This snippet was inspired by discussions with Redd984 over on SB of an alternative history RWBY where, during the Faunus Rights Revolution, the Faunus managed to not just win but take control of one of the Kingdoms, specifically Mistral. The sudden wave of shock this sent throughout the other kingdoms caused an increase in Grimm attacks that were already bad thanks to the war leading to an, imperfect, solution.
All Faunus, rather than being loaded onto dinky boats to Menagerie where they'd likely die or never be able to live comfortably, would instead be sent to Mistral, and the humans of Mistral would be sent to the other kingdoms. No one is exactly 'happy' with this situation but the circumstances were bad enough and both sides unwilling enough to let things go that it became the only viable option.
After chatting with Redd984 we came up with the idea that one of the Maidens, Spring, was a Faunus and it was her involvement when things seemed at their worst for the Faunus that led to such a sudden turn around over canon Remnant's more drawn out fighting.
This snippet was basically meant to cover her character, motivations, background ETC and establish exactly when the metaphorical butterfly flapped its wings with her either not being a Maiden in the 'original' history, or having maintained neutrality and just fought Grimm.
Oh and suffice to say, Ozpin was going to chastise Winter for her behaviour and to try and comfort 'Spring' over Vale's decision, but I tend to see him as not being the best with such things, such as with Pyrrha and the Maiden situation and not wanting to show division to either side.
A Spring Storm
20 years post the Great War:
Buried deep beneath the foundations of Beacon Academy, and hidden from common knowledge was the Emerald Temple. That wasn't the gargantuan basement bellow Beacon's true name, its sole occupant wasn't even sure if had one. But the wall mounted torches flickered with green flames, casting their light upon the patterned tiled floor and grand pillars so she felt it fit.
Pressing her gold cloaked back against one of the pillars Tawny sucked in a breath and the torches dimmed.
Pulsating under her skin was the familiar and gentle thrum of her Aura, light and warm, with a pleasant sort of buzzing energy to it.
She exhaled her breath and the air around her, invisible but somehow clear in her minds eye rippled with glowing golden streams and the emerald torches flared.
The rough brown ears on the side of her head twitched, seeking a sound beyond the crackling of flames and finding nothing. 'But I can still hear the storm...' She thought.
Deep underground as she was the Faunus could feel the densely packed clouds up above her roiling and rumbling with unspent power. With each breath she sucked in she felt them swell and when she let it out another wave of rain crashed down upon the world up above.
Golden feline eyes stared out into, what to a human would have been a dark chamber, and saw nearly everything and more. 'Its moving,' she thought to herself, hands clenching and un-clenching at the spectral streams of gold that flew through the air.
Invisible to the naked eye the gold flowed all around her, weaving through her clothes and skin, more immaterial than the air she breathed.
Tawny sucked in another breath and tried not to think about what was happening up above. When she felt the mass of light inside her swell like a hungry flame and the thunder boomed, she knew she'd failed. Tawny let out a sigh and let her head droop, the straw blonde ringlet of her hair hanging just outside of her vision.
'It wants to be used...or maybe I just want to use it,' she thought. Even after her few years of tuition Tawny didn't understand her powers, her mantle. The headmaster claimed that with time and patience she would understand and he was kind enough that Tawny didn't want to doubt him but- 'None of the others seem to have this problem... But then, they were meant to be Maidens and I'm just a-'
She almost snarled, fists clenching and blood pumping Tawny heard, she felt, the flames writhe around her. Up above the storm clouds rumbled. Her eyes flashed with light as spectral fire-lights swelled up. The power flew around her like water bursting from a dam and- Tawny yanked it back. Teeth grit and with an almost physical tug she dragged the flowing energies back and slammed her back against the pillars before letting out a shuddering gasp.
The tendrils of ghostly gold flowed in the air and wafted away, through the pillars, the floor and even the ceiling. She was the beating heart and they were the veins, sending her power pumping into the earth, the air and the flames. 'Disperse it, disperse it,' Tawny told herself as she waved her hands. Sending the slippery smooth energies further and further apart and spreading them so thin they almost vanished.
Just as she sighed in relief the small double doors of the temple flew open. Startling Tawny threw herself to her feet and felt the power inside her rush and tumble with excitement at the- 'Her,' Tawny inwardly grumbled.
Striding down the hall with hard steps was a woman with long, elegantly styled blue hair in a thick ponytail. She stood much taller than Tawny's own diminutive form and wore a short dark blue dress with a lighter blue and fur rimmed coat hiding her form.
Flowing around her was white light that drifted like mist, it bloomed from the centre of her chest and flowed outwards to surround her entire body like a miniature sun, a near match for the wispy rays of faux sunlight that surrounded Tawny.
"Yours I presume?" She asked, tilting her head upwards in reference to the storm.
"Sorry I've been stressed, its under control though," tawny said plaintively. 'Will she believe you? Are you telling the truth? Why is she here!?' Tawny's mind was a whirl with worries and questions.
The Maiden snorted as she strutted passed and said, "I'd not expect much from you but at least manage that bestial temper of yours."
Failing to repress an irritated twitch at that remark Tawny bit back her first retort and said, "Winter," she started calmly, "how are things in-"
"I don't report to you, Tawny," Winter stressed her name. It was a long running grudge her human contemporaries had developed, after all, they all belonged to generations of women raised or trained to Maidens. Tawny? She was an accident, and in the eyes of Winter, she was a thief, someone who had been bequeathed a power that an outsider, let alone a Faunus, didn't deserve, by simple chance.
'Not that anyone's seen Char since she ran into the Mistrali wilds,' Tawny thought. The woman had been unwilling to be a 'mere' agent in guarding the Maidens after her mothers power had accidentally been bound to Tawny after the previous Spring Maiden died in her sleep.
Turning away from her senior in height if not Maiden-hood Tawny pushed back the bile in her throat. 'Don't rise to her, she's not worth it, just ask Ozpin once he's here,' she told herself. 'Of course...' she thought uncertainly, glancing at the radio she'd long since slammed off. 'If there hasn't been some magical turn around then the kingdoms won't have changed their mind about Menagerie,' she shuddered at the thought. She'd long since lost contact with her family in Atlas even before the continent turned into a bloodbath but she had little faith they'd have been able to join the rebel forces or escape the first deportation. 'Maybe I don't want to hear what he has to say.'
"You shouldn't look so down," Winter said, looming over her. "Even once the kingdoms have gotten the rest of you load-stones off our necks Ozpin will keep you. Such a lucky little thing."
"We're part of the kingdoms t-" she felt a jolt as light night crackled outside and fire danced at her finger tips. 'No!' Tawny threw herself back and sucked in a deep breath through clenched teeth.
Winter was striding towards her, the air went cold, the floor hissed as it began to freeze and the lights dimmed.
'Idiot, I can see in the dark,' Tawny thought even as she backpedalled away from the taller Maiden. 'Can't lose control, can't break-'
Their exchange thought was interrupted as the doors swung open and Ozpin's cool, crisp voice rang out. "That is enough, from both of you, I'll not have this sight become a battleground over petty insults."
Glancing at one another both Maidens turned around sharply and waited for Opzin too approach. The silver haired man's spectacles gleamed in the fire light, hiding his eyes. His dark suit was more done up than normal, a reminder that he'd been in a meeting and his silver handled cane was clutched in loosely in his hands. For all the world he looked normal, unreadable... distant.
Finally they stood together in a lose triangle and Ozpin glanced down at her. "Spring, I am sorry to tell you this but... despite protests amongst a large percentage of the populace, both human and Faunus," he stressed.
Tawny felt her heart sink, her inside shivered from a chill completely separate to Winter's chill. Even her powers couldn't react. Instead they flickered and for a moment she nearly lost her grip on the reigns of the storm entirely before pulling it back to her as she gasped for breath.
"As well as my and our few allies efforts, the Council has decided to move forward with the Faunus relocation to Menagerie. You of course, will be staying here and I swear I will continue to argue against this and do my best to ensure those who are being sent are given proper provisions and transport."
'Rather than bundled onto ageing ships too small for everyone and left to the Grimm!' She inwardly snarled. The storm thrummed and lighting crackled in the skies, lancing from cloud to cloud seeking a target.
"I see," Tawny said quietly.
Ozpin merely sent her a nod and turned to Winter and said, "What do you have to report? Communications have been sparse recently."
With a small smile Winter nodded and said, "Vacuo is under a lose Grimm assault, caused by Faunus rioters. The majority have since been placed under house arrest in various sectors of the city. But there's still much fighting going on thanks to underground criminal networks. Summer has kited some of the larger Grimm away and is continuing to harass their ranks."
"Will she need reinforcements?" Ozpin asked.
"She said she could handle it, but she has an emergency Beacon if its needed," Winter said.
"Very well, and Atlas?"
This time Winter's smile faded into something like a scowl. "The Faunus have taken Fort Castle. I doubt it will last though, a General, Lagune I think, has been assigned to smash it open by any means necessary.
"With that central location lost the mass of Faunus that broke from Atlas and dispersed into the wilds will lose their organisation. The rest of the Faunus population is being rounded up into prisons while the people in charge organise more ships. The Grimm are not significantly more active than usual if Fall is to be believed. The fighting is too dispersed to cause much of an increase in activity." It was an afterthought, the Grimm weren't what interested Winter after all.
"Mistral," she continued, "Is difficult to summarise, but suffice to say there's fighting in the cities and with militia- rabble," she corrected. "Forces out in the wilderness, mostly concentrated on an island West of Mistral, the Faunus have dug into an old military base. The Grimm are keeping things in a stalemate for the moment attacking both sides and making it difficult for Mistral to make much headway."
Coughing into her hands she continued, "However these mostly seem to be harassment attacks brought on by localised negative energy. More Grimm are coalescing though, if their gathering is not broken or expedited into an early attack they could make for a large assault though...
"I believe this problem may resolve itself, to an extent," Winter said. "The Mistrali army seems to be arranging things that the bulk of the Faunus forces will be assaulted by the Grimm first, should the army push them with a strong opening attack. From there they can pull back and merely attack when and where necessary to ensure no survivors. From there the army will be able to return to sweep through the remaining villages and hold outs before returning to Mistral and set everything to order."
"This war will end soon," the satisfaction she said it with was sickening and Tawny could feel the woman's satisfaction and pride. It radiated off of her like a sick stench.
"I see," Ozpin said tonelessly as he strode passed them.
Head hanging low as she mad to leave Tawny bristled as Winter passed hey by thanks to her longer strides and said, "I'll be retiring for now Ozpin."
Tawny's walk slowed to a crawl even as Winter continued to stride away. Heat rippled around her hands warping the air. The air swelled and pulsed up above as golden streams flowed invisibly through the air. Tawny's eyes began to shimmer as the storm up above roiled and lightning lanced through the crowds, crashing together in a writhing mass.
Ozpin called out, "Spring please leave us, Winter, I would have a word." Was he angry at the woman, proud, saddened by a nightmare he only bore witness too rather than had to live through?
Tawny couldn't say, didn't care either as she sucked in a breath as Winter spoke qith an airy disinterest, "I'll be sure scout for Grimm activity tomorrow to ensure everything runs smoothly," she said.
"That's not why I-" Ozpin started to say.
Tawny breathed out, the candles quenched and her eyes shone.
"Die."
The power around Winter shone, her eyes began to shimmer- 'Too slow.'
An explosion rocked the temple, the woman's eyes widened as a mighty roar tore into her ears and the roof was blasted open. Like the roar of a demon and as bright as the sun a massive bolt of lightning struck Winter. Even as the shock wave forced Tawny to her knees and the blast sent rubble flying she could still hear Winter's scream.
Ozpin blurred forward but before even the living legend could reach her Winter raised up her arms and broke the lightning strikes flow, catching the bolt in her hands. It crackled and hissed before rebounding from her palms and lancing chaotically threw the temple, tearing through pillars and ripping up the floor.
"You little bitch!" Winter roared, eyes shining white. She threw her arms down and unleashed the gathered lighting strike.
Tawny kicked off the ground and let the bolt strike her. pain lanced through her mind and body. For an instant she saw only white but, 'Mine!' She thought, clenching her teeth. There was no air to breath but when Tawny breathed in the lightning flowed into her and began to pulse through her like blood.
Using a bolt of lightning Tawny let it blast from her feet and launched herself at Winter who had already taken flight, surrounded by gale force winds.
She heard Ozpin shout something, it didn't matter, nothing mattered but this moment. 'You're mine,' she thought, hurtling at the other Maiden.
Ice, lightning and wind crashed together and the air sizzled and cracked under the strain. Tawny threw her arms out and the bolt of lightning flashed in every direction, the last thing she saw was Winter's eyes squinting from the pain just like her own.
"You little bi-" Winter screamed, her voice like a gale as ice gathered at her hands.
She was too slow, she smelt burnt and Tawny could hear her every move. Fists surrounded by green and golden flames Tawny drove her punch into Winters cheek. The winds flickered and Winter spun to the side, trying to lean away but Tawny rushed after her and wrapped her arms around the woman's back.
Smirking Tawny squeezed with everything she had, knocking the wind out of Winter and stealing her flight for just a moment. The winds around her screamed and howled and Tawny dragged them both up through the hole int he ceiling and up above Beacon's grand towers. Above them the storm raged, torential rain battered her windshield and Tawny could practically feel Winter swell with confidence.
'My storm, my lightning,' Tawny thought. With a roar both women threw their arms out. Rain froze and turned to icy shards that hurtled towards Tawny. But before they could the sky rumbled and boomed, unleashing another bolt of lightning that bent and contorted before striking them both.
Winter tensed and threw back her head as she tried to steady her own attack but the lightning ran through her and into Tawny and the Faunus immediately sent it back even as she called on another bolt.
There seemed to be an instant where Winter realised what had happened and the woman thrashed against her as more and more bolts of lightning tore down form the sky and crashed against them. A continues stream of golden power tore down from the skies until the light was blinding as it beat against the protective barriers of their Aura and magic.
Tawny could feel her insides cooking, her Aura screamed under the pressure but Winter was getting more than Tawny was taking and it showed as her violent struggle to try and take control of the lightning failed. Her powers swelled around her in a desperate bid to protect their host but Tawny could feel the woman's Aura crumbling under her hold.
Squeezing Winter's ribs Tawny broke her tether to the storm just as Winter's Aura shattered. The light faded and a faint crank ran out as she broke her opponents ribs and Winter gagged before slumping against her, panting and barely conscious.
Tawny let Winter slide from her grip, two jets of fire at the base of her feet the only thing keeping them both from falling to the ground below. Tawny lashed out and caught the falling Winter's wrist and lifted her up.
Eyes still sparkling with white light Winter tried to spit but succeeded only in scowling, body too numb and sore to move.
Looking her in the eyes Tawny said, "No one else is going to Menagerie, I'm ending it, right here, right now. You can try and stop me again but I won't hold back next time," a bold faced lie if there ever was one, she might have surprised Winter with her skill but she held no illusions that they were anything but equals at best. Smirking at the woman's eyes widening in surprise Tawny said, "Oh and in case you missed it, I'm a feline, not a dog, you little twit."
A light coil of lightning ran through her arm and Winter shuddered before going limp in her grasp. Looking down Tawny spied Ozpin watching her from the top of his tower. Lazily she tossed Winter towards him and shouted, "She'll live!"
If he called ot her she didn't hear it. Instead Tawny let her powers urge and the fire at her feet exploded, launching her higher into the sky and through the clouds until she broke through and saw the blue sky up above. The suns rays warmed her and the energies inside her seemed to sing with joy as she called on them. Surging through the skies with the golden rays of the sun and her own spectral golden rays dancing around her frame.
'East,' she thought, images and maps of Mistral already dancing in her mind.
This was the day everything changed.

Pretty solid. While I felt the dialogue was a bit stiff (even when considering who these characters are, it still didn't come off as quite natural), there were some other things you did that worked. The violence was appropriate for the tone you going for- it was dirty and personal. Bigger definitely isn't always better, and holding back on that even though your characters are major players like the maidens and Ozpin was the right call.
In a lot of stories, we see Weiss slowly overcoming her prejudices, that she has to learn what's really going on with her family company's shady business practices, and begins to fight and change things for the better. While Blake, on the other hand, is often very knowledgeable and well-read on the topic.
Now what if we turned that idea on its head? Blake grew up in the White Fang after all, and while she's not crazy enough to blow up an entire train's worth of people, she has to have had plenty of brainwashing and disinformation. Now play that up. In the fic Bad for Business, Blake mentions some Schnee Death Mines, and when Weiss blows it off, Blake reveals that she was there.
Now let's change that last part. When Blake talks about the Schnee Death Mines and Weiss denies it, Weiss does the research and finds no evidence. Blake hears this, assumes there is a cover-up and does her own research, only to find zero evidence that the story was true. It's just propaganda, and Blake has to take a serious look at the world and see if Faunus are really treated as bad as the White Fang say.
This would tie in with the FNDM's observations that we rarely see any sort of faunus discrimination in the show. In fact, the only evidence we see is Cardin bullying Velvet, but he's an asshole who bullies Jaune too. There's calling Weiss calling Sun a ruffian and the cops chasing him, but he was an illegal stowaway that ran away from the cops when they found him. Also, his outfit isn't exactly something that screams "upstanding citizen." I mean, it looks a hell of a lot like something your stereotypical delinquent would wear, and him being a stowaway running from the cops while taunting them does little to dissuade that impression.
Faunus discrimination may be present, but it's a very small thing. The White Fang is just playing on Faunus' fears and making things seem a hell of a lot bigger than they actually are.
Now if we see a lot more Faunus racism and discrimination in v4, I still won't take it as evidence that I'm wrong, because I can see a lot of people being justifiably afraid of Faunus after a Faunus-only group wore Grimm masks, fought alongside the literal beasts of extinction, and helped topple a kingdom. It may not be right, but it's understandable.

Thank you! Yeah the dialogue was a bit of a hurdle, I wanted to show a more classical style given its well prior to canon but it does feel a bit awkward. I'm glad the battle felt so dirty and personal that is exactly the feel I was going for, thanks! Though it seemed small? That's actually a bit of a shock, hehe, if I do another I guess I'll need to go to the next level XD
I disagree with this overall, partially because if its not such a problem the White Fang never would have become violent in the first place nor would they find willing recruits with such ease. People don't sign up to live in the wilds, don the masks of monsters and likely kill and die unless they are desperate or very angry. Plus, as to how little discrimination we see, I imagine that's because we have only one main character who is a Fuanus and she is in the process of passing as a human, besides that we have Velvet and a background character who both admitted to being discriminated against due to being a Faunus, and Sun who's never really been asked about whether he gets treated badly because he's a Faunus but does regard the White Fang as a crazy cult of which he has very little actual knowledge.
Everyone else we see at Beacon, which is where we spend most of our time, is human, most of the background characters in the cities are also human and we barely see them anyway, portraying prejudice that isn't overt slavery is difficult at the best of times. Besides Weiss openly admitted a motive in her leaving Atlas was because she knew her father was involved in bad things, so its less she "had un-learn what her father taught her" and more "Got less defensive about her family with outsiders".
If you're going that route, your suggestion is more like the Blue Lives Matter countertrend- even if there's validity in the idea that the faunus issue deserves to be portrayed with more nuance and subtlety, by taking it in the direction of "no, the minority has just been misled", it will always reek of the same patriarchal overtones of much less well-intentioned stories about benevolent but misunderstood authority figures.
That said, there is an interesting idea here. The power of media and political theatre to manipulate social unrest could be incredibly interesting when applied to the White Fang. What does Adam truly believe, and what does he present to his supporters? What are the long-term goals of the White Fang, how and why have they evolved, and what is actually happening behind closed doors?
To date she had only known one decent Faunus. All other faunus were white fang. She didn't give Velvet crap. Sun, on the other hand, had clearly engaged in criminal behavior. But really, if you want to talk about Weiss during this scene, you also have to mention Blake and how self-righteous and holier-than-thou she was. Trying to defend the White Fang at every turn. Sun barely even factored into her defense. She was more concerned that Weiss called them out as what they were: a bunch of lying, thieving murderers. Even back at the dorm, when Weiss admitted the reason she hates the White Fang is because they MURDERED her FAMILY, Blake STILL tried to defend them. She never actually ADDRESSES Weiss' points, she just brushes them off by calling Weiss a racist and SASHAYS off.
What's worse is in the next episode, Blake admits to Sun that she knew all along the White Fang were guilty, so she was literally defending the indefensible. In fact, she is actually SURPRISED Sun thinks they're a binch of assholes who use fear to get what they want. And she gets offended when Sun compares them to a cult.
If anyone needs to take off their racism goggles, it's BLAKE, not Weiss.
