Think ot the choice between ships and mechs this way.
The navy is a shield around our territory.
Loss of mechs makes the shield overall weaker, but leaves no holes, while loosing ships does not overall weaken the shield, but creates holes in it.
But replacing mechs is faster, and you can reshuffle them between ships, allowing for strengthening that shield in specific locations, while loss of ships takes longer, leaving you more vulnerable to surprise pinpoint attacks.
Ships also allow our side to hit further, while additional mechs allow us to hit harder.
It does not matter how hard we can hit, if enemy can sit outside the range of our ability to hit them.
