Also it's only the Earth Dragonballs and the Black Star that scatter. It's explicitly an enchantment placed by Kami as a 'heroism' test

So about the Dragon Balls, how much do the people of Remnant know about them? Like are they in myths and stories so some adventurers are always looking for them, or did the people see the sky suffer dark in the middle of the day, see a friggen dragon appear out of nowhere and then see something scatter to the ends of the earth so they are trying to find out what the fuck just happened?
To 99.99% of the world they're just another fairytale. Like the maidens and people with silver eyes.

As no one has shown up looking for the fuck-off huge dragon, you can assume no one saw it. That said, I'm fairly certain the balls turn to non-descript stone then rocket around the globe, so someone may have found one in the ruins of their car.

Sounds good. What about using Libera Me from Hell for a souped-up Kaiho-ken technique/Ultimate Attack?
The sentiment fits, but I can't imagine shouting it out like Goku shouts kaioken.

Suddenly everyone is forced to dance-fight instead of normal-fight. Which would be very awkward and confusing (read: Debuff) for those not used to it
 
Part of me wants to point out how Aura and Ki will be interacting, but that would a) be a spoiler, b) lock me into that idea and c) make your mistakes obvious early.

Jokes aside, if our special attack is to summon mecha armor, I bet Rahxephon or The Big O would be more appropriate (the two have good music and/or are related to music to boot).

I was more meaning a more literal dance-fight, like Capoeira or some more fictional dance martial art

Something that is a little hard to fight with, when forced to use unknown and new motions against someone trained in that exact style
 
I don't see how. This is an ability native to the natives of this world. It would be unlocking echolocation in a dog.
 
Bats and dolphins can both use echolocation, but good luck teaching a dolphin to fly.
We have no proof at the moment, one way or the other, that the humans in the RWBY universe and the humans from our universe are fundamentally different from each other.

For all we know both types could be capable of both Ki and Aura.

Training Jasper is definitely your first and biggest project. So you'll sure to wake him up at sunrise every morning for the training. Admittedly the training will be more standard for a martial arts school than your own intense evolution of jazzercise or the weighted extremes of the Kame school, but there's clearly some sort of end goal in the books and you might as well pursue it properly.

You'll start every morning by drilling him on the basics - strikes, blocks and stances. After breakfast you'll make him properly exercise, running laps followed by whatever you tell him to do - squats, push-ups, weights, pull-ups and so on.
Once you're convinced he's tired you'll give him a short break before making him use his brain - you'll teach him what you remember of mathematics and science while improving his literacy.
After you get bored you'll spar him, him with his karambits and you either unarmed or with a sword-like stick.
Once you finish beating him you'll break for lunch and leave him to reading his books while you either translate the divine books or keep improving the Lookout. Hopefully you'll find a key or somethi-

Sadly translating a completely unknown language is harder than you expected. After all, you're a fighter, not a scholar.

That said, you do make progress. You can recognise the symbols for Kai, Supreme, Demon and God and you think you can recognise the difference between the many symbols that could mean god.

The thickest book is almost definitely about the creation of the universe, and there are definitely six books on the dragon balls, judging by the cover. And a seventh book is missing.
Judging from the pictures in several of the other books they're about individual species - saiyans, namekians, brenchians, freeza's mysterious race, humans, various combinations of humans and animals, metalmen, whatever the hell Appule is, tuffles, kanassans, arlians, etc.
It seems to detail Namekian fusion and fission, along with the many variations on Super Saiyan.

These books could tell you everything you need to know, answer your every question, solve every problem! If you could understand them. Still, you don't really have a better solution than to keep trying.

One afternoon a couple of weeks into the new training regime, you find yourself trying to repair one of the four miniature towers that you think are solely on the Lookout for looks.

As you try and remember the paragraph you once read about tiling, you feel a twinge of power through your ki sense. You turn away from the pointless building and focus. You can feel something happening 10 kilometres west - two fairly normal ki signatures and a mass of oily ki that you can't really pinpoint.

You drop to the ground and run over to Jasper.
"Hey kid. There's a fight or something happening to the west, you expecting anyone?"

Jasper sits up from what was probably a nap, looking confused.
"I'm up. How do you know there's a fight?" He says, rubbing his head.

"Part of being a master martial artist like me is knowing how to sense ki. And I can sense two people fighting something that way." You explain, pointing west.

"My sister wouldn't bring anyone back, so I'm not expecting anyone."

"Alright, 10 kilometres is two hours or so walking and most fights only last a few minutes."
You say, thinking it over. "So I could go now and see what's what, or we go down to the village and make it look like we've actually been living there before the fighters could get here."

"Why would you need to do that?" Jasper asks.

"Because the Lookout isn't much of a secret base if I don't keep it a secret." You explain.
"Of course the abandoned village probably won't give anything away on its own."

Half update this time, because translating and cleaning both take more than 1 action to resolve.
Now that I think about it, translation is the only option I gave you that doesn't have decent dividends for the first action spent on it.
