You have no authority. The prefect may bestow you with authority for doing things, but you have no hard power. At most soft power, because you are the son of the prefect. And no one really tries to piss off the son of their boss. Official posts do not grant the family of the official any power. Only later on when the central government fails will the family matter in such a manner. The only exception to that rule is the position of the empress.@Erzherzog_Karl

- Is our authority second only to the Prefect?
- Or does our authority only extend to matters of Clan Long, as the eldest son and Heir?
I normally give around 24 hours time for voting. It is not a hard limit and with me often posting updates late at night, for me, I sometimes go to bed before the time "runs out". In this case I would need to stay up long or use the automatic voting option. Don't like that escpecially when I would not be on to react on any changes. Without the hard limit I can just say I close it after I wake up in my break.Should probably include that in future updates just so people know. Good to know though.
You can roughly think of 50 as equal to the 0 of the normal Ck2 scale. For easy tasks like most in the prologue 50-150 = 0-100 is quite accurate. Later on it will highly depend on the difficulty grade of the task. It is not a hard code system, because codifying something like that is really hard, but the steps will roughly be +10 for each grade.
