Well here is a question? What would be the hardest, most expensive thing for use to deal with ourselves? Whatever that is, should be picked to have the Emperor handle it, that way we con focus on the easier options. Maybe the walls? Useful in case the mastermind behind the assassination attempt holds a grudge, Is probably very expensive to repair, and it will hard for the Otome to alter it for his own ends.

If you're asking about the city's sanitation, well of course it's dirty, it's a city. You don't know enough about disease and its causes to recommend anything like an upgraded sewer system. Keeping the city clean is what eta are for, in any case.

of all the issues, I think keeping peopel fed is probably the most pressing. The other problems are bad, but not nearly as crippling as a famine would be.

Your decisions have already played a part. Culture is not a static thing, though, and your decisions in the future will affect things as well.

Tsubaki's actions will definitely have a disproportionate impact in comparison to her descendants.

We're just starting so we could just solve one of the most immediate problems before trying to place a long-term goal. Once the famine is solved, we can start building a solid relationship with our servants.
