By and large the Peuketti contribution would be symbolic, so Harpos will feel honored rather than burdened. If this all isn't stretching Hellenic norms too far, that is. A festival to honor Artemis related to the fall of Azetion would still be worthwhile, mind, even if limited to Eretrians.
Yup. For the long term, we need to start looking at ways to bind the Peuketti to us that don't involve slaughtering half their population every twenty years. A festival celebrating a joint victory is a start to that.

Not a bad idea at all, I'd allow it as long as the Peuketii were not allowed within the city walls.

If that's the point I think a more effective way of doing that might be to have him hang Eretrian banners from that fort he wants to build. Lets everyone who sees it know that he's holding it in our name.

Border markers like stones and such are probably a better idea, or victory monuments.

I thought we decided to do the whole "you're all equally worthless in the eyes of Eretria so none of you will be king over the others." When did we elevate Harpos?

Previously Canosa was foremost among the Peuketii, so making Harpos equal to them was an elevation.

I'll interpret it with a festival in a similar way to the way I had a sacrifice of the sheep that wasn't explicitly in the sheep choice. That kind of stuff I let grow from what people comment on and talk about unless there's some vociferous opposition to a festival. We're not Marked for Death, no need to enunciate every detail.

These are the festivals we have:

Summer Festival: Every year bulls are slaughtered on the akropolis in celebration of the Divine Union of Apollo and Athena and the unity of the city in reflection of their own marriage. The greatness of Eretria and its laws are manifest in this celebration.

Procession of the One Marriage: A yearly festival, the most important festival in Eretria that takes place in the spring and was first performed when the city decided to join Athena and Apollo as its patron gods. In recent years it has also included bull running, introduced by a troop of enthusiastic boys. The procession goes from the gates of the city to the ruins of the city of Bare (now mostly removed besides a single half-destroyed house on the Akropolis) and to the Shrine of the marriage.

There were all kinds of ways to martial armies in Greece like that, yeah. The Spartans used the split-flute when on the march and went totally silent otherwise, going at a walking pace towards the enemy (the real value of the Spartans was not individual prowess but their professional drill).
