Yes lets just move the kids already trying to cope with a situation to ANOTHER new environment.
Also the idea is that its mostly a research institute that also deals with the Orphans in Freelia partly due to the fact that by the time Arrun house is running and they find out - this operation would be running.

Might be a good idea to show the similarities of Titania and Asuna that while they are different people Asuna and Titania arent that different in outlooks and behaviors.
And Just to be clear I mean the Original Lore Titania and not New Lore.
Imagine how confused Octavia would be if Asuna keeps saying I am not Titania but then acts in the same way Titania would act.

Not really. Over time they will have the same sort of orphan / "unplanned child" problems as humans. They will need some kind of system to deal with that locally or they risk sending "missing kids" (runaways) halfway across Tristain.

it also does not deal with the fact that Freelia WILL have orphans.

You could use the same argument to justify evacuating the entire city. if you have a population, you'll have some orphans and thus need somewhere to put them. Maybe a place of worship pulling double duty. Or a School

No I am fully aware of what it is. I was making a joke that even with it I didnt really notice and was just being polite.

But as for Asuna and Titania.
It wouldnt help if Asuna starts making something in the Kitchen and is humming and Octavia from her Fish Bowl starts to join in a lovely duet. At the end Octavia is happy because she hasnt done that in a long time.

It was mostly for personal peace of mind but if you insist then go check the officially sanctioned side story Melancholy Hearts. It states that Irene gathered all the orphans across Alfheim and brought them to Arrun Home. Also, she has Cait Syth at Arrun Home. If Freelia had its own orphanage and they cared so much about being in Freelia why would they stay in Arrun?
Oh and Freelia may have been turned into a fortress city but that doesn't change the fact it is in the line of fire. No one is going to just leave them in the middle of a war zone. Arrun is in the heart of Tristain so for it to be in trouble means the war effort must have really hit the fan as opposed to Freelia which is to be the point of contact for the Reconquista attack.
