I think I'd prefer to focus on Social Order and Crime. Another idea of legislation would be building up a Galactic Disaster Relief Organization. We need something to provide robust humanitarian relief, especially with civil war on the horizon. Pair this with a big environmental bill/terraforming agency so we can start repairing ecological damage and making the outer rim a more habitable place.
Also aren't we committed to establishing a national health care system? We need to take steps to ensure it's long term fiscal stability, create a clear educational pipeline to build a reliable labor pool of medical professionals, establishing working conditions and ethics, and probably build a shit ton of clinics in the outer rim.

Jar Jar just wasn't made for physical labour. His father was a whaler who regularly abused him, both verbally and physically for being clumsy during their work. Jar Jar just wasn't good at physical work, especially on land, most likely he never was able to properly adapt to moving and doing stuff in dry environment as opposed to other Gungans, resulting in all the accidents.
His talents always were his mind and spirit but he never got the chance to show it among his fellow Gungans.

A silly lil' guy who genuinely wants to do good. Fuck people would probably love him even more if he was clumsy and nice to people every once in a while. They'd just laugh it off smile. Perfection.
