I'd have to disagree with this, the system definitely encourages specialization.
Not because one stat is preeminently useful, but because the guy who has 60 in every stat never gets picked to do anything, because there are always people better than them at whatever needs to be done.
Like, one of the selling points of the location we picked was having Zhou Yu look up to us. Which was desirable because Zhou Yu was/will be a stellar strategist, not because he was slightly above average strategist and also slightly above average at everything else.
The current stat arrays of all 60 or 70 is so unfocused, like, sure, we can get by on nepotism, our dad's in charge, and maybe the MC energy will still make us better than everyone at everything, but that seems sketchy.
Like, why should our dad use us to lead a group of warriors instead of the guy with 20 more points in LEA, who dumped POL and CHA? Why put us in charge of city building instead of the guy who dumped WAR and LEA to hyper focus INT and POL? Why take the advice of the 70 INT advisor over the 100 INT advisor?
Here are some possibilities:
[] Plan: King of Weapons and Man
-[] Qiang: The King of Weapons. A spear is easily produced and easy to handle. It is one of the main weapons of the army and used by cavalry and infantry.
-[] A finely crafted weapon
-[] LDR: 60
-[] WAR: 60
-[] INT: 60
-[] POL: 50
-[] CHA: 90
Or if going past 80 in a stat disgust you, then here's another layout.
[] Plan: Battlefield Supremacy
-[] Dao: The general of weapons. A single-edged sword meant for slashing and chopping. It has become quite popular with cavalry units and has slowly come to replace the Jian.
-[] A well-drawn map of your current home county
-[] LDR: 80
-[] WAR: 70
-[] INT: 80
-[] POL: 50
-[] CHA: 50
This time for someone whose talent lies in governance, focusing INT and POL.
[] Plan: City Builder
-[] Jian: The gentleman of weapons. A double-edged sword normally used in close combat, it has become associated with scholars.
-[] An exquisite Jade Pendant
-[] LDR: 50
-[] WAR: 50
-[] INT: 80
-[] POL: 90
-[] CHA: 50
It doesn't matter that Battlefield Supremacy has 50 POL, because he doesn't get used for POL tasks, he gets sent to fight, because that's what he's good at. If we need someone won over to our side, King of Weapons and Man gets sent, because he's got 90 CHA and a trait that gives him a +5 to it. City Builder doesn't need to fight, because his job is too make sure the money keeps flowing so that Battlefield Supremacy can instead.
If our goal is to become a ruler, than we need to focus CHA, a general needs LEA, a scholar gets INT. We need a niche. We need to be the guy at the top of the list to solve certain problems, not the guy 10th on the list to solve half of them.
Anyway, thanks for coming to my TED talk.

It was a beautiful day. The sun is shining down and a clear blue sky. Perfect weather for a hunt. In truth bad weather would hardly be a reason for the striking black haired youth to pass at the chance to go hunting. His black hair is bound back to not hinder his vision and his eyes are fixated on his target. Wearing a red hunting outfit he sticks out from the hunting band accompanying him. He is no one less than Long Wanru, the son of the prefect of Nieyang.
All of them are gathered close to a clearing. Hidden from sight through bushes, trees and tall grass, the group of rich youths are all armed with bows. In the clearing, in clear sight of the hunters, a herd of deers is grazing.
With silent nods and gestures the youths coordinate, the striking fellow being the most commanding. On a signal all of them rise from their hidden positions and aim at their chosen targets. Long Wanru nocks in smooth motion an arrow and releases it at one of the animals. His arrow is joined by many others.
His strikes true felling one of the deers before it can escape.
The same cannot be said for all the other arrows. Some strike a deer, but only two manage to also bring a deer down near instantly. With the remaining arrows either not hitting or just hurting their targets. This allowed a few of the deers to easily escape, while the wounded ones tried to follow along.
In response to such a lacklustre display of archery, Long Wanru acts quickly and let's another arrow loose, followed by another youth doing the same. They repeat these actions as deemed necessary, which leads in the end to none of the wounded animals being able to escape. A few animals can be heard wailing, filling the air with their cries of suffering before death will claim them.
"Oh mighty Hu, where were you aiming at? I saw your arrow flying far above the herd! I get them for you so you can try again." A broad-shouldered youth says with a teasing smile on his face and then sets off to finish off any wounded animal.
"Nonsense, Tao. My arrow, like my strike, always strikes true." The aforementioned Feng Hu responds and follows along, trading barbs with his self-proclaimed rival Peng Tao. They quickly silence the remaining animals.
"Truly, compared to the owner of this arrow everyone else is truly a master," says a youth who picked up an arrow barely having travelled any distance from their hiding location. With a mocking smile he turns to a plumb youth."Su Bing, Su Bing. I cannot fathom why you persist in using a bow when you are so obviously unable in the way of archery. For all this training to come down to such results. Truly pitiful."
Before he could continue, Long Wanru interrupted them by playing a loud tone on a flute making everyone turn to him.
"I think it is best to call for the carriers. It would be waste otherwise and the day is still young. More prey to hunt and more fun to have." He says and clasps both squabblers on their shoulders and then puts his arms around their shoulders. "What use is there in butting heads? We are here to have fun. My friends, do me the favor and leave these conflicts alone for another time. There is a place for it where I will not intercede, but it is not here and not now." Giving both of them a winning smile he says, "Agreed?"
"Of course, Wanru. I never had any intention of committing such an act." Su Bing says while giving a wary look to the other youth, who stares at Long Wanru till the latter raises an eyebrow at him.
"Fine, my sincere apology. Let it not be said that Han Tong is the one to ruin the good mood during a hunt."
Satisfied Wanru claps on their backs and picks up his bow dusting off any kind of dirt that could have tarnished it. The bow itself garners appreciatives looks from every other hunter. It is a true work of art. A laminated bow made from multiple layers of bamboo wood, wrapped in silk and lacquered. The silk grants it a shining appearance and small figures are etched into it. Professing the great skill of its maker.
"Speaking for everyone here, I have to ask where did your honorable grandfather acquire such a fine bow?"
Giving a slight nod Wanru says. "I will inquire where my esteemed grandfather has procured this bow and will then inform you."
"Thank you for granting me this favor, Wanru. On a second thought do you intend to give part of the hunted animals to the carriers and Madam Pi again?"
Surprised by the question, Long Wanru gives Tong a contemplative look. It is well known that this has been a practice he started since coming to this county. No hunt went by without him granting parts or even most of the proceeds to the peasants in one form or the other.
Giving it some time to formulate a fitting answer, Wanru says."Kongzi says a benevolent man will have no worries, a wise man will not be deceived , and a courageous man will not be afraid. This child is still young and inexperienced, so would never lay a claim to wisdom. This child never faced battle or adversity, so with what impudence could I claim to be courageous. But this child was born to a rich and noble man, this allows this child to show benevolence. Helping some families and the people entrusted to my father is something I can do. It is so little I am able to do in line with the teachings of the ancients, do you truly begrudge me even this?"
"Such profound thoughts have me standing in awe, Wanru. You are truly a dragon among men!" Su Bing says with a reverent tone before Tong can say something. He is joined in his accolation by the others some with sincerity others with simple platitudes.
On others such fawning may have had an effect, but Wanru has long grown accustomed to it. His answer has become the same, a simple smile and nod towards anyone praising him in such a manner.
As the youths flatter Long Wanru, in some distance the sound of a group of men approaching can be heard. They come closer and closer. But no one seems to be surprised by it. They are expected. Wanru's signal was unmistakable.
With a load crunch a group of men came forth from the undergrowth carrying with them a multitude of already slain prey, birds, racoon dogs, hares, deer and even a wolf. Compared to the hunters the men wear rough clothes of hemp and carry no obvious weapons like bows or swords.
Their entrance halts the conversations and makes the youths follow them with their eyes, while Feng Hu and Peng Tao are fervently waving them over to direct them to the slain carcasses.
"You can cloth a beast, feed a beast. It always remains a beast. But they are people, I suppose." Another noble youth said with a barely hidden sneer on his face. It is Han Tong, son of the division leader of the Bureau of Litigation.
"Tong, that is enough! How have these people offended you that you can consider them such an eyesore. These people are not slaves nor criminals. Sometimes I wonder why we suffer your presence among us."
"You don't suffer anything. You get to enjoy my presence. I am the grandson of the venerable Han Ju, son of the esteemed Han Man, the handsome Han Tong!"
"Did your shame turn to anger, oh handsome Tong?"
"Enough! A rash mouth will always cause anger to arise. This is my hunt! Do you esteem me so little? How dare you conduct yourselves in such a brazen manner!"
Both immediately went on their knees and saluted Wanru.
"It was furthest from my intentions to raise your ire, Wanru. Please forgive me for any acts of disrespect!" Tong says on his knees. His face turned to the ground. He is joined by Feng Hu muttering similar apologies.
"There is no need for such excessive gestures, my friends. Please, stand up. If you have realized your errors , all is well. It just saddens me to see my friends fighting with each other when we should laugh and make merry."
Taking this comment to heart the atmosphere turns around and even the two squabblers converse with each other in a civil manner. While the young hunters trade stories and boast about their shots or slain prey, the carriers are busy at work securing the deers.
"Young Master Long! Young Master!" A loud scream echoes through the woods. The sound of a horse dashing through the forest comes closer and closer. This brings the conversations to a hold and the youths share knowing looks. For the first time pitying looks are centered on Long Wanru, with a few looking to Lin Yu, son of the Division Head of the Bureau of Granaries.
"Will it be Wanru's brother or Yi's brother stirring trouble? Any bets?" Qing Long asks with a laugh the rest of the hunters.
"Wanru's brother, no bets."
"I concur with Hu."
"Forgive me, Wanru but I'm also inclined to think it is your younger brother causing trouble."
This sentiment was then confirmed by one after another, somewhat stunning Long Wanru. He did not think his brother's reputation had become so low. In a fit of pride he steps forward.
"I take the bet, but it will be neither." He truly did not think his father would send a messenger to call him back because of another incident concerning his younger brother. This would hardly demand his attention or need it. There are more than enough guards and retainers able and willing to handle these incidents. And Lin Yu would never embarrass his son in front of all the other people participating in this hunt.
While Long Wanru was contemplating the possible purpose of the messenger his friends gleefully accepted his bet and are already planning how to spend their easy winnings. Qing Long is the loudest voice trying to convince the others to spend their coin at the Peach Blossom Pavilion, he is enamoured by a Lady Chenguang.
"Lady Chenguang is as beautiful as peach and prune, has the countenance of a flower and a face like the moon. Such sweet, fair, graceful, wise, and virtuous woman can only be matched by a gentleman like me."
"I heard she is quite picky in whom she graces with her favour. I don't remember your name being among the lucky few. Is that why you want us to go with you? Truly a subtle way of asking for a favor, Qing Long."
The bickering continued till the messenger arrived. A young black haired man in servant clothes dirtied by his sweat rides into the clearing on an exhausted horse. When he sees the hunting group he dismounts and bows before Long Wanru. Saluting his young master.
"Young Master Long Wanru, I am send by your esteemed father Long Weimin to give you his command to immediately come back to Nieyang to attend him in person."
"Seems like you lost that bet, Wanru."
Ignoring the comment Wanru steps forward and starts to question the messenger. "Why would my father command me to come back? He sanctioned this hunt. Did he mention any reason for such an order?"
The messenger throws a look at the surrounding youths and bits his lips. Seeing such a reaction, Wanru steps forward. Close enough to have put distance between himself and the other youths allowing the messenger to whisper.
"Young Master, a messenger came from the Grand Administrator Chu Gong bearing news from the capital. I don't know more, but the Master was explicit in his orders. You are to return immediately and in haste."
Taking a moment to digest this piece of information, Wanru thinks there are two possible reasons for him to be recalled. One is if the news would concern him personally, being called forth to the capital by a personal invitation would demand an immediate response. The other more threatening option would be a threat to his life and person. He liked his friends from the local clans, but would he trust them with his life?
His father would not have sent a singular messenger, if he feared betrayal from their side. With most of their fathers being in the inner circle of the prefect their families would receive the content of the message from the Grand Administrator shortly after Long Weimin himself got it. Therefore, withholding any information can only end hurting his friends.
Granting a short salute, Wanru says."I will follow my father's command." He then turns around and gives his friends a disarming smile, raising his hands in an excusing manner."It seems my friends, I have won the bet. A messenger has come from Wan with a message of the Grand Administrator to my father. In light of this message my father asks me to return. I can only beg for your forgiveness to so abruptly end our time together."
"He couldn't have said that out loud? Come Wanru, there is no shame in losing such a bet."
"Would it truly be the case I would admit to it in a moment. But I speak truly. Forgive this messenger for his lack of manners, he simply followed the orders of my father to deliver the message only to me. Overeagerness in a servant should seldom be curbed."
The youths give each other looks. Some filled with curiosity, others with envy, only some with concern. Among them the face of Qing Long is the only one that is an expression of pure sadness. He is also the only one sighing.
"Well played, Wanru. I pay when we are back in Nieyang. My coin string was left with my father's steward."
"Long, no one of us has coins with him now. Some may have a little with the servants waiting at our horses. So don't think you can get out of this." Su Bing says with an irritated tone.
"I had no intention of doing that!"
"Like you had no intention to leave me hanging at the Blue Moon?"
"That was one time Bing. Did I not make up for it at the Peach Blossom Pavilion?"
"To only then leave me and Hu alone, paying for everything the last time we were there."
"See I always make up for it."
"But...fine. No sense in starting another fight. I go inform Hu and Tao of us leaving." Su Bing says and then turns to Wanru giving a short bow. "Leave the handling of the prey to me. I assure you it will be handled like you intend."
"Of course, I know you will see to it Bing." Granting Bing a small smile and nod of acknowledgement, Long Wanru then turns to the remaining youths and says."Will you come with me or do you have other intentions?"
Han Tong is the first to step forward and provide an answer."I have to confess this messenger has piqued my interest. So, I will come with you and inquire with my father about it."
"I find myself in a similar position."
"My enthusiasm for hunting has never reached yours, Wanru. Therefore, I hope you can see how I am inclined to leave with you."
Such a sentiment is shared by nearly all of the youths and they also express it, while Su Bing converses with the carriers.
Everyone then turns to Qing Long, the only one to have remained queit. "What? I am only here because all of you wanted to go out hunting. If you all leave, nothing holds me here. I am not like our too lovable meathead fellows. The Peach Blossoms calls to me and I am more than willing to answer that call."
Loud laughter is the answer to such a proclamation and the group of youths make their way back to their horses. The messenger excuses himself and leaves them alone.
One their way back the amicable atmosphere returns and barbs are thrown around. Qing Long entertains everyone with another tale regarding his latest efforts to win the heart of Lady Chenguang. He holds everyone's attention with the exception of Han Tong and Lin Yu. At the back of the group these two discuss the messenger and what it could entail. Both come to the same conclusion Wanru did.
After a short walk they reach their horses, which were kept under the watchful eyes of a handful of servants.
There everyone checks upon their own horse and makes ready to ride to Nieyang. But before Wanru can saddle up he is approached by Han Tong with an apologetic look on his face.
"About before, Wanru, I'm truly sorry about it. My mouth got the better of me."
"I know. I know, but how often does this happen? I know you can do better." Lightly punching Han Tong on his chest, Wanru says."The tall tree attracts the woodman's axe. You have the talent to stand out, but your sharp tongue may become more and more harmful because of it. A wrong word at the wrong moment can create an enemy you do not want. With friends such an act is fine and will rarely have you facing any trouble. But when we are nominated as filial and uncorrupt, you know such words will face a different echo in Luoyang. Be better, you owe it to yourself. I believe you can." As he says this puts his hand on the shoulder of Tong and gives him a respectful nod.
"Hey Tong, Wanru will we have to wait long or are you two finished?"
"Be quiet, Long."
"Hey everyone wanted to go home. I just want to leave quicker. Before I forget it, Wanru how about another bet? There's no greater calamity than being consumed by greed, so letting us win back some coins would be the honorable and just thing to do. Last to the gate pays for the first round." Long says and looks around for approval. He has not waited for long.
"It would not be bad to be able to win back something from our great leader."
"Long speaks true words of wisdom...I fear for the coming days."
"Hey Tong, what do you mean by that?"
"I think what our friend Tong meant was that he was truly impressed by your deep knowledge and profound wisdom shown regarding greed and the dangers surrounding it." Lin Yu says in a calm tone.
Tong raises an eyebrow at Yu's comment and says with a slightly pained expression. "Yes...this youth was impressed that Long has advanced so far in his studies to display this kind of wisdom."
Long looks at Tong for a moment and then begins to laugh. "Hahaha! You spoke true, this young master is not only good looking but carries with him the wisdom of the ancients. The hearts of maiden far and wide have already fallen for this handsome young master." With that said Long leaves the two behind and mounts his own horse.
The two youths left behind gave each other a look and then shook their heads.
"Well Long, I do not consider it a bad idea to agree to such a bet yet I think it best to decide on the rules before you start riding ahead." Said youth was already angling his horse in the direction of the road and had his whip in hand ready spur on his horse.
"Hahaha...you got me Wanru." Giving his friends an apologetic smile he says."There is no shame in preparing for a battle you think you may lose. Qing Long may not be the best rider among us or have the best horse but I was born an intelligent man and learned my lessons. Fight smart not hard is my maxim."
"Seems a fitting choice, my friend. But starting before the price is known or the rules less so." Light chuckles can be heard from the rest of the youths. "May I recommend for us to start at the postal station outside the forest and the goal be the guard station at Nieyang. Long enough of a race to allow for more than the better horse to be the deciding factor, short enough to not ruin our horses. For a price how about the last pays for the first round of drinks and if I am the last no one has to pay for losing the last bet. Is this agreeable?"
"So sure of victory Wanru?"
"So sure of me losing Long?
"Hah! We will see Wanru. We will see."
"My apologies for interrupting you two, but I am quite sure that the victory will be mine. The heavenly horse will not be beaten. My Moon Shadow is the fastest Ferghana horse in Nanyang!" Su Bing says with quite the amount of pride in his voice.
"Pfeh! The rider wins the race not the horse. Do not think your horse will carry you to victory, Bing. I am known to be the best rider wide and far," Feng Hu proclaims loudly.
"By whom? Last time I saw you riding a horse, this morning, it looked more likely for you to fall off." The broad-shouldered Peng Tao mocks his rival.
"You dare! I will show you! My dust you shall taste as I shall taste victory!"
Beside the loud youths Lin Yu is sitting with a wide smile on his horse. Blessed with fine features he has a less impressive figure than Tao and Hu. Slim shoulders and thin arms have him stand out among his friends.
He rubs his hands together and says,"This will be more interesting than I thought." Louder to the arguing youths he shouts,"Come my friends, Wanru is called home. We can argue on the way."
With a little crumbling and another round of mockery they set out and ride home. It takes them some time to leave the forest. As they trade barbs and brag about their hunting success the forest clears and they come out into the open.
Before them lies the road to Nieyang and they put their horses to a trot. With the postal station as their first goal set, many thoughts drift towards the race. But Wanru thought about his family, his father's message and what danger may come in the coming days.
As these thoughts drifted in his mind the group reached the postal station. A large building with a wide courtyard, sleeping rooms and a stable for horses. When they reached it all of them stopped and prepared for their race to the gates of Nieyang.
The surrounding fields stretched far before them, some farm houses can be made out and the farmers are busy at work. Fields are plowed by ox-drawn plows with iron-tipped shares. Even some pigs can be heard.
In such a scenery the small line of youths sitting upon horses draws attention. Envious as well as admiring looks are thrown their way. None more eye-catching than the scion of the Long Clan.
"We are all in agreement from here to the guard station before Nieyang. Agreed?" Long asks the lined up youths. Nodding heads greets his question."Good, on my sign! May the best of you come in after me. Go!"
With his words said the group of youths spur their horses forward. Immediately a clear difference can be made out. A gaggle of them try their best to bring their horses to run as fast as they can, while others start out with a gallop. The first group easily gains a great lead upon the others and it grows steadily. But the slower group persists in their tempo. So the race starts over a long winded road, hills and through farmland to Nieyang.
While the leading group shows first signs of losing tempo, the pursuing one keeps their own. Then like on an agreed signal they urge their horses into a run. When the leading group realizes this fact they once more spur their own horses into running.
Even though the leading group has gained a substantial lead, largely in thanks to their spirited start, their pursuers gain on them the longer the race takes.
Five hundred metres.
Four hundred.
Two hundred.
And then they have closed in on them.
Now a neck-and neck race, only Su Bing is able to keep up from the leading group.
"Come on you lame ducks! This young master will show you who is the best!"
"Hah! Dream on Long!"
"Faster Moon Shadow! Faster!"
Nieyang has already entered their sights. Its strong walls towering over the surrounding fields. The Si River running alongside one wall. With their goal in sight all youths try to bring out the last bits of effort out of their mounts.
Now near the goal-line Wanru managed to gain a little upon his contrahents and could already make out the guard station at the gates of Nieyang. If he could just maintain his lead, he would once more win the bet. He would love to see the despair on Long's face.
But moments before he would have reached the goal, a loud scream breaks his concentration and he turns back. For some reason Su Bing's horse is in the process of throwing him off. Without hesitation Long Wanru turns his horse around and dashes forward to save his friend.
In a fine display of horsemanship Wanru comes close to Bing without being hit by the kicking horse. Bing himself can barely hold himself and is close to being thrown off. Wanru then jumps off his own horse and grabs the head of the horse. A quick strike to gain its attention and then forcing it to face him, Wanru is able to calm it down before Bing gets thrown off. A short look of disgust comes over his face when he gets some spit from the horse on his clothes. As he ensures no further blemish is put upon him he takes a closer look at the horse and sees a small wound on it. A clear sign of sabotage.
But while Wanru did his heroic deed, the other riders decided the race among them.
"Bow in the face of my magnificence! Hah! I did say the rider decides the race and I have proven my own words right. Splendid! Absolutely splendid!" Qing Long loudly celebrates his victory. For his comment he earns mocking congratulations or outright mockery.
It looks like all other riders have reached the goal, only Bing and Wanru remain behind. Whoever of them is last will have to pay up. Before Bing can mutter a sentence Wanru claps the horse on its back and sends it forward.
In his mind everyone knows he could have won the race if he had not helped Bing. Only a fool would think otherwise. He did as expected of him and there is no shame in that. Also he would not lose anything by being last. In this instance magnanimity costs nothing, but clearly displays the difference between him and a boasting fool like Long.
Taking slow deliberate steps Wanru takes his horse and walks towards his companions. With a smile on his face he says,"Well, it seems this time I lost. As agreed your debts are forgiven." His words are greeted by uneasy smiles from Tong, Bing and Yin while others like Long celebrate their victory.
The people waiting around the gate provide a rapt audience and look favourable on Wanru's display and less so on Long's boasting.
When Wanru finally reaches his friends Bing is the first to step forward. Embarrassment and gratitude hold sway over his mind. Still Su Bing politely cupped his hands in thanks to Wanru and bows down deeply. "Thank you for your assistance, Wanru. I cannot fathom why I lost control of my horse at that time."
Revealing a sneer on his face Tong says,"Maybe a ferghana horse was...," before he continues he casts a look at Wanru and sees him slightly shaking his head. In response his eyes widen and he coughs to hide stopping mid-sentence. "Maybe it was simply an insect or the smell of some goods one of the peddlers carries with them. Regardless what I may have been, it is best to enter the town and not hold up Wanru longer than needed. He was recalled by his father." With this said he turns around and examines the horse out of the corner of his eye. Then he marches to the gate showing the guards his intention to enter.
To the surprise of all youths it is a familiar face that steps towards them. A black-haired, broad-shouldered man, with a great mustache and a scar on his left cheek. Feng Mao, one of the patrol leaders of Nieyang and father of Feng Hu. Giving everyone a short salute, he says with a loud voice."Forgive this official for his rudeness, even though I know your faces according to the law you have to show your tokens to the guards before you are allowed to enter Nieyang. This includes even your personage, Lord Wanru. Please, show your tokens and you may enter."
Following his proclamation one after another shows Feng Mao their token. The only one to grumble about this is Feng Hu.
After the inspection they enter the town and make ready to part ways. Before them stretches the road to the market, and the estate of the prefect and the pavilions and taverns are in the opposite direction. Some words are exchanged, but before they split ways Wanru reaches into his saddlebag and takes out a short string of coins. He throws it to Long and says,"For your victory the first round is on me. Maybe I will even join you later on."
"Ah Wanru, you are truly a man among men. Your generosity knows no bounds. I will toast you from every bottle we will drink." Qing Long says with a broad smile and leaves. He is accompanied by a good part of the hunting group, most of them in a light-hearted mood.
Before he leaves Su Bing once more thanks Wanru, he leaves to his family's estate. The same goes for Hao Tong and Lin Yu. Both have serious looks on their faces and hurry to their homes.
On horseback it would only be a short distance to traverse, so to make haste Wanru mounts his horse once more.
Riding his horse to his home, he makes a surprising discovery.
Long Guan, his older half-brother, son of his father's concubine Madam Yan and Long Hong, his younger brother. They are in a deep discussion and do not notice him.
When Wanru sees his two brothers he is momentarily reminded about the bet his friends proposed. How low the reputation of his younger brother has already fallen. If that was all he could have stomached it, but Long Hong looked like a peasant. Instead of wearing the long robes of a noble he had short clothes on, some part even looking to be made out of simple hemp. And all of it stained with dirt, even some mud.
Enough is enough. Hong is only a little bit younger than he yet seems to make it his goal to bring shame to the family name. That could not go on.
Wanru dismounts and stands before his two brothers. His older brother is as always clothed in his normal garb, a long silken hanfu with red colouring. Compared to Wanru and Hong he makes a less impressive figure. Slim in figure and not well-build or broad shouldered, instead he has the air of a scholar on him with his hair tied up in a knot. Carrying with himself one of his favorite feather fans.
Hong is the first to recognize his brother and when he does he gives him a sheepish smile and looks down on the ground. Aware of his brother's predilection for a spotless appearance, he knows what will happen. With his eyes hidden from the sight of others he cannot help but roll them in light of the coming admonishment.
"I see you had your fun again, little brother. If you continue to play in the mud with dogs little brother, you should not be surprised that you are seen as one."
"The lotus grows in mud, yet is never contaminated by it, Wanru."Guan says with an easy smile while clasping his hands behind his back.
"So, my younger brother is a lotus. I could never see my younger brother as a blooming flower. Are you not mistaking him for one of our sisters?" While shaking his head Wanru continues. "Our father is the guiding light of this county. But every light casts a shadow, and younger brother has stepped into this shadow, surrounded himself with it. Already his light has dimmed and if this continues it will extinguish."
"There is no need to mince words, brothers. You can both speak plainly. Wanru, they are my friends. Not some ominous shadow! Should I stand by when they are mocked, mistreated and mauled?" Hong says, getting louder with every word spoken.
"Are they truly your friends? Friends do not enable foolishness, they stop you from such deeds. Friends do not mooch the riches of a friend, they give back as much as they take. Friends do not use their friends to their advantage, they help each other. Friends don't do these things. These people are not your friends."
"Laozi teaches us 'it is more shameful to distrust our friends than to be deceived by them', Wanru. Would you have Hong defy the teachings of the ancients?" Guan says while never changing his smiling expression.
"He also says 'be loyal and trustworthy. Do not befriend anyone who is lower than yourself in this regard. When making a mistake, do not be afraid to correct it.' Younger brother has already been deceived into defending them time and time again. None of the sons of most of father's division heads rose to brother's defense during my hunt. None! There can be no doubt left, his reputation is in tatters! Correcting such an error is not a shameful act. It is in line with everything taught by Laozi and the ancients." Wanru answers this time with more heat in his voice.
"I know that people talk about me behind my back. There is nothing wrong with my ears, but it can hardly be laid upon my friends. For my own wrongdoings, only I deserve scorn to be heaped upon. No one else." The youngest of the three brothers says and then he bowed low before both of them. In this position he continues to say, "The brawls, drinking and wanton behavior I have committed deserve the scorn brother shows. I understand that it is wrong of me to act that way. "
"Do you? Do you truly understand? You're not just a low-class ruffian looking for fun and games. You have been born to something better and, as the son of an official, you're supposed to set a good example of orderly conduct to everyone else. You shame father, mother and our whole family with the way you are acting. Your mindless action falls back on them! Would true friends really help you do that? Shaming your family! Or would they intercede and help you on the path of righteousness? Think about that, little brother. " With that said Wanru makes his way towards the estate of the prefect. His younger brother remains in his bent position during this rebuke.Still bowed down he loudly says," Younger brother thanks older brother for his teachings!"
As he walks away Wanru can hear Guan saying something to Hong. "Your older brother surely knows best." While there is nothing wrong with what Guan says but everything with how he says it.
The three quickly reach their family estate and witness a small group standing before it.
"The prefect will not see anyone else today! Cease your useless begging and come back another day."
"Of course, I intended no disrespect. Please take these gifts for the family of the prefect and these for your loyal service. I will come back tomorrow," said an older man dressed in red silk with many jade accessories on his body.
When the two older guards guarding the entrance saw that their young masters had returned, they quickly bent in greeting. The Watchmen at the Headquarters Gate, first hurdle to meet the prefect, Nie Pan, waves them in.
The estate of the prefect is the biggest in Nieyang. Surrounded by a wall with two small towers by the gate and one higher one overlooking the three main courtyards. It's top is covered by pottery tiles. After entering through the gate there is a big courtyard bordered by housing for the servants and guardsmen, which is connected to the smaller inner courtyard through a pavilion and hidden behind another smaller wall.
As the three brothers walk through the courtyards to the building where their father resides, the first signs of something unusual happening show themselves. There are no musicians or dancers entertaining anyone. Normally these people would be there. The same can be said for guests or visitors, instead there are people arming themselves.
Long Weimin resides in the banquet hall, a two-storey building directly adjacent to the second courtyard. The wooden pillars and beams forming the main structure are brilliantly painted and lacquered. Its rooms are richly decorated with silk hangings, painted screens and large bronze urns full of dried flowers. Fur coated seats are prepared for guests and the hosts. At the head of the double row of seats is the elevated seat of the prefect.
There at the moment sits Long Weimin in the full official garment of a prefect, with the slash signifying his office. He is a handsome middle-aged man with a small moustache, piercing eyes and a commanding voice. Before him lies an allocation of reports, maps and documents. He himself is reading one of them at the moment. Besides him is his assistant Hong Ming, while the commander is unusually absent. Ma He rarely leaves the presence of the prefect.
Upon entering the room all three youths kneel down in front of their father, waiting for him to notice them.
After letting his sons kneel before him for some time, Long Weimin fixates them with his eyes. Slowly he sets down the document he read and lets his gaze wander over them.
"Finally my sons have arrived. Hong I cannot describe my disappointment in your continued shameful conduct." his gaze burns into the youngest among them. Hong literally shrinks before it. "In light of your apparent youth I have overlooked it for a long time. No longer. In the coming days you will either restrain yourself or be confined to the estate. Do not take my tone for any signs regarding the depths of my anger. Now look at me." Hong still remains in his position and his eyes downcast. Not daring to look at his father. "I. Said. Look. At. Me." Now Hong finally meets the gaze of his father. "In the days ahead you will do your utmost to appease me. So appease, son."
Falling down before his father with tears filling his eyes Hong says,"This unfilial son asks for forgiveness. This unfilial son hears and obeys!"
"We shall see. It may be heaven's will that the future holds more than enough chances for you to earn back the trust you have lost, my son." Without wasting a moment after he has finished with Hong, he turns his gaze to Guan. "Guan, it pleases me immensely that you managed to bring your brother here without any troubles. I assume any possible problems have been dealt with?"
"Of course, father. No one will dare bring any accusations forward."
"Good, I expected nothing less from you. But I have to confess some confusion how Wanru could arrive at the same time as you two. Do you have an explanation for that? If you have one, I would be delighted to hear it."
As Weimin's comment echoes through the room the smile on Guan's face freezes and he visibly struggles to find an answer. Finally he collects himself and answers his father. "I had to first look for him and sadly got false information from one of my acquaintances. And the manner of resolving the problems involving Hong took longer than could be expected."
"So it had nothing to do with you taking your time. This is good to know. I wasn't aware there are so many taverns in Nieyang to justify such a long search, but I have to trust your word. Right?"
"This son would never dare to speak any lies to honourable father. In the future I will endeavor to quicken my steps and fulfill your orders with my utmost effort."
"Good, there would be repercussions otherwise. I will not tolerate such actions from my children." At long last he finally looks to Wanru and for the first time since the three entered the room a genuine smile comes onto his face."Ah Wanru, you certainly surprised me with the haste you displayed in arriving so early. I expected you at a later date. Nevertheless it is good that you came home so quickly. Tell me son, was your hunt crowned with success?"
Wanru salutes his father before he answers his question. "Luck was on my side. We did catch a small group of deers and some other prey. It was a fortunate hunt even with an early end."
"Good, you have also given part of it away to the people?"
"I ordered the carriers to see it done."
"Excellent, your continued effort in this regard is a shining example for all local families. But enough of this pleasant talk. I did not order you back to inquire about such things. Let me ask you, do you have an idea why I did it?" After asking this question Weimin looks shortly to his assistant to then once again focus his whole attention on his son.
For a moment Wanru considers to keep his guess to himself, but it seems like another test his father has prepared for him. He always does that. "I would not dare to bore you with my thoughts, but as you asked, I think danger is on the horizon. Real imminent danger for our whole family and everyone in the county." As he speaks his last words his brothers react. Hong cannot hide his baffled look, but Guan's mind is already in motion.
"Your reasoning is likely impeccable. So, I will not inquire further, but who among your entourage suspects something?"
"Han Tong and Lin Yu. The rest seemed not willing to give the whole thing another thought. I gave them some coins to celebrate, which should further occupy their minds."
"Keep these two close to you. The men standing beside a person say as much about them as their deeds. Surrounding yourself with the able and quick-minded is a certain path for future greatness, my son."
Before anyone else can say something Guan blurts out. "It has something to do with these chalk marks. Jiazi, this means the moment they intend to strike."
Finally the baffled look on Hong's face vanishes and his face crunches up. He obviously tries to remember something. "Brother do you mean like in this poem.'The azure sky is dead and a Yellow Heaven will take its place. When the year is jiazi great fortune will come to the world.' I heard it at a tavern, days ago."
Clap! Clap! Clap! Slow and measured applause comes from Long Wemin. With raised eyebrows Weimin gives a sideways glance to Hong Ming. A small smile gracing his face. In response Ming respectfully nods his head towards his prefect. "As expected of my sons! Truly splendidly deduced." With this said, he stands up and moves to his sons. "Come rise my sons and take your places on the side. There is much to discuss." After helping everyone of them to rise up he offers them the empty seats before his own.
Deliberately or incidentally the two sides of the family take place on opposing sides. Hong follows Wanru to one side, while Guan marches to the other.
When everyone has taken his seat, Long Weimin starts to explain the situation."A messenger has brought word from the capital. The enemies have bid their time and gathered their troops with one purpose, rebellion."
This word hangs in the air, like a sword looming over their heads. Rebellions are always bloody affairs. For the instigators and the ones in charge of putting them down.
Compared to everyone else in the room, Long Hong is less rigid in posture. He leans forward and gains the attention of each set of eyes. Squirming under the eyes of everyone else he spouts out the first thing in his mind."Another rebellion? The last one was just some years ago. Are these truly so dangerous? "
Wanru speaks out immediately. "Father, please forgive Hong's outburst. He did not think clearly. His brash nature got the better of him."
Letting out a sigh, the prefect gives his son a disappointed look."Hong, the numbers given in the report are of 36 enemy divisions numbering over ten-thousand men. Does this sound dangerous enough for you? And these troops will not gather in the Northern edges of the empire or in the deep South. They are here. In Nanyang, Runan and Nan. In every commandery in the plaines. The safest places would likely be at the edges of the country."
As Hong hears this all color drains from his face and he mutters."Te-ten...thou-thousand?"
"Stop this pathetic display! Get your bearing or leave this room!" Thunders the voice of Long Weimin through the room. In response Hong turns to an ice-statue and barely moves a finger. Satisfied the prefect continues."Our enemies are the adherents of the so-called Way of Peace. You may have heard of them or even witnessed their healings. Through a fortunate event Heaven has displayed its favor and taken the element of surprise away from them. It is now on our side. And we will make use of it." Making a short pause, Weimin takes a sip from the drink in front of him. With a handwave he commands Hong Ming to speak up.
The older man rises up, giving a short bow to all those present. His wrinkled face reveals a smile. "Honorable prefect and distinguished sons please allow this lowly servant to guide you through what the advisers of our prefect have offered in aid and guidance. Every member of the retinues of the eminent families of Nieyang, mercenaries and wandering xias are conscripted and put under the command of the prefect. This night we will then purge Nieyang of every member of the Way of Peace. May their blood wash the stain of treason from our county. Messages were sent out to the family estates and land to gather troops for the defence of the county and our surrounding prefects will be probed for possible cooperation in battling this threat. Sadly these were the only points where we all spoke with one voice. The future course of action caused a substantial amount of dispute. Three possible courses of action were put forward." A gesture from the prefect stops him from continuing. Following that Hong Ming once more bows to all present and then takes once more his place beside Weimin.
"I will explain this part, Ming. You did a fine job. Thank you." Taking a deep breath Weimin says. "What my advisers proposed was simple. Either we save what we can and focus on defending the county. In the worst case, even just the town of Nieyang. Or we put ourselves and all the troops we could gather at the disposal of the Grand Administrator or Inspector of the province. Exposing and weakening our own defenses. Lastly some of them put forward the coward's way. I do not want to disparage them for it, in some cases it would be our best option. They urged me to make preparations for escaping the town and even the county. So, my sons. You have heard the opinions of my advisers. I would ask you to state your own."
Path Forward: What course do you propose or support? (This is not advising the prefect about what actions need to be taken, but what strategy you want him to pursue.)
-[X] Fight for the Empire: The court of Luoyang has sent out a call for all heroes to flock to its banner in defense of all that is good and right. It is the duty of every loyal son of Han to follow this call and prepare for battle. This rebellion needs to be crushed. (Aggressive Approach)
-[X] Protect the County: As prefect of a county, your father is responsible for the people in this region. His duty is their protection, first and foremost. The Grand Administrator and Inspector are responsible for the bigger picture. (Defensive Approach)
-[X] Flee before the Storm: With a rebellion on the rise and members of this movement even hiding in this town, your own family is in danger. A man who cannot protect his family can hardly protect anyone else. You need to flee either to your home estates or to Luoyang itself. (Survivalist Approach)
-[X] Write-In
Main Action: What will you do for the rest of the day? (Choose one option)
-[X] Enemies inside the walls: Help in dealing with the members of the Way of Peace inside Nieyang Town. Investigate to find their location and then lead men to capture them. (INT/LDR)
-[X] Create a Militia: Gather locals and form a militia to support your father's effort to defend the town. Starting with traveling xias to normal day labourers recruiting these men ready and willing to defend this peaceful county will surely help in your father's future battles. (LDR)
-[X] In need of a weapon: To defend the city walls the troops will need bows or crossbows. For both you need to talk to the local craftsmen and check the armoury. While it is normally under the perusal of the Bureau of Arms, you consider yourself an able enough hand to have matters going your way quicker with personal involvement. (CHA/INT)
-[X] Prepare for a siege: Hunger is one of the most dangerous foes one will have to face during a siege. The local stores need to be examined and if necessary filled as much as possible. Taking a personal interest in this issue will allow you to handle it with the needed amount of discretion. (INT/POL)
-[X] Protect your home: With the eminent removal of all elements of the way of peace in Nieyang, there is a chance for them to try and attack the residence of the prefect. To stand guard and help protect your family is what is important right. (WAR)
-[X] Inspect the Wall: Nieyang is a town with a wall surrounding it, but it has been some time since it was built. Furthermore, the spring came with some rainfall which is known to have damaged walls in many locations. Getting an accurate assessment of this last line of defense will help your father in making an informed decision. (INT/LDR)
-[X] Organize work crews: In the coming days there will be a need for many things to be accomplished. To prepare for a possible siege, a moat or a ditch needs to be dug, walls reinforced, the gate fortified and many other things may be in need of constructing. To help accomplish them you intend to organize the local day laborers into one work force for dealing with this problem. (CHA/LDR)
-[X] Investigate the officials: Who among them can your father trust? The teachings of this Zhang Jue have spread far and there are rumors that even some aristocrats have turned into his followers. While your father has made his own decision, if you find something you may be able to sway him. On the other hand it could also prove to be a waste of your limited time. (INT/CHA)
Personal Action: Outside of involving yourself in the current ongoings in the town, there is your family and close friends. With a threat coming to your doorstep it is important to focus on the things that matter...family, friends and lovers. (Choose Two)
-[X] Father and Son: Long Weimin is the prefect of this county and this responsibility will surely weigh heavily upon his shoulders with a rebellion breaking out. After coming of age, it is only right for you to help your esteemed father in any way possible. But to truly be of help you need to understand this situation and who could help you more in such an endeavour than your father.
-[X] Mother's boy: Long Baiye is the wife of the prefect and mother of his children. Coming from a long line of officials, she is accustomed to their life-style and knows how to deal with the never-ending problems raising their ugly heads again and again. Her advice is something you seek and guidance for facing the upcoming crisis.
-[X] Read a book: One of the many presents from your extended family were some books. One among them the works of Master Yan, his annals. A collection of the wisdom of Yan Ying. Learning from him will certainly prove useful in the coming days.
-[X] Quality time with little brother: Long Li is your youngest brother and has been walking in your father's shadow since he can walk. Always listening and doing minor things. At the moment he has become something of an unofficial runner to bring messages from your father to other officials. With danger looming on the horizon it is best to talk with him about such duties and invite him to a cup of tea.
-[X] Duties of an older brother: Your younger brother Long Hong is a troublemaker. While only being a little bit younger than yourself he has never displayed a similar kind of charisma or restraint. Always quick to anger, he fell in with some bad fellows who brought out the worst in him instead of curbing these violent instincts or channeling them into something positive. As his older brother it is your duty to step in and maybe help him in taking the first step on the long way of betterment.
-[X] Talk with the other side: Long Guan and Long Shou are your half-siblings. The relationship between the two sides of the family is best described as complicated. While there is no open conflict, there is always some underlying tension in the interaction between the half-siblings. Making it better or worse is up to you.
-[X] Father's Retainer: Long Weimin is surrounded by some loyal retainers. Most of them were recruited from the local gentry. They have come under the patronage of your father and many of their sons are in your or your brothers' circles of friends. With a threat hanging over this county, it is best to keep your families' friends close. Maybe even impress some of them into seeing in you something more than just Long Weimin's son.
-[X] Sneak out: Your friends planned to visit the Peach Blossom Pavilion and Qing Long has nearly begged you to come along. Also you have not been deaf to the stories about Lady Chenguang. Meeting such a rare beauty would ease your troubled mind and surely prove a welcoming distraction from the coming troubles.
I dislike making excuses, so sorry for the long wait. Man makes plans for god to laugh about. Future updates will certainly be shorter. I will go to sleep after posting it, so sorry if you want a quick response to something.
Bond post and Informational post about Prefectures follow in a short time. No, really short time. I have them written.
The prefecture or county is the lowest level where officials are appointed by the capital. Specifically speaking the three or sometimes four posts of Prefect/Chief, Assisstant and Commander. Luoyang was the major exception with three assisstants and four commanders and the other minor exception are border prefectures with an additional commander responsible for fortifications. The difference between Chief and Prefect lies in the number of housholds the county they will govern holds. Over 10.000 households in a prefecture means the official is a prefect, below that number and it is only a chief. The distinction also comes with a substantial impact on the salary. There was no equal payment for all prefects or chiefs, the amount varied between two different regions (300-500 shih and 600-1000 shih) depending on some factors from which we only know population numbers. Other options are mentioned to be importance, unruliness, tax income and status of being a march or not. Another name used for prefects is magistrate, but in this quest I will always use the former.
Only in truly rare cases are these three posts filled by local nominations or candidates.
The remaining officials were nominated by local authorities, depending on the point in time, the location and post, this can be the governor of the province, the grand administrator or the prefect/chief.
Under the prefect were the different Bureaus, all of them headed by a Division Head. Beneath them were assistants, clerks, clerk assistants and runners. The number of Bureaus and their responsibilities differed from prefecture to prefecture. We don't have accurate numbers for the staff, but most historians agree they numbered in the hundreds. As an example here are the numbers for the capitol Luoyang.
"796 men: 13 Officials Ranking 400 Shih, 56 Petty District Officials with Rank and Judiciary Clerks, 77 Accessory Clerks and District Accessory Clerks, 50 Officials Whose Salaries Are in Terms of Tou, Foreman Clerks, Bailiffs, and Acting Accessory Clerks, 250 officials of offices and Capable Junior Clerks, 90 Accessory Clerks for Documents, and 260 Patrolmen. To these must be added 35 prefectural Petty Officials with Rank mentioned elsewhere in the same source while Petty District Officials with Rank, District Accessory Clerks, and Bailiffs belonged to the district administration and must be subtracted. The others, excepting Officials Ranking 400 Shih and Foreman Clerks, belonged to the regular staff of a prefecture." -Quote from Hans Bielenstein Bureaucrazy of Han Time p.103
For the purpose of efficient administration, the prefectural territory was further subdivided into Districts, which term was used for both the walled district capital and its territory. In this case it has to be remembered that walled Each district was divided into Communes, where, once more, the term referred to the territory and its capital. The communes were divided into Hamlets and these into Households.
These were the levels local elites ruled and the fundation of their power. With whole hamlets being just their residences or even communes ending up nothing more than being in the possession of one family. Local elites had a near monopol on these positions, especially in the Later Han Era.
Positions and Explanations
This list is not all encompassing, especially the special posts or low ranks are not all mentioned. Prefectures and Commanderies from different provinces had not the same combination of Bureaus. Even within a commandery there were differences between the prefectures. I am just listing some of the most common ones and the ones I will be using for Nieyang.
Prefect/Chief: The prefect was the ruler of the prefecture and responsible for all matters pertaining it from storing grain to criminal cases. Their chief responsibility was to keep the records accurate and bring in taxes. The records were updated every year, at the end of it and then send to the Grand Administrator, who send it onwards to Luoyang. Furthermore, a prefect had to deal with local problems on his own.
Assisstant: The assisstant was essential what his name implied, an assisstant for the prefect. In case of illness he may take over the duties of the prefect, but only temporary.
Commandant: A commandant was responsible for dealing with military threats to the prefecture. Normally, this meant he dealt with bandits but the term was quite broad at the time and encompasses nearly all violent acts against other people. With the many feuds between clans, there were many cases were one side posed as bandits, which is why he was given the duty to investigate the bandit activities at the same time.
Bureau of all Purposes: Concerned itself with all matters of administration and consequently had an authorityy overlapping with that of others bureaus. In most cases one of the most important Bureaus and dealt with things from keeping the records accurate to tax collection.
Bureau of Merit: In charge of identifying worthy men to be nominated for appointment in the capital. It has to be noted, that prefects did not have the right to nominate worthies themselves. They could only forward their recommendations to the Grand Administrator, who was responsible for the nominations in the commandery.
Bureau of Investigation: Sends out investigators to look over the conduct and performance of the lower level officials. The Han Bureaucrazy worked through a system of checks and balances. For these to work they had to investigate and review the conduct of the officials. The Grand Administrator did it for the prefects and the prefects do it for the districts etc.
Bureau of Statements: This Bureau dealt with litigations. Even in that time and age there were the common neighbourly problems and the law got involved. Important to note is that the Han did differentiate between criminal law and civil law.
Bureau of Granaries: Obviously this Bureau dealt with granaries and the duty to fill them for emergencies, but it was also responsible for the tax grain.
Bureau of Markets: Another quite obvious thing, this Bureau dealt with market places and the tax collected from traders. This includes local registered merchants, for which they kept a record list and dealt with their payments, and the wandering kind, who only came into towns to trade.
Bureau of Banditry: This Bureau was concerned with the suppression of bandits. It gathered information about them, hang out bounty letters and essentially overlapped with the office of commandant, which happened more often than seems reasonable.
Bureau of Arms: This Bureau was concernend with military matters, from dealing with the equipment produced in the prefecture to conscripting soldiers. More the logistical or administrative part of armed forces than the commanding part.
Bureau of Water: There is no clear definition for this Bureau. In some cases it was responsible for digging wells and keeping them clean, in others it dealt with dikes and keeping rivers secure. Sometimes it was also responsible for fishing. Nieyang lies on a river and therefore should have such a specialized Bureau.
Bureau of Arms and Horse: This Bureau was only concerned with cavalry equipment and was mostly situated in frontier regions or regions well-known for their horse breeding.
Bureau of Decisions: This Bureau was concerned with criminal law. From finding criminals to prosecuting them.
Bureau of Households: This Bureau was concerned with population registers, and the sacrifices, agriculture, and sericulture of the common people. Another case of overlapping responsibilities, but also common practice among the Han Empire.
Bureau of Ranking: This Bureau was concerned with ranking people by age for governmental honours. On several occasion the emperor and the central government bestowed ranks on the whole population, but most often it only allowed for one person per household to receive such a rank upgrade. It was always the oldest personage getting such an honor, which is why such a list was important.
Bureau of Command: this Bureau was concerned with conscript solderis, convict labourers, and transportation of them. Mostly in use in border regions or when conflict was common like when the prefecture was a march.
Bureau of Laws: This Bureau is concerned with postal stations and couriers. The Han Empire operated such a system and the local authorities were responsible for their part of it. It was one of the reasons, why the Han was able to so quickly suppress the Yellow Turbans.
Bureau of Gathering: This Bureau was concerned with accounts, essentially dealing with the payment for government projects. Either buying horses from barbarians or paying for a dike or canal.
Bureau of Memorials: This Bureau was concerned with the transmission of memorials towards the capital or the Grand Administrator. Essentially the first road block for anyone without the necessary connections for sending a message or "advice" to higher officials or even the emperor.
Bureau of Consultation: This Bureau was concerned with giving advice. Most often local scholars or famed personages were gathered together to advise the officials on their duties or how to best deal with problems. This was important in some cases, because many officials, especially later on, had no experience in governing and were in desperate need of help.
Patrol Leader: A local official, most often stationed in the seat of the prefect, responsible for keeping the peace in the town. Obviously lead patrols of guardsmen in the town and the surrounding area. Most often there were more than one of them.
Bailiff of Markets: Official responsible for the market in town. Ensures disputes do not get out of hand, peace is kept and the one responsible for the licenses needed for having a shop or stand there.
Master of Records: Official responsible for the records of the prefecture. Has writers under him and keeps the records safe. Most reports had to be fabricated more than once, for their own records, for the Grand Administrator, for Luoyang, or for other official posts.
Prefectural Staff of Nieyang:
This list encompasses the higher echelons of the administration of Nieyang and some local officials. As his older brother it is your duty to step in and maybe help him in taking the first step on the long way of betterment.

(CHA/INT)
Going with an aggressive approach here since it seems like a nice change instead of just protecting the county! Also I currently don't trust Guan I'm not saying he's going to double cross us or anything but one update hasn't given me a good enough read on his character to know where he fully stands with us.
[X] Plan: Filial Facilitator
-[X] Protect the County: As prefect of a county, your father is responsible for the people in this region. His duty is their protection, first and foremost. The Grand Administrator and Inspector are responsible for the bigger picture. (Defensive Approach)
(CHA/LDR)

Protect the people first.
Our Father is in charge, and we should offer our full support.
But we don't know our Father's and his retainers actions, or overall strategy, so selecting a main action in support of it is a complete guessing game.
Therefore, we should aim to make all tasks easier, or as many as possible.
Organised work crews will make almost everything easier, especially if we take a Defensive Approach.
If we shoulder some of our Father's burdens, he can focus on matters of war. (I suspect help with managing civil matters and governance would be most helpful).
Our Father is busy, and there seems to be no one else our brother will listen to, capable enough to help him, or is willing to.
We're the best option to help our brother.

As the eldest son of the Prefect, how much authority do we have?
- Is our authority second only to the Prefect?
- Or does our authority only extend to matters of Clan Long, as the eldest son and Heir?

-[X] Enemies inside the walls: Help in dealing with the members of the Way of Peace inside Nieyang Town. Investigate to find their location and then lead men to capture them. (INT/LDR)
