Since my original choice is not going to win.
I've been thinking about this quest's story a lot, and I've came to some insights.
First, @Alexander89, does Zenkichi know about Special, Abnormals, and/or Minuses ICly?
Second, this is more of a general statement, not directed to a certain person, but if Dio is still alive as the QM has hinted, then that has ripple effects on Part 4. (For those unaware of Jojo canon, because of Dio's death, a guy tracked down a Stand Arrow and made a bunch of people into Stand-users. If Dio isn't dead that guy wouldn't have his motivation to make Stand-users and a bunch of people in Part 4 won't have their powers.)
