creating something infuse one's dreams into the object to provide it supernatural properties, can even utilize the dreams of larger populations. This is rather bad as the sacrifice is permanent so a dream of victory would form a sword that brought victory but in turn made it so those who gave of the blade could no longer comprehend success, only failure. Though Martial Cultivation can replace it.
Created by Azoth. Primarily used as a means to increase his foothold on reality as all artifice done through this system would count as a Dream as far as his domain is concerned.

Huh, would it be something specifically directed to the Outer Gods or would the Father Sun and Mother Earth myth get hit in the process?
 
Judge will get nigh omniscience of the world to the point of being aware of the gods how they are responsible for unleashing the monster that just destroyed his home, his people, and his world.

So they direct the hate towards the True Gods. Religion itself would probably be used as a tool to more easily direct civilization.
