Junjie

Last year you achieved an epiphany with your understanding of the piercing blade. So, not wanting to lose that burst of enlightenment, you spend some time in the wild lands meditating on your blade forms and leaving patches of wilderness sliced to ribbons. Unfortunately you don't make quite as much progress as you would like. You can definitely see what you need to do, but there is a substantial amount of training in footwork and various forms before you can call yourself an expert in the blade.

Before you leave the Wild Lands however you meet up with Li Mei. It has been some time since the two of you have had the opportunity to go hunting, or even spend much time together alone. As monarchs you are both exceptionally fast and there is very little that can stand in your path so the pair of you spend a few months wandering around the Wild Lands seeing the sites.

Li Mei shows you the mountain village where she grew up, and the lightning scarred valley where she perfected her lightning. You show her the secluded glade where you ascended to grandmaster and from the top of the highest peak in the Spine point out the Folded Mountains where you grew up.

It's actually not as far away as you remember. The trip that took years for your ragged band of retainers is one you could probably do in a few weeks. You idly consider making the trip and crushing your old enemies, but what would be the point? It's been thirty years, and the Qi is so poor that most of them are likely dead by now.

Li Mei seems to sense your mood and prods you into a spar. The ensuing battle pushes you to your limit and ends with a few mountain peaks destroyed.
The trip ends with the pair of you skimming far to the north to try and find the shores of the Blue Sea. Unfortunately you run out of time before you can find it and as the pair of you return to Longshan you consider just how much land is out here. You share your insight with Li Mei and she muses that with the Qi Pillars all this wasteland could actually be colonized now.

Separating from Li Mei you make the trip across Longshan and to the southern forest where the Viridian Elk Tribe lives. The land is poor here to put it lightly. The Qi drought continues to blight the region as so many Imperials drain the accumulated Qi of centuries.

The tribe itself is doing slightly better. You can sense several Qi gathering formations and what feels like a stockpile of Spirit Stones bleeding Qi into the surroundings. It seems Duchess Zheng has found a source of wealth to support her tribe.

She hasn't forgotten who aided her in the worst of the drought however and eagerly welcomes you with a lavish banquet. After the banquet you spend several days relaxing in the tribe's compound touring the surrounding forest and being shown the Alchemical halls.

Throughout it all you discuss various topics with Zheng. Although she is an alchemist and you are an artificer there are shared commonalities in your work involving Qi infusement and refinement formations that leave you with several interesting insights. And more importantly you find that Zheng has managed to produce Royal Elixirs at a fairly steady pace.

Most of them she sells to Duchess Mu, they are the source of her new prosperity. However she is happy to set one aside for your purchase each year.

After your visit is done you return to Xian Gu at last. It almost feels like Xian Gu doesn't need more Qi, but you know any source will help. Unfortunately after examination of the region actually finding a good location for a Qi Pillar proves challenging.

With your new understanding of nature along with understanding of the Qi Pillar technique it quickly becomes clear to you that Xian Gu is not natural. The entire valley was clearly already shaped by monumental forces into a monumental Qi Pillar. Beyond anything you are currently capable of. In fact you're pretty sure it should be producing more Qi than it is. If you had to guess you would say that there is a formation underground siphoning most of the Qi from the pillar before it has a chance to emerge. Your mind immediately jumps to Qǐméng Zhě and the fact that the ancient spirit beast seems to be stuck in the valley. But well you shouldn't jump to conclusions.

Eventually you manage to find two secluded valleys, one to the north and one to the west, that should provide a suitable place for you to build qi pillars. It helps that there seems to be some leakage from Xian Gu proper.

Li Mei

Before she accompanies Junjie on the sight seeing trip Li Mei spends some time improving her skills at administration by reading old records and sorting through the mountains of reports generated by the Longshan ministries. She soon comes up with a set of techniques to deal with paperwork even more efficiently.

Later in the year Mei oversees the Ministry of DIligence in installing a new Qi Pillar in Lan Yu. Fortunately Lan Yu has the massive Sage Eye lake to work with, which is already an excellent source of water Qi. By digging out a series of holding ponds and damming up a few valleys several rivers and lakes are formed that concentrates and redirects the Qi into a usable form for the cultivators of Lan Yu.

With large scale Qi projects still on her mind Mei then goes to Xian Gu where she helps you survey the province. However while you are looking into places to put new pillars she is looking more deeply into the existing Qi gathering formations.

Much like you she quickly realizes that they are artificial. This makes her task both easier and harder. It's easier because the Qi is already running through concentrated channels that can be tapped into. It's harder because whoever built this did not neglect their security formations. Mei has to work carefully to avoid being obliterated by the ancient defensive works.

Still Mei is a genius and with the sages from the grand academy helping her chart every possible sequence she manages to calculate where she can insert her own formations into those lining the cliffs.

This will be an extremely difficult task requiring rare and expensive treasures to handle the amount of Qi involved, but once it is complete Mei believes that the rest of the kingdom should see significant benefits.

The Qi in Xian Gu isn't just present in massive quantities, it's also substantially denser than in the rest of the kingdom. Me believes that introducing it into the surrounding provinces should act as a catalyst to increase the density in those provinces. Which will have benefits both for cultivation and for improving the Qi pillars themselves.

With her studies Mei dons her armor and her gauntlets and flies into Baishan to contribute her power to Tiangong's invasion. However, rather than battle, a messenger soon invites her to attend a conference between Baishan and Tiangong. It seems that they are contemplating peace.

The camp Mei alights in reminds her of her first meeting with King Guanyu, before he ascended. The tents are plain and when she is ushered inside she finds that the furniture is solidly built and lacking in adornments. Emperor Guanyu is a far cry from those days however. Now clad in imperial robes he is the very picture of a conquering emperor.

Standing across the table from him however Empress Yasu presents no less intimidating a picture in her armored robe and phoenix headdress. The two imperials are glaring at each other and their presence is starting to make the lesser cultivators tremble. Which is not surprising for Mei is the third most powerful cultivator in the tent. Neither of the imperials seem to have brought any monarchs and only a handful of grandmaster advisers.

Something which makes her a bit of a moderating force. It seems that the talks had been stalled over the matter of territory. Overseer Xiang had apparently died of his injuries and Guanyu was claiming his entire duchy as spoils of war. Yasu however claimed that was far too much and that Tiangong had not even captured it properly. The arrival of Mei and the reminder that she was both capable of wiping out any other monarch in the region and fully on Tiangong's side started things moving again.
They eventually come to a deal. Xiang's duchy will be split with Tiangong receiving the western three quarters as reparations for the provocations that started the war. Meanwhile Yasu would take the easternmost portion as her personal domain. Important because that is where the actual capital city of Baishan was. Finally Tiangong and Baishan will sign a peace treaty of at least three decades.

Things are just wrapping up when everyone is surprised with the sudden arrival of two monarchs. They are Li Rong and Duchess Yang. Duchess Yang pointedly ignores Empress Yasu and instead swears loyalty to Mei as Queen of Longshan. Empress Yasu looks apocalyptic, but now it is Emperor Guanyu's turn to smugly back Longshan's own territorial ambitions.

Li Rong takes Mei aside after everything is over, "Sorry I didn't tell you about this ahead of time. I've been working with Xiuying for a bit, and when she told me the other dukes hadn't actually sworn oaths to Empress Yasu yet I saw an opportunity."

Mei nods, "Yasu must be fairly desperate. She could fight Tiangong or the dukes, but not both. That's why Xiang had to die. He was her biggest opponent and with him gone she can offer Tiangong some rich lands to satisfy them."

"Exactly, and that same desperation means she can't fight us on this. Not with Guanyu backing us. Still you need to be careful Mei. You've proven you're a fighter, and with four monarchs Longshan is nothing to scoff at. But we have Imperials on every side now and none of our own. We'll be the obvious choice for either the desperate or the powerful."


Mei pauses, "What exactly did you promise Yang? What are we getting here?"

Her uncle grins, "Well it would hardly do for her to be in a different kingdom than her husband would it."

Mei punches him in the shoulder, "Haha well congratulations then old man. When's the wedding."

Rong shrugs, "A few years probably. After we get the Qi problem sorted out. The problem is she wants to keep her domain relatively separate. At least until one of us hits Imperial so we can make a proper empire instead of the kind of kludge we've got going. But we're still getting some stuff out of it."

He ticks off on his fingers,"Xiuying herself is an excellent alchemist. Probably the best in the region. Countess Min grows a lot of spirit herbs. Not too much use to us outright, but she's there in case we need to buy some more. Countess Guiying works in luxury treasures. So she's pretty rich. Though those taxes will go to Xiuying for now. Scholar Su is one of the leading experts in herblore and Wood techniques. And then of course Countess Yi leads the Night Orchid Sect."

But he's also been studying both you and Mei's fighting styles and training himself in them to prepare himself for the outside world.

Shadow Mistress Akane presents you with a new scroll at the end of the year. The results of the ninjas's relentless scouring of the region it was stolen from a minor sect's library in Baishan. The scroll contains the description of several techniques for suppressing and disguising Qi. This should allow ninjas to slip past even much more powerful cultivators.

A small caravan of sages makes the journey to Guohaimen now that the war is mostly over. They look through Duke Yijun's massive library and find an excellent treatise on the School of the Stone Fist. It isn't the rarest or most exciting scroll, but it provides several interesting insights on the school and how to use Earth Qi.

Ambassador Chun travels to the City of Xu and meets with Bishop Jiang. The two go over several of the minor points of friction between Xu and the rest of the Longshan. The largest of these is the fact that Xu has almost entirely converted to the cult of the White Anteater. And they want to spread their belief to the rest of the kingdom.

Possibly. The odds of failure (and thus worsening our relationship) are pretty high (we have around a 52% chance of passing the DC with two chances and the +2) but it might be worth it.

We need to make an suitable place for let Uncle ascend but it's not that bad. We have a good economy to churn out the pilars.

We have a place, the problem is him sustaining himself thereafter. It'd be rough on the country at this point...we need more Pillars. Also, we're still in our 'temporary taxes' grace period. I dunno how our economy is gonna look after that wears off, though hopefully it'll be fine given the high taxes we can charge higher ranking cultivators.

I think they're pretty normal by Monarch standards...but yes, Monarchs are weird compared to most cultivators.

It's not the advancement site that's the problem. We found one (and have been using it to cultivate, even)...the issue is that once they advance, they still require ongoing Qi supplies...and our land doesn't have the supplies in question. We need a lot more Qi Pillars or some conquest (or both!) before an Emperor is sustainable.

I'd thought that individual Monarchs/Emperors were able to simply choose to not cultivate, just run on internal generation, and therefore not be horrible sucking voids in the landscape?

Like, the bit where they consume an enormous amount of Qi to get through the process is certainly a thing, but I think that the ongoing costs can largely be handled through personal restraint.... right?

Maybe they can, but telling a cultivator to not cultivate is like telling a drug addict to not take drugs, while they are snorting coke right in front of you as you are giving your lecture on moral values.

The mechanics seem to support this, but Arcanestomper specifically warned that it'd be an issue just supporting an Imperial even if they didn't cultivate, so I remain concerned.
 
An Imperial would have to have complete self control to do that. A monarch can eat a few Qi and the kingdom can handle it. An Imperial eating just 1 point of Qi would blight the land currently. Which also means no skill gains and much less ability to use techniques for things.
 
Tldr we need to double down on land surveys, get a lot o pilars and have an excuse to increse taxes, Qi drought is very real concern we can blame most of the problems, so giving other cultivators the choice between paying more taxes or having to cultivate less and they would turn against the poor on a dyme.

Imperial Demands
Despite the war and civil unrest the Land of Zithers has continued to call on Baishan to fulfill its ancient treaty obligations and send soldiers to the aid of its eastern neighbor. So far Baishan has managed to put this off, but with Overseer Xian dead the task falls to Empress Yasu, and if there is one area she lacks it is diplomatic finesses. It seems that the foreign ambassadors have managed to maneuver her into pledging a substantial numbers of reigments to their conflict.

Cultivation Missteps
It seems that grandmaster Zhou Jun of the Plum Blossom Temple has suffered some deviation. Rumors have it that he withdrawn to his rooms and summoned a number of doctors to attend him. The grandmaster is already fairly old, and there is considerable jockeying among the temple orders for who will succeed him as grandmaster of the temple.

It seems that Jiahao An has recently come into quite a bit of wealth from some source. Enough to fully renovate the Jiahao clan compound and purchase several rare treasures. The grandmaster was once the minister of security under Overseer Xiang so there are all manner of rumors to where the wealth came from. Ranging from being paid off by Yasu's assasins, to raiding the treasury after the overseer's death, to simply have a beneficent encounter with some ancient.

Secret Turn 35

Your ninjas are constantly looking for new and interesting information to uncover. Several of them stumble on a lead in Tiangong as they overhear several ministers discussing Emperor Guanyu's latest obsession. It seems that he has been delving deep into the royal archives and requesting ancient manuscripts from the sects. So much though that the court rumors have it that he actually decided to stop the war with Baishan early in order to focus on whatever his project is.

Intrigued the ninjas carefully scout the archives when the emperor is verified to be far far away. After inching through several extremely powerful wards they are able to examine the scrolls that he has been perusing and piece together his latest obsession. It seems that he has been working to improve the Qi Pillar technique that he received from Longshan. Specifically he has been working on an even larger scale version that will be able to gather Qi suitable for a monarch instead of simply a grandmaster.

The work is nowhere near complete, but from what the ninjas can gather the end result is going to be very expensive and involve remodeling entire provinces.

I'm kind of embarrassed to say this because of how slow I already was, but an emergency project has come up at work that's probably going to eat most of my time for the next week or two. I'm still going to work on my quests, but unfortunately they are likely to be even more intermittent than normal.

Another year dawns and you find yourself every more concerned with the Qi in Xian Gu. Now that you are paying attention you can feel that it's slowly getting worse every year. Fortunately your Qi pillars are helping, but not enough. You need a permanent solution.

You've considered levying the population. After all they are taking advantage of the land to cultivate themselves far in advance of what they could anywhere else. You might as well make use of that pool of advanced cultivators.

Especially since it's one of Longshan's only strengths. Baishan, Tiangong, and Lugong all have imperials as well as far more wealth, population, and Qi than Longshan. What you have is the highest density of high level cultivators in the entire Four Kingdoms. With four monarchs and at this point dozens of grandmasters you can easily fight anything short of the personal attention of one of the other imperials.

And even that is up for debate. Not only is Li Mei incredibly capable, but you've been examining the brush she took from Xiang. It's really incredible. A venerable artifact that actually seems to contain a tiny mystic realm to capture its targets in. It's the first time you've ever seen something like it, and while you can barely comprehend it you think you could probably use it to capture even an imperial for a short time.

You have one other advantage. With Duchess Yang transferring her allegiance to Longshan and your personal friendship with Duchess Zheng you have access to both of the best alchemists in the region. That means not only do you have a source of powerful elixirs, but with suitable ingredients they can even make cultivation aids that would greatly assist one of you in reaching Imperial should it prove necessary.

It isn't often that cultivators need to disperse Qi, and never on such huge scales. Sages would need to be assigned to study the problem and figure out a way to redirect Qi out of Xian Gu and into the surrounding regions without draining any one spot unduly or pooling Qi into even denser formation. This wouldn't even be possible if you hadn't already spent effort unlocking the secrets of Qi pillars.

An alternative solution would be to reduce the total Qi being produced in Xian Gu, but you suspect it is a result of Qǐméng Zhě's presence, and besides why would you waste Qi like that.

Much like the Qi pillars this is only the first step. You would need to actually build whatever system you came up with afterwards.

The Oaths of Fealty specify that Longshan will help fund the minor sects in each region. They are too small to really have much impact beyond their immediate surroundings, but they are still a source of cultivators.
