This is probably one of the weirdest explanations I could have gotten.
Anyway, even setting aside random powers, I'm not 100% sure what she's doing really works as a Quirk (even assuming she's just really delusional or something).

She'd definitely fit in with the setting, but the Dresden Fae not so much.
She does have some mental issues as you might've noticed from her narrative.
And yes, Arisu only has one Quirk. Her actions have been approved and run by other people.
I am waiting for approval on one thing though.
I probably will, eventually as certain parts gets revealed.

Wiz's quirk can do all these things. After seeing his quirk I can say it's quirky enough to be a quirk.

I have no idea what her quirks Stress point is.
Takeshis is taking lots of breaths in quick sucession, And Emiko and Haru both fatigue themselves
But for all I know Arisu can just be mini all might all the goddamned time.

Honestly I think the main deciding factor on the level of power is how lethal the resulting fight is. For instance assuming that you were willing to go full lethal you would be up there with a combination of portal cutting and creating portals to places people don't want to be.
