Mackie was a Maus: A BattleTech design quest

thoughts on like, donating the RP to a different project?
Please don't?

Of the projects, MINI MAUS is slightly useful to us for fusion engine development but persistently useless beyond that. BEAGLE is in a regulatory hellscape with little prospect of being able to have Nukashuba use any of their products. RED BARON is useful, but they don't seem in any particular need of RP rather than a kick in the pants to sell some planes. NEBULA and BURNING EAGLE and DAUNTLESS finished their main jobs and now seem more at the mercy of Federal Council procurement choices than RP. INCREDIBLE and BUNNY BUG are dead. The new space marine armor project seems the most likely to actually find an RP useful.

But it's really extremely useful to us.

  • Yes. It is prudent, and you'd rather they found you if you got abducted by forces nefarious. Double check that anything in the way of chips are safe for Rebecca's vulnerable biology.
  • Inform him the car is your brothers and might be sellable if the terms are right.
Okay. So it looks like you got through the engineering plan 1 RP short of hitting the brakes before sending Heavy Scorpion to production.
  • 4 RP spent on Lorris - pausing and fixing poor cooling jacket (LL); resumed production.
  • 4 RP spent fixing the base model Raven: Eliminate Weak Legs, solidified Compact and Fast Reload; resumed production.
  • 4 RP on Raven minor variants; no rolls required.
  • 2 RP on an Ettin minor variant; no rolls required.
  • 5 RP on Heavy Scorpion: Engine swap; Cowl + Poor Targeting (medium) refined away; Hard to Pilot and Poor Targeting (short) eliminated; gone to production. 5 RP spent.
19 RP spent. RP remaining in FY 3004 budget: 1.

"It's my brother's," you say. "My sister-in-law hates it. So, if you love it... he might be willing to sell."

"You're kidding," Delta says, then looks at you harder. "You're not kidding," he says. "Can you give me his comm number?"

"Sure," you say, pulling out a pen and scrawling a set of digits across a napkin. "There you go."

Delta pulls out his tablet and grabs the napkin from you, heading to the corner of the simulator room. Gamma, forgotten, gives you an exasperated glare before leaving.

You hear muffled voices in the corner as Delta talks first to your sister-in-law, who answers the comm; then your brother; and then your sister-in-law again. You hear your name several times. Something about "unmarried," "devil's brew," and "living at our place, still." Delta starts to say something to your sister-in-law at that point, but then she cuts him off with something about Fleet jockeys.

"Look, do you want to sell the car?" Delta says to your sister-in-law. "I thought you hated it."

There's a pause. "Yes, sorry, I get carried away sometimes. Now, the yellow book value is, what, sixteen five?"

You hear a distant screech from your brother, and muffled shouting noises from the tablet. Embarrassed, you slink into a simulator pod, loading up the settings designed to try to simulate the Ribbon Sea Union's Mackie. While only in limited production, the hundred-twenty ton machine has the FNA brass worried; it outweighs the Lorris by twenty tons, after all, with a higher top speed.

When you crack open the canopy, you see Delta, still holding the napkin with your brother's number written on it.

"Thanks," Delta says. "Sorry, I couldn't resist. Now I have to go try to shake money loose from the bank. I feel sorry for your brother."

He gives you a peck on the cheek and dashes off.

General Murphy's hip-high rubber boots make squeaking noises as he walks along the dock. "Off the record, Mary, what the heck did you say to Councilor Everston? He hasn't been this energetic since his centennial birthday bash. Heck, maybe since he was president of the Nucarline Commonwealth."

"I just introduced him to Rebecca and talked a little bit about history, John." You shrug. "I'm a historian, it's what I do."

"It's damned unnatural, that's what it is. A man after his allotted threescore and ten ought to be a retiring sort of fellow. Everston, you, Nucarline is just full of freaks," he says, grumpily. "Damnit. BeBut both of you are damned smart freaks, so maybe you can tell me what he's after with this decision on the Ohitu militia's request to import the Type 216."

You shrug. "I don't know what his thinking is there. With the People's Republic ordering just one Ettin and one Raven, they probably just want to try to reverse-engineer everything they've done. For what it's worth, I think we can return the favor."

"Like the rest of them don't?" General Murphy snorts.

"The USNN offered to buy sixty," you say. "You don't need sixty machines for reverse-engineering purposes."

"They also want us to pay restitution for the Reliant," he says.

"True," you say.

"I'd rather they all went to Hefusts and Nuhai," the general says. "Not that they've asked for them. The Nuhaians think it's an awful lot of expense for something that can't swim, and the Hefustians probably don't believe they wouldn't have to gut and refit the control systems. Rumor has it they're having to rebuild the Seraphs to fit their spidery low-gee frames."

You peer down at the general, wiggling your long limbs. "I'm as tall as a Hefustian, and heavier-built to boot," you say. "The Ettins have a comfortable cockpit. We made sure of that."

General Murphy shakes his head. "Maybe I should have sent you on a trip to Hefusts," he says.

You cringe involuntarily. "That wouldn't have been much of a vacation," you say.

"Well, they're not buying any of the Lancers yet," he says. "The first batch of those is going to Nuhai. The First Nuhai Space Squadron, it's being called."

"It's simple and unfortunate," says John Kane. "Before the Raven, we were mainly limited by fusion engines. Now, we're still limited by fusion engine production, especially with Lancer production scheduled to ramp up and Capybara production likely to start soon, but we're also limited on everything else from myomer production to assembly line production. Quite simply, we have to pick and choose what to prioritize."

"And that's my job?" you ask.

"No. It's General Murphy's job, but he's always out fishing whenever I try to schedule a meeting with him. You don't have as many layers of protective aides and secretaries," he says. "So, here you are. Up to you to get General Murphy's signature on this. If he wants to change any of my recommendations, he can print out an extra copy of the forms and fill them out his own gosh-darned self."

You look down at the clipboard and the stack of paper attached to it. "I'll ... uh ... get to that, then," you say. "Nice to meet you," you add.

Once back at your office, you review the recommendations and attached analysis. The Lorris line has been idle for the last eight months, ever since a second test batch was run off after fixing the cooling jacket issues; while most of that second test batch has sold, orders are slow, and the last three Lorrises from that batch are still waiting next to the last lonely Mini Maus in a warehouse in Nunavu. Meanwhile, the Nutonga militia has been waiting for their pair of Ettins for more than a year after placing their order, and the wait for a Heavy Scorpion is at least six months at the current rate of production.

In addition to closing down some or all of the current production lines that are idle, another option is reconfiguring some of them to a non-serial configuration, assembling a single fixed unit in place - a less efficient choice for mass production, but suitable for small numbers of production. There's also an open question of whether the new variants should be produced on dedicated lines instead of going through the same facility with a different finishing process; dedicated lines have higher throughput, but less flexibility.

Following the corrections in production to the Lorris and base model of the Raven, the new aquatic variant of the Raven designed for export to Nuhai, the reduced-capacity versions of the Raven and Ettin designed for export to Nudezret, and the rush to put the Heavy Scorpion into production, there are seven production lines crammed into four factories in Nunavu, Calinova, Numassachu, and Ohitu. It's a tough decision, but one you don't have to make just yet.

You loom over the attendant at the ticket counter awkwardly and angrily. "What do you mean the sub-orbitals are all booked until Tuesday? How does that happen?"

She glares at you. "What happens is that Fleet and the STD all go hang around Herald and shunt military express traffic into the civilian system just at the same time that every militia colonel on the planet has decided to fly in and out of Nunavu to go look at Mickeys. The sub-orbitals are. All. Booked. Until. Tuesday."

You shrink back. "Tuesday... is fine. This is fine."

[Personal vote] Who are you going for and where?
Tensions remain high in Herald orbit, and the Fleet has concentrated its force in anticipation of the possibility of the need for a sudden decisive battle near the Elders' traditional jump point. You are taking a few days off. Select a diocese and a traveling companion.
[] [Personal vote] (write in diocese and travel plan)

[Elder Everston Import / Export Madness] CHAOS VOTE
What is Everston pushing as a priority? Vote for as many as you like. Vote stops when all Ettins are distributed.

[] Donating free sample Ettins to Nuhai.
[] Donating free sample Ettins and Ravens to Hefusts.
[] Importing Type 216s from the People's Republic of South Nudezret for the Ohitu militia and whoever else wants them.
[] Importing one Type 216 and engineering your own version.
[] Refusing to import Type 216s.
[] Paying reparations for the accidental destruction of the Reliant by the Phoenix.
[] Exporting Ettins to the United States of North Nudezret.
[] Exporting Ettins to the Ribbon Sea Union.
[] Exporting Ettins to the Confederacy of Independent Cities.
[] Exporting Ettins to the Union of Christian Socialist Republics.
[] Exporting Ettins to the People's Republic of South Nudezret.
[] Exporting Ettins to small Nudezret nations.

(Note that if you promise to deliver a working Nukashuban upgrade of the 216, you're committed to doing that or losing favor as a consequence.)
I will go through the results and start distributing Ettins based on those results from the top down - i.e., the top-voted line involving Ettins will be resolved first. How many Ettins that customer is willing and able to pay for out of the 16 being exported varies:

  • USNN: All 16 (and then some ...)
  • PRSN: 1
  • RSU: 4
  • CIC: 4
  • UCSR: 4
  • Hefusts: 0*
  • Nuhai: 0*
  • Various small Nudezret nations: 12
The number of Ettins donated to Hefusts and Nuhai (if any) will be 1 + (margin between # of votes for this option and the # of votes for the next paying customer).

[] [Engineering plan] (WRITE IN PLAN NAME HERE)
-[] (WRITE PLAN DETAILS DOWN HERE)

Refinement (1 research point, automatic result)
  • Adjust rating by up to 10 points (within current limits).
  • Change rating of gyroscope by 1 base unit.
  • Reduce type roll, to a minimum of 3. (Heavier is easier.)
  • Downgrading to "Primitive" eliminates all linked engineering failures.
  • Eliminate all linked engineering failures on a Primitive system.
  • Remove any number of optional systems completely.
  • Exchange equipment with identical weight distributions.
  • Replace system with previously engineered system.
  • Eliminate a positive quirk and a negative quirk of equal or lesser value at the same time.
Redesign (1 research point per attempt, results involve rolling; requires disassembly and reassembly or assembling a new prototype and iterates the design):

  • Re-roll a type.
  • Re-roll a rating.
  • Re-roll balance check and/or engineering quality check. Iterates design.
  • Change a rating arbitrarily, but also re-roll on rating error table.
  • Redistribute weight of armor and equipment and re-roll balance engineering check. Iterates design.
  • Re-roll engineering quality check and reset all quirks linked with the original engineering quality check.
  • Attempt to eliminate a negative quirk resulting from the engineering quality check.
  • Attempt to solidify a positive quirk so that it will be retained in the production model.
    • If solidified on one design, a positive quirk is more likely to show up in the future.
Engineering plans may propose multiple redesign attempts, e.g., "Re-roll type up to 3 times or until RESULT X." If an engineering plan would spend more RP than available in the budget, the early items in the plan are resolved first. The engineering plan can be as small or as large as you like; larger RP expenditures in one vote will move the design process along more quickly in terms of the episode count, but may be more difficult to plan.

Finalize for production (1 RP)
  • Requires rolling 1 engineering check.
  • Partial success (5) results in cost overruns of 1 RP in gearing towards mass production.
  • Failure (< 5) results in the creation of negative quirk(s) of appropriate value during the mass production process, based on margin of failure.
  • Minor variants of the production design that are no more than 3 RP of refinements from the base design will not require or receive an additional finalization roll, but will inherit negative quirks from above.
Pause production and adjust design (X+1 RP)
  • Pause production of a design and spend up to X RP on an engineering plan that includes re-engineering rolls specifically targeting quirks, and up to 3 additional RP of refinements from the original base design sent to production. This may also affect the configuration of the related prototype.
  • If this occurs as a patch in the first cycle of production, it will result in delayed delivery of the flawed model and correction of those flaws at the factory.
  • If it is beyond the first cycle, or this is a reconfiguration rather than an upgrade, you may opt to begin producing refit kits. These refit kits may or may not be purchased by militias with the older version.

Suggestion: the spread sheet would be quite a bit more readable if it had a line for every variant, rather than having to figure out the numbers for the prime variant by subtracting the others off. (Also, I think the difference in price between the Ettin variants lead to at least one wrong number in the Ettin summary row.)

Can anyone see a reason we would want to clone the 216? The only interesting thing I see about it is the light AC 2, and that's more of a cautionary example than a prize.

It might be nice to interact with Mary's niece again. We've rather ignored her.

It gets us samples of industrial grade structure and commerical armor in addition to jumpjets? but thats about it. really the issue is that we can't do much better with it given we can't get the engine down low enough.

I am more interested in the other options. Looking at the numbers paying back the USNN for their ship isn't actually as bad as i thought with a cruiser being about 177 million Cbills, though i am sure they will try and charge more for it.

The bigger issue here is that we know basically nothing about these factions. Ergo

@tomwritestuff can we get a bit of a primer on each faction before we start tossing our hat in the political ring? Like what kinds of governments and values these guys have? Also, the post needs a threadmark

I think we can still trounce it fairly well - our super heat sinks count for a bit:

Granted the LLs have a little less range than the light AC 2, but only 1 per range category. We save a huge amount of tonnage by not using industrial-grade structure.

EDIT: The problem is, that's taking up a chassis pick we could do something more interesting with, without an obvious reward. I guess we get to hopefully redirect the militia away from buying those clownshoes deathtraps? Edit2: And of course, taking out the civilian-tier technology raises the price a chunk, though not as much as MegaMek thinks since we have cheap fission.

Major forms of government on Nudezret

  • The People's Republic of South Nudezret has a population of 2.5 billion and traces its roots back to the South District delineated by the Elders during the initial terraforming effort, although the current government dates was formed as part of the Fifth System War. It has a unicameral assembly dominated by the Southern Socialist Party with a small number of aligned minority parties making up nearly a quarter of the seats in carefully curated elections. Most major policy items are decided at the SSP Party Congress, held every ten years. Senior political leaders are recruited from a sterilized subpopulation, a tradition designed to avoid the dynastic tendencies that dominated the executive branch of South District for the first four hundred years of its history and an outgrowth of a widespread monastic tradition encouraged by the Elders. The SSP has a slightly different interpretation of the Coxian doctrines than the UCSR.
  • The United States of North Nudezret has a population of 1.8 billion and was formed after the Second System War from a league of sixty-three independent states. Its government consists of a bicameral assembly with a House of Commons allocated by state population, a House of Elders containing one Elder appointed by each state's government, and an executive triumvirate whose members must come from three different states. It has a competitive three-party system anchored by the triumvirate electoral system.
  • The Ribbon Sea Union has a population of 1.5 billion and is a semi-federal union of formerly independent nations that retain sovereignty over matters other than a shared common currency, a mostly-shared foreign policy, and a common court system. This separation extends to independently financed ground militaries that jointly operate the Ribbon Sea Wet Fleet and the Ribbon Sea Space Fleet. The union dates from shortly after the Fifth System War, with member nations dating back in some cases to the First System War. Governments and values within the Union vary significantly, with the southern coast nations being distinct from the northern coast nations.
  • The Union of Christian Socialist Republics has a population of 1.4 billion. It is a one-party state on the northern continent of Nudezret, organized around the revolutionary teachings of Christian Socialist Merle Cox after the Third System War. Unlike the rival USNN, it has limited access to the Ribbon Sea except through the member nations of the RSU, and its system of state-mandated monogamy and employment is nearly unique, although the Christian Socialist Party (CSP) insists it is simply the correct interpretation of Coxian doctrine, in contrast to the version seen in the PRSN.
  • The Confederacy of Independent Cities has a population of 750 million and is a federal union of multiple island city-states which elect a unicameral parliamentary system in mixed-member proportionate elections. Its original smaller form dates back to the First System War. Movement and migration between the city-states is tightly regulated, and individual city-states are governed by councils elected by parish. Generally, each city-state is dominated by a single political faction or party, with parliamentary governments formed by the shifting alliances of local and regional factions into federal parties. The CIC lies in the widest part of the Ribbon Sea.

Professional disdain? Fix up the silly baby mech that will spill its spaghetti all over the landscape if a Heavy Scorpion gives it a saucy wink.

-LRMs give statistically equal-or-better firepower to the LACs at somewhat longer range.
-Slightly more ammo than the LACs (and can survive an ammo detonation).
-Much heavier short range firepower even within LRM minimum range.
-Capable of fighting infantry.
-Will not randomly break or explode after falling over or being slapped by another mech or taking a hit from anything bigger than a medium laser. (skill issue)
-It's true that it costs 50% more but I guarantee you are going to buy a lot less replacements. (unironically I'm pretty sure a 216 could kill itself tripping over its own shoe laces)

We should not allow them to buy standard 216s. This machine is a crime. The Loris has a CT bomb too but at least it's buried inside a walking fortress.

On the other hand we can't make enough of the decent mechs ourselves either idk.

I guess it's possible the commercial armour is a gigabrain plot to save tonnage and get more protection on the gamble that it probably won't survive multiple hits from heavy weapons in the first place, but that's not one I'd count on myself.

I think we want Helfusts (relatively friendly, nearest technological peers, and they've got our first batch of Starfighters) and at least one of the PPC Pact states (USNN and RSU). USNN might be wasted if we don't want to pay for their roadkill cruiser though.

One issue with that is that none of its weapons can ever do enough damage to demonstrate the flaw of the commercial armor. Which isn't strictly mandatory, but it'd be a nice gesture.

Personally I'd give them to the USNN, they are the most moderate and we need to build a bridge given the current situation

RSU is almost certainly weaker, but doesn't seem less moderate?

USNN would seem like the obvious pick if Phoenix hadn't run over their boat, but that makes it a little more complicated. OTOH buttering up RSU but snubbing their ally and neighbor might be pointless. Also, I'd note USNN has an utterly terrible flagship tank. It's like they had a 3-AFV pileup and just decided to weld the result together.

[Elder Everston Import / Export Madness] CHAOS VOTE
What is Everston pushing as a priority? Vote for as many as you like. Vote stops when all Ettins are distributed.

[X] Donating free sample Ettins and Ravens to Hefusts.
[X] Refusing to import Type 216s.
[X] Paying reparations for the accidental destruction of the Reliant by the Phoenix.
[X] Exporting Ettins to small Nudezret nations.

[Bureaucracy vote] You may raid a rival project for budget or donate your last remaining RP to a rival project.
[X] [Bureaucracy vote] Donate to Project Burning Eagle

Let's help a team, and branch of service, that can think anything through. Building a brand new Jumpship is amazing.

Type 216: Giving the Type 72 a whole new justification...

I'm not sure how the chaos vote works at all.

[X] Donating free sample Ettins and Ravens to Hefusts.
[X] Refusing to import Type 216s.
[X] Exporting Ettins to the Ribbon Sea Union.
[X] Exporting Ettins to the United States of North Nudezret. (As last among equal votes.)

[X] [Bureaucracy vote] Do nothing
[X] [Bureaucracy vote] Raid Project Mini Maus

We can really use that point. Specifically, like this.

[X] [Engineering plan] Re-engine:
-[X] Re-engine TwoCan with a experimental fusion engine targeting 19 tons.

(We can use a standard or compact engine to make something interesting. We can't use a light or extra-light engine but YES PLEASE. Also, this will help us get better engines in the future.)

Borrowed from Tatbee in the future! Because it's a great way to keep things together. (Probably not a great way to get Rebecca or Mary into a mech in the coming mess, but that's okay.)
[X] [Personal Vote] Go to Nucarline, take Rebecca, spend time with niece and family.

Idea.
Could we export Ettins and Ravens together, as a package deal, or a "Lance"?

e.g. if 1 "Lance" = 2 Ettins + 2 Ravens
We could have 8 "Lances" available to export, with 24 Ravens left over.

@tomwritestuff

Can we donate our 1RP with caveats on what it is used for?

Eg: Integrated Neurohelmet for Power Armour?

Can we donate 1RP while also Raiding ?RP from another Project?

Mini Maus still has RP we can yoink and they are not even attempting to address downsides.

Edit:

Anybody else interested in PROJECT LEVIATHAN?

A Swimming Mech could be of value, as there are complaints that the UMU currently in use is too limited.

What even are the available diocese to visit?
I believe I've mentioned Nunavu, Nucarline, Calinova, Numassachu, Idanova, Ohitu, and Nutonga. There are others that I haven't named yet, so you could even do a write-in, although I reserve the right to Nukashubafy any write-in name so that it fits stylistically.
Would they wait patiently for the rest?
Or complain that we're not fulfilling their order?
Everybody has to wait patiently when it comes to the Ettins.
I'm not sure how the chaos vote works at all.
To clarify (and I am also adding this to the threadmarked post):

It's a bit like the tech vote was.
Can we donate our 1RP with caveats on what it is used for?

Eg: Integrated Neurohelmet for Power Armour?

Can we donate 1RP while also Raiding ?RP from another Project?
You could make a suggestion with a donation, but you cannot both raid and donate.

You will potentially have an impact on current and next FY production for all of these projects. The Capybara is due out "soon" and may enter mass production in the last stage of the fiscal year, the number of Scourges produced is not yet set, there's a near copy of a Scout JumpShip due out "soon," the Light of Faith is being refitted and reconstructed and should be in good condition for use "soon," and the various new projects are feverishly working to generate their first working prototypes to demonstrate for the Federal Council.

I would rather use the point to roll for advancing engines personally.

Reread the post, i am trying to understand what the general actually does beyond being a connection to the brass and being a progressively worse jerk? Also the FNAs lack of understanding shows as they consider the Mackie a threat to the Lorris despite the thing having less armor, fire power, and its range advantage is removed by CLPS which forces it to close to within range. But if they are so concerned about speed the hardened armor can be dropped i guess. I also have a working thug version of the Lorris. 2 HPPC, 2 SRM6, 1 AMS, CLPS, and enough sinks to shot 2 PPCs and a SRM6 at the same time, with a Combat Computer it could alpha strike freely.

As for the trades, well i would probably do the following. I am ignoring the PRSN given the don't provide anything note worthy and we can get something better than the 216. I want to bury the hatchet on the ship problem, and I can see use making a deal on waving costs on Ettin Exports as a means of doing so (16 of them add up to almost the full cost of a cruiser so that deal should both financially and politically/diplomatically and let both sides save face). If they don't, well the cost of 16 ettins is like 150 something million C-bills which the majority of the cost of the cruiser anyways. This is also why i short ended the UCSR, we can afford to snub them not the USNN.

[X] Donating free sample Ettins and Ravens to Hefusts: 1 Raven
[X] Paying reparations for the accidental destruction of the Reliant by the Phoenix. (combine with free Ettins?)
[X] Exporting Ettins to the United States of North Nudezret.: 12 Ettins
[X] Exporting Ettins to the Union of Christian Socialist Republics. : 4 Ettins
[X] Refusing to import Type 216s.

EDIT;

[X] [Personal vote] Culture/History/Nature/Science/Etc Museum Tour with Rebecca (Dionese: The one with the best museums (Historia!) and Culture/History/Nature/Science/Etc Museum tour with Rebecca) I imagine Mary would love museum crawling, and Rebecca would at the very least find some of it amusing or engaging with examples. And I refuse to believe that our people don't have some form of culture beyond being Polygamy practicing prudes.

[X] [Bureaucracy vote] Raid Project Mini Maus

With new tank projects going i suspect we don't have to push the engine quite yet. And we can afford not to this turn. Getting Exo Piloting suits might help with pilot injuries we keep having, and is a good reason to ask for the tech.
