Also regarding the Anvil, if you could get the needed beacons placed in the needed places you could use one action to reshape the entire earth into a more pleasing image for you with it. It is basically the Dark Age Warhammer version of Star Trek's genesis torpedo that requires a good bit of set up to use to the same level.

Could we just use the insane general's tunneling machine to just dig under an enemy army, place a beacon, retreat and then watch as the entire army falls down a sinkhole?
 
In which continent we are located? I mean names like America, Germany and Albion survived. Does it have any current World Counterpart?

Is it possible for us to recruit other States or Organizations to Unlock different techtree? For example can we recruit Luner Cult?
 
Your location is somewhat up in the air but you are in the southern half of the world near the rad wastes, so you don't really have any super close neighbors. Based on the fan map I am using of terra your closest to Pan-pacific bloc, Nord Merica and Adedji

The beacons have to have coverage across the portion of the world for the Anvil to work. Basically, think of each beacon as the source of a edge of a non Euclidean shape where all points converge at the Anvil. Wherever there is an arc part of a shape the Anvil can reach and thus shape everything. Its hard to describe but in simple terms you need to have multiple points for that kind of thing to work, but if you could get those beacons into place, yes it would work.

Effectively yes, its a bit more complex with the in universe being a bit of a nightmare to plot out the needed points, but for the quest view yeah that is it. As long as the correct number of beacons are in place you can use the Anvil to basically tell the world, "No, that isnt true, this is true."

Edit: the beacons don't work in isolated groups however, so you have to expand the full range of the network. Or otherwise ensure that there are no isolated areas of them.

the latter is the only possible method, but if you can find them then you can slowly unlock them. You won't get them at the level of the start options would allow, but you can find them scattered around the galaxy
 
The question now is how did he find that? There is that Black Dragon sleeping in Mars, could he learnt about them from there? I doubt Earth is a Tomb world... or is it? Egyptians do have the style of Necrons.
It was confirmed in a short story called "The First Pharaoh" that Menes, the King of Two Lands and Uniter of Greater Egypt, was a Necron Pharon who woke up super early and decided to tour the galaxy atoning for his actions in the War in Heaven by teaching primitives how to live better. The Emperor was a very, very young man when he spoke to Menes, and it showed that the Emperor wasn't always a raging arsehole, indeed in this story he was laughing and joking and making puns. At the conclusion of their talk Menes offered his last cup of Unvis, a drink from when the Necrons were still fleshy, in a ancient rite of friendship and the Emperor drank half, saying that when Menes got his body back he could drink the rest to their friendship. The book ends with the Emperor standing infront of a recently carved tomb, mere hours before he starts the unification of Terra, staring at a half full cup. A single tear rolls down his left eye and he drinks the remainder, before he sinks the tomb into the radioactive dust and strides away with a broken heart and a new purpose.
If this is what the GM is pulling on, then oh baby some shits gonna go down. Because it was implied that Menes brought a whole bunch of Necrons with him, so maybe our strange friend is a student of a Cryptek or something like that.
 
I have found 0 references to that on the internet and as such I would request some proof or links for it to be a real part of GW lore and canon to the setting.
 
Working on the update. Just have a lot of actions to fluff and give costs and results for, but I hope to have it done sooner rather than later.

think of it this way, if every single Grand Leader was together plus their personal armies and all their relics barring the Narrative ones like the Anvil, Emps would solo them in five minutes.

Being able to just turn a person into antimatter, or rip a fourth of the world out of the world, teleport armies into space, revert time, forcibly age people billions of years in seconds, is pretty damm unfair.

Unmaker Weapons and Armor are basically the only way to actually face Emps in battle and not be instantly deleted. However, Emps right now is heavily nerfed due to how the Warp is being wonky with how he has to fight this war and that he is being very much a muscle head and not thinking things through due to PTSD.

Final edit: Unlike GW I am not going to be Nerfing Emps and Psykers into the ground to let other people matter. No, everyone that matters is going to be absolutely bullshit and Emps is just extra bullshit.

Basically to counter psykers you need to be smarter than just have GW like you. Even an Alpha is still mostly human in terms of reaction times and such, so set up a sniper or sneak around and blow up their home. Direct confrontation is just stupid for non blanks vs psykers and I am going to show that in this quest.
 
How the plan turns work
With the next update nearly done and the actions done. I am going to be explaining how things will work here as I am doing a rather different style of progress with regards to how actions are figured. Basically, each action has a Cost that has to be payed for it and until its payed its locked into the docket for the plan. However, there is no turn time to things, this means that the only time gate to be found is how much funding you can provide to something.

There does remain a DC for things to pass, but it is in general pretty damm low unless its specially called out in the action itself. Generally, to be able to make progress which in this case is allocating funding is to roll above a 20 on a 1d100 with no bonuses. As with most quests rolling a nat 1 or nat 100 will result in crits. If you fail to make the 20 DC you do not lose the money meant to be spent on the action it is instead rolled over into the next turn as surplus.

Surplus is unused funds that roll over from previous turns. Surplus can only ever reach a max of 4k in both resources before anymore surplus is lost in the rollover. This will eventually be expanded with actions to build depots and such which will increase the amount of stored surplus possible.

This does mean that balancing the budget is fully in the hands of the quest, much in the style of the various plan quests on this forum if a tad more detailed.

The rolling system is also a bit of a departure from the norm as I am going to be cribbing some elements from Daemon Hunter's Empire Of The Hand quest as I liked the greater fidelity simulation that it provided over the direct 1d100 results.

Every action will roll 3 dice, the first dice is going to be if the resources are allocated or not. Its a flat DC 20 for all actions that happen even if they don't have costs. If its not stated assume the DC is 20 basically. On a nat 1 the allocated resources will be lost if it costs materials, in the case of an action that does not cost materials it it is a turn based cost the turn cost will be extended by 1 turn. On a nat 100 the materials will count as 1.25 the allocated amount for the action.

The Second dice will be a more narrative fluctuation where complications or benefits will arise from. If you roll a nat 100 on the first and a nat 1 on the second that could for example result in a project gaining a boatload of corruption decreasing the cost but reducing the value of the result until the corruption is purged.

The third dice is to see if anything arises from the action that dovetails from it. For reference if you build a city and roll high on the third dice that could result in future actions to further specialize the city into higher end things rather than normal city upgrades.
