"If you mean one we can actually trust to keep their contract? I'd go with Burning Blade Security. Their leaders an old vet from somewhere in Europe I met during one of the post impact conflicts."
You nod "Good, anyone else got anything?"
Kaji raised his hand next "I talked to a few guys on the security pay roll or otherwise in the Institute on Human Evolution and they got me the contacts for a Merc team just called 'the red company' said they're not the safest to work with but Damm effective.
"Absolutely NOT!" Akemi called slamming his onto the table suddenly "I've heard all about those maniacs! We can't trust them even by Mercenary standards!"
You nod "I'll do research into both on my own."
The others around the table simmer down and the next topic is moved to

-[X] I am of two minds of this, on one hand the father in me wishes nothing more then to keep shinji safe and sound...but that cannot happen with the way the world is, with who is in charge in the shadows, no matter how much i wish it were not so. The other hand doing so too early can lead to consequences of egotism and other mental issues, raising a child soldier is no way to ensure the survival of the human race if they are meant to be broken down and hated amd all but abused and abandoned. Unit 01 is by Selee's standards, critical to their flawed plan of ascension of their so called "God-Hood". Needless to say, i despise such a thing, yet as commander of NERVE, i cannot say otherwise that it would be beneficial for Shinji to attain further training with it. Yet such a thing will bring Selee's attention further if the pilot is too willful to break...

Do not think they will be above any and all circumstances, ranging from propoganda, to instances of intrigue to mercenary work, to turning the UN itself into a weapon against NERVE if it seems we are deviating from their scenario...the most likely case I can see working is if Shinji and Lucy are required to come to Tokyo three for safety reasons and protection that Section 2 and Nerves improved Security can offer...and even that can be breached by the right skills, people, and tools.
Never by the words of any and all peoples do we wish for this to happen...this has been why i have tried to ensure they have a healthy and stable life, and given time and room to grow into their own beings. If the situation however as a last resort comes to it, i will bring Shinji and Lucy here to Tokyo Three for their own protection, and explain to Shinji further onwards from there...hopefully he will not feel too irritated from me having to help raise two extra children for the sake of humanity.

[X] we'll bring Shinji and Lucy to Tokyo 3 and slowly introduce shinji to the Eva's while avoiding actual combat training for as long as can afford to. Honestly I doubt any combat training before his teenage years will stick with him without severe mental harm.

Giving Nerve more shares and more budget, if we manage to breach 2k i will be happy enough to push the EVA and maintence budget to higher levels.
which case this leaves another idea...were going to need to study potentially multi-layered AT fields, or perhaps creative ways to bypass or utilize it. If we can make a artifical AT field it would do wonders for offensive and defensive measures, like a secondary shield for the geo-front or other places, might even allow us to create super weapons and/or manipulate physics to a ridiculous degree.
Edited: offering shirou sone help as well as contacts into the moonlit world..magical bullshit can help with allot of things even if it's boundary fields or magical research, nerve can benefit more if shirou or rin helps more.
Add onto the budget that rin can help win (or from simple things that we can pay her for, pretty sure she would like a secure location to do her research with.)

Shirou's an adult and seems fairly mentally stable, which may have bumped him down the priority list, but yeah...
I'm thinking maybe Shirou and Rei? We deliberately made Rei more alien, to about the maximum point that would have been survivable, and I think we need to make sure we have a good sense of how she thinks when the endgame hits.

"Hmm" the mage takes on a thoughtful expression. "Rin's pretty tied up with the clock tower, but I do know or know about a person or two from here and there who could help."

For Misato, I'm unsure where she should go. NERV might be useful for information, but at a risk of getting caught by enemies. Close to home? Might be too soon, and Kaji might not be happy about it.

[X] Rei: I propose to appoint a short course on introduction to culture. It will consist of three blocks - classical European culture, traditional Japanese culture, and pop culture.
As part of the first, we will read books and listen to classical music. As part of the second - lectures and stories about Japanese art and cultural practices (may include visits to holidays and shrines). As part of the third, Rei-chan watches anime and reads manga. The current anime of the season can be used, or you can ask the female employees of NERV the media that they loved in childhood.
The goal is to expand the horizons of the girl, attempts to create in the future points of contact with people, as well as a support with which the girl can find her own interests. For the sake of the latter, we will daily ask about her impressions.
(OTL - In 2009, the following shoujo anime began airing (shoujo needs more love!): Fresh Pretty Cure, Gokujou!! Mecha Mote Iinchou (very strange anime in terms of animation, but can be useful because the show is about grooming and manners), Hanasakeru Seishounen (harem - too early for the girl), Jewelpet, Kimi ni Todoke (should also give Shinji and Lucy))
