So we learned that Freeza is indeed somewhat suspicious of Kars, as Zarbon doesn't normally do 'orientation' and hasn't in years. So despite his dismissal of Kars he is aware he might be a threat. Also apparently he's on a ship, not some station or planet and vermin aren't an entirely unusual sight on the ship, meaning it's good for spying.
And Zarbon himself is rather unsuspecting but also faster than Kars can detect.
