To be fair, i doubt he's the only person with that shade of blue hair in that universe. I will give you that being close to Cagalli with that shade of hair is stupid.
Honestly our biggest power is likely found in some degree of delegation and awakening other memories, provided we have no compunction over the ego death of the characters we mind upload future versions of themselves into.
The characters will retain both set of memories. It's arguable that the younger self was no more, but same could be said regarding the older self albeit to a smaller extent. Does it kill the person if there were no deletion but only addition? But again, it's not easy to warn them what to expect before you make that decision. Choices, choices
I don't know if the Junk Guild would willingly take a politically charged high profile theft job. Serpent Tail might for likely a bazillion bucks we don't have.
Junk Guild is strictly neutral unless they can get away from it with plausible explanations. Jokes aside, they're like DSSD who provides services to all factions. They can't be seen as an active player or favoring one side over the other. They'd get screwed so quickly if they do that.

I tried to look up the operating cost per hour of real life fighter jets as reference. Hiring Serpent Tail would probably be in the lower end of the hundreds in Budget.
There might be overseas accounts where just the account and password credentials are enough. If we want to go this route, I think a few Intrigue and Stewardship rolls could be done. But a large sum of secret money might only be able to be retrieved base on who was doing the retrieval, so don't expect a substantial amount until Cagalli could get authorization or become the head of state again.

Chapter 1.2 Lack of Evidence
The implications and impact of what would happen at Heliopolis weighed heavily on Cagalli's mind. She would need every help she could get, even if the chances of some avenues seemed slim.
If she could secure the support of her father, there may be more space for maneuvering around this issue, with the authorization of the Chief Representative of the Orb Union.
Determined, she left her residence and traveled to the administrative complex where her father should be working right now.
As she approached her father's office, Cagalli caught sight of him in the distance. He seemed to have just left the office and was walking with some of his cabinet members, presumably heading towards the regular meetings.
She stopped in her tracks. This was the first time ever since— since the Kaguya mass driver.
Cagalli kind of wished her father would remember their parting moments. Though on second thought, it would be torturous to her father, and she could not bear to think about it.
As she thought about this, a notification bubble suddenly popped into existence, startling her. It was like a panel floating in the space next to her father.

As soon as she saw it, she instinctively knew this is of Aplodia. She just… did not expect the deity's influence to be this obvious, or to be in this sci-fi style. Although it was only observable to those intervened by Aplodia, it might still take some time to get used to it.

That was not important now though. Her father was right there.
Despite not being completely sure of what to say, time was limited. She wished she could just hug and not let go of her father. But she could not. Not yet.
She gritted her teeth as she walked towards her father, her heart raced with a mix of anticipation and nervousness.
Her father noticed Cagalli as well as she got closer. He stopped and looked at her. "Cagalli? What are you doing here?"
Taking a deep breath to steady herself, Cagalli stood before him. She could see her father was well alive and breathing right in front of her. She fought back the tears that threatened to well up, now really was not the time.
Collecting herself, Cagalli bowed gently before the assembly.
"My apologies, my Lords, my Ladies," Cagalli spoke, her voice carrying a slight quaver that she couldn't completely conceal yet, "May I borrow my father for a moment?"
Uzumi Nara Attha was taken aback by his daughter's sudden appearance, and to be honest, maybe also somewhat surprised by the unexpected display of courtesy.
He looked at his cabinet members, their expressions ranging from curiosity to mild annoyance at the disruption. The young Attha had a rather… unique reputation among the noble houses. Outspoken, rash, but passionate and believed in Orb with all of her heart.
Uzumi turned to her daughter, deciding that sparing a few moments would not hurt.
"Cagalli, what's the matter?"
Cagalli steeled her nerves and looked her father in the eyes. "Father, there is an urgent situation. And I really need to speak with you now."
"Cagalli…" Uzumi sighed a little at the seemingly hyperbolic statement, "Could it wait?"
"It's important," Cagalli emphasized, "Please."
Uzumi frowned.
He could tell there was a hint of distress in her voice, but it would be barely noticeable to an untrained diplomat. The way his daughter was holding herself was intriguing as well, with her shoulders squared with tension.
Something was off. He was not sure what that was, but the long honed instinct of a seasoned politician kicked in. Uzumi sighed, and turned to his cabinet members, "I will be with you shortly."
They nodded in confirmation. Uzumi then gestured for his daughter to come along. Cagalli nodded quickly and walked side by side with her father to his office.
Once inside, Uzumi motioned for Cagalli to explain.

Uzumi immediately held up his hand to interrupt his daughter, his brows furrowed with skepticism, "I know you are friendly with some in Morgenröte, especially those young test pilots. But you shouldn't be discussing these matters with me."
Cagalli heard the soft rebuttal within her father's words, about having no official capacity in this matter. It was not like she wanted this. And from the conversation, Cagalli could guess that his father was probably thinking that she found out about the Orb mobile suits and was not happy about it.
"I'm not talking about the M1 Astrays on the Onogoro Island," Cagalli clarified, her gaze steady. "I'm saying that Morgenröte is developing mobile suits in Heliopolis, in collaboration with the Atlantic Federation."
"Cagalli," Uzumi almost scolded Cagalli for saying this most outrageous delusion, but stopped when he saw how Cagalli looked at him. She did not make a rebuttal, but the way she was staring at him…
"You are being serious." Uzumi observed. He had expected that Cagalli was about to throw a fit about Orb's self-developed mobile suits, not this.
Cagalli nodded. Uzumi's disbelief was evident on his face.
After a moment, Uzumi questioned, "Where did you hear this? Have you seen it yourself? You haven't been to Heliopolis lately."
Cagalli hesitated for a moment before responding.
"I couldn't say," she replied, her face intentionally blank.
Uzumi was simultaneously amazed and annoyed by her display, but still. "Cagalli, this is a very, very serious allegation."
He frowned when Cagalli nodded at him but provided no further explanation. He continued, "I don't know where you hear about this. But Orb is neutral in the war and we are not developing weapons with any of the Earth Alliance members."
Cagalli paused for a moment, considering her next words carefully. "However, if that was something true—."
Uzumi interrupted, his tone firm. "I won't entertain this unless there is evidence. And this is too far-fetched even for a hypothesis."
"I have a meeting to attend," Uzumi shook his head and got up, and paused before adding, "We will talk later if you want."
It seemed only reasonable, as he could see his daughter was making an effort to communicate effectively and courteously. He did not believe what Cagalli said in the slightest, but he would still like to know how his daughter came to the conclusion, and why her behavior changed.
Leading Cagalli out of the office, Uzumi left her to her own devices.
Her previous self might continue to follow her father and insist him to listen to her. But now, she knew that it wouldn't work. Her father promised to talk, but knowing his father it probably meant a few days later. Time was running out, and if this did not work, she would find another way.

While Kira on the other hand, before he gets his first Gundam is just a really skilled Coordinator. Yes he could get the Natural OS out, but just asking him to make it would only take him a day so not much change. After he gets the Gundam, he can basically win most battles as long as he isn't too out numbered by other Gundams. He could change to outcome of so many fights. With Freedom, short of a guy in a silver mask or an emo kid with a chip on their shoulder, Kira is basically king of any battlefield he is on.
I think best bet might actually be restoring Flay, or one of Kira's friends, much easier to influence Kira with the help of his friends

I think we have limited awakening points and no idea how quickly we can gain more, which means we shouldn't spend them waking up characters of limited use in the name of manipulating Kira with his friends, prolonging the wait to awaken Kira himself. I think we should just get to Heliopolis and see what options we have in the remaining two and a half days and go from their. See all our options, before we decide the best course of action.

As was pointed out to me, letting Flay keep her innocence might be a greater good than not. She might be helpful, but she might also go crazy in the realisation she can potentially save her father.

Way to cliche. Clearly we have to not awaken him and save rebel boy who died in desert episode and romance him instead. With all my tolerance for original pairs used up on the inevitable Kira × Lacus, I oppose all shipping of Athrun and Cagalli. Rare pairs for the win. Miriallia × Tolle doesn't count because he died.
I think we're going to encounter a problem that's going to rear its head over and over again. And that's: "Cagalli how do you know X". As shown with Izumi we can't just count on awakening everybody to get them to believe us.
But there's a solution. One staring us right in the face.
We buy ourselves a mask.
I'm serious here. This gives us many options: say we need to threaten someone with future knowledge, what's more intimidating, a princess of ORB with no doubt hundreds of known levers or REVIVAL ROUGE (workshopping the name) evil mysterious info broker of unclear alliance? This is also useful for when we need to undergo shady dealings like hiring Serpent Tail or hijacking Gundams or any potentially a bajillion acts of skullduggery we could be doing at any given time.
Cagalli, princess of ORB doing things puts us in an awkward position. But as a double life mysterious international woman of mystery? Hell, we're already blonde with a crazy backstory. We're one mask away from being a Char clone a thousand times better than what Creuset would be.
And I still maintain that since ZAFT and the Alliance are both dumb-evil tier, our best bet for global domination peace is to pull a Lacus and found a third faction, by whatever means necessary.
