The Red Plum Sect has made a difficult migration to the Northern border province, traveling in a large caravan and settling the province. As a traditionalist righteous sect, the choice was obvious once the fees were paid and settlement began. The remote destination was sandwiched between two other sects to the South-East and South-West, with mostly unknown relations outside a few starting courtesies. You start with the ability to make effectively all but pills for your own rank which need you to purchase ingredients at the auction. In terms of anything common up to the core foundation, your ability to access the herbal side of it is well, yes. Its not that those are that expensive or that uncommon individually, but having them all makes it only require setting up gardens/plantations for access and reasonable supplies. Most of direct sect relevant income will still come from higher level applications, but having a glut of disciples a stage lower then the elders and a consistent, if not the best for pushing further income is nothing to sneeze at. The northern border allows for expeditions for both trade and plenty of minor raiding, which will be a fairly constant factor both ways.

More an Elder with a following that managed to scrape by in the rogue period and stayed moving and relativly flexible as most of the activities involved in even running a rouge sect involve commiting crimes. Its less that your sect is demonic, but more that you jumped at the chance for a province, any province. This led you to refine a high level pill and sell it for bribe money to secure a province with two neighboring sects. You are the undisputed bigest stick in the local area, but that just means you personally are a single big stick. The remaining repositories that are still there are occasionally too tainted by any reasonable standard, but a lot of techniques are aplicable and as long as your own sects cultivators are not directly killing each other for power, anything goes. A lot of the gameplay will in effect involve laundering peasents, techniques, cattle, and spirit stones between each other using the place away from the prying eyes of the imperial bureaucracy. The northern border allows for expeditions for both trade and plenty of minor raiding, which will be a fairly constant factor both ways though without plentiful pills you will get hit at lower levels as your cultivators cannot match people of the same realm one on one since you are not a martial sect at least until you can obtain/purify/rationalize other techniques.

The Jade Seed Sect is in a lot of ways similar to the Red Plum Sect with a major difference in provincial location and the general development of the province. A universal acess to lower level pills is still there once terraces are set up and gardens are increased in size which means that lower level disciples can punch at or above their expected level with enough drugs. The riverine province means that while easy expansion of the borders is not viable and raids will mostly hit harder targets, you have the option of building up actual shipping on the river. Trade access means importation of ingredients is easier and easier to defend as you do not need a caravan and it's not that hard to stack a bunch of arrays and cultivators onto a boat. Where the unique aspects of gameplay come in is that instead of a constant series of raids, you have ocean acess and, generally, access to the rest of the realm outside of the empire. Officially you are of course not meant to venture far outside, but that is one of the most ignored laws in terms of cultivators. Many expeditions will not come back, but those that do can offer flat out unique things.

The Burning Willow Sect is a righteous sect near the imperial core that has been founded and follows a single higher ranked guru of pill refinement that has already made his mark in the development of new pills. You have the ability to flat out end any major in-region conflict personally, but that is a massive step in escalation. Plus, while the furnace that you have is one of the best and you have the options of creating pills fit for the Emperor, you are one of the few who can make pills for the Emperor. Lower deciples are given short lessons attempting to interpret some of the elders wisdom, but that is about it for the instruction that has happened during the technically-a-rogue-sect period. The disciples that you do have are not the best trained, but reversing the policy and focusing on teaching instead of personal cultivation is always an option. The sect is righteous and follows the emporors line faithfully as interpreted justly, meaning that its far more of a bendy line then an inflexible proclamation. The options for commerce are similar to the Jade Seed Sect, but without a steady supply of lower ranking pills, provisioning, and training of juniors those expeditions are arguably more dangeorus.

With the above in mind, I want to pick a plan that allows a reliable supply of low-level ingredients to make low-level pills to boost our lower ranking Disciples. And I like the idea of being able to reliably make low-level pills to sell without needing to import ingredients as well.

The Best Pills Possible has our Sect still flexible enough to trade with the Nomads like I wanted from Totally Not Demonic Smugglers, while Pragmatic Commerce's ability to launch expeditions sounds fun.

A little bummed that no-one seems to be interested in the Spirit Beast Herds, but Pragmatic Commerce seems to be close enough to what I was hoping for so I can drop a vote for that too.

-[X]The Highest Peak: The mountain the sect has settled and been provided is especially tall, being closer to the heavens and away from the ground level Qi pollution. New disciples can be rapidly guided through Qi Formation and Body Refinement as the only Qi available is pure and single aspected. The higher level does make tribulations mildly worse, but for the vast majority of the sect who will only tentatively grasp immortality, that is a negligible problem.
-[X]An Auspicious Sect: The heavens have always smiled on the sect and brought great fortune to both disciples and elders. Good fortune has followed the sect time and time again with luck helping to avoid the worst of disasters through bare failures. The heavens in exchange demand following the path that is set, with occasional visions, but avoiding death and disaster is more than worth it.
-[X]Follow the Nineteenth: The Nineteenth Great Heavenly Reform Against Demonic Incursion narrowly defined the practices allowed to righteous sects, declaring that several sects focusing on a new style of martial arts focused around excessive physicality to be demonic and against the righteous order. The modernization focused elements of the imperial court of course fell afoul of these as clear Demonic cultivators that sought to mislead their disciples on the true nature of reform, stagnating their cultivation. Upholding it faithfully can generate some standing with the imperial court, or at least avoid giving offense to nobles with excessive senses of purpose.
-[X]On the River: The Lancang River goes South of the true Imperial core but represents a massive confluence of trade and development. The Sucheng province the sect has been provided rights to is too mountainous for much settlement and lacking in flood plains, but the run of the river represents a major trade opportunity. Having a massive avenue of commerce opens up access to markets all along the river for lower stage goods while ensuring access to the ocean. Some oceangoing ships have already been constructed, and it is expected that in time expeditions can be sent entirely outside the empire.

The river location sounds more fun. I do like Immortal Pill Makers for being able to create the highest level pills, and the challenge of learning how to teach would be interesting. But it's not likely to catch up.

kinda funny that this plan can actually make better pills (if far lower in numbers) than the "Best Pills Possible" plan.
 
Immortal Pill Makers isn't actually that good for defense. It has a high level combatant that can prevent fights with neighbors from escalating because we win the escalation, but the Elder can't really intervene in the conflicts between the lower level disciples in their little squabbles, so there'll be a lot of raids, and our lower disciples will be weaker and unable to stand up to them, since without either herb garden or spirit herds, there's not easy access to ingredients for pills that instead need to be imported.

Needing to import those ingredients means less lower ranking pills for all our disciples, which means they're weaker and, since we're not a martial sect, can't stand up to a fight with other disciples.
That's fair. What do you suggest, as a balance between economy and defense?

The line is not that you will or will not be a demonic sect if you take flexible as to a large extent that definition is political. In your interactions with mortals you will be a demonic sect effectively with a range of variation of how long term your approach is. There are just lines that are a bit too far such as effectively refining fellow cultivators into pills/boosting cultivation bases as that just eats through disciples and consolidates power/rapidly can be a threat. Enemies maybe, but that is far more politically sensitive. There is a heavens that push for/want certain things, but it is also to an extent unrelated to the actual empires goals and motivations and generally something you run afoul of then follow unless you take one of the starting boons.

As another note, by default you will be a sect leader into the mid-late Golden Core, you can in theory advance into Domain Foundation but more in the sense of shoveling enough pills into your face, ditto with a stage past that, just with exponentially more pills as wealth can carry when talent is insufficient. Starting a stage higher means you start mid way into Domain Foundation with a bit better baseline talent, but its not really enough to carry you up on its own.

At least One of the Seeds, Herds, or Demonic Remnants.

Seeds or Herbs mean base level ingredients which means mass availability of low level pills to boost our lower rankers.

Demonic Remnants means we have a bunch of manuals, some of which are combat oriented, we just need to purify, study, and disseminate them. Which is more work, but IIRC Demonic Remnants can have other goodies as well.
