It has been about an hour since you saw what you saw and you have since brought the children back and managed to pull Lucy aside.
"Lucy I'd like to talk about how you were pushing Shinji on the swings without your hands?"
"Yeah! I started being able to use them a bit ago."

She proceeded to go into a story about how sometime after your last visit her puppy (well dog now) wanderd into the street and 'they'd' suddenly appeared to pull him out of the way of a car.
You nod along before putting a hand on her shoulder and softly explain "Lucy, those are called vectors and they're something special only you and a select few others have access to. Now I need you to promise Mr you'll be very careful with them so you don't accidentally hurt anyone. Understand?"
She gives a hesitant nod suddenly looking nervous.
"Now Lucy, there's nothing wrong with you. You just have a incredible gift the rest of the world isn't...quite ready for. So you'll need to keep them secret and practice with them to be able to use them well. Don't worry, I will help."
Lucy shows a small smile "Ok daddy."

Kaji scratches his chin "He's pretty insistent on equipping the institute more like a military outfit than a scientific research center. He's pushing for mire to be spent on equipment in terms of security and official agents like me rather than anything for scientific analysis other than containment. He's gotten some push back from the project heads on that but he's building on his arguments for why by the day and seems to be winning at least a few of the higher ups over."
You nod once more.
"Soo, any orders on anything I should do next in particular or?"

Elfen Lied isn't a story I'm very familiar with. But ss I recall, anyone (or any male?) that a diclonius touches with their vectors will have only diclonius children.
If that's true- and I gather that Isekai!Gendo knows whether it's true or not- then there's a fairly specific reason to advise Lucy not to touch anyone with her vectors, in particular, which was why I wrote it into my variant. Because it can do something pretty significant to people without their knowledge or consent.
I wanted to encourage Lucy to experiment with the vectors on things that aren't people, while cautioning her that touching people with them wouldn't be a nice thing to do with them.

You've take Lucy out to some woods near the Tutors House and after preparing a perimeter with section 2 agents can now begin helping her train.
"Lucy, I'm going to throw you this egg and your going to try and carefully catch it without breaking it. Understand?"
She nods and you throw the egg.
You see it splatter on seemingly thin air as the yoke and white leaks out revealing a hand like silhouette.
Lucy pouts but you quickly reassure her and the two of you continue to practice for the rest of the afternoon until she succeeds.

You sit next to the young boy on his bed.
"Shinji how have you really been? Do you like your tutor? How do you feel about Lucy now? Have you adjusted to this life at all in the last few years?"
Shinji is quiet for a moment before responding
"Sentai is nice. He's...distant but he's relaxed with things outside school. Lucy is my Sister now, it took a while for me to rap my head around it but I care about her, she's family."
You nod your head and prompt him to continue
"And...I still miss mom and I wish I could see you more but...things are good and I know how important your work is."
You smile and ruffle his hair "Good to know, I think somone has a fancy new model in his future."

From his grandfather's loyal service to the emperor in the great unit 731 and close work with and lessons learned from their inferiors and allies in Germany to his own fathers tactical aligning of them with the occupying Americans.
Yes indeed it was all a matter of making the right 'freinds'.
Still he knows it's only a prelude to the world his family has so long strived for which they will rule.
And so he thought, though Ikari seemed intent on making himself a nuance he would ultimately take the top position in the institute with patience and planning.
Still he had to thank that human bastard for one thing, he'd shown the way to their queen. Making it all to easy to look into her known DNA and use back channels to track down the Queens mother.
He smiled down into the crib of the fruits of that labor. His precious Adam of the new human race, the pink eyed two year old staring back up at him.
"With you, I shall be a god"

Okay time for a accident
I mean with Kaji's help and our own knowledge of the universe we could probably get enough dirt that we don't even have to accident him; I'm sure he'd be getting a visit from the SEALS or Japanese special forces if we expose his plans to the government.

In the general chaos of the 2nd impact the US was caught in a political divide between isolationist who believed in withdrawing from international chaotic hell scapes to deal with local effects of the catastrophe while others argued that it was the perfect time to play world police.
As with many political issues neither side really won and by the time the crisis passed the states were in a indecisive middle ground that weakend their international influence and left them internally struggling in many ways.
Japan and America are still allies but the relationship is much more strained as is the relationships of most pre impact allies who are still allies.

He toses you a folder containing what appear to be files documenting a pregnancy, a few charts detailing plans for the institute and several discreetly taken pictures of a toddler Diclonius with an odd device seemingly connected to his forehead.
"I think the info speaks for itself." Kaji states plainly. You nod.

Time for some nasty whistle blowing…and if we're lucky seele can do the dirty work for us since this moron is threatening their "godhood" agenda.
