Naw, actual ki/magic users are detectable. The librarians just really fit and experienced for their age. Call it battle sense maybe, they know which spots are more dangerous, so they aren't there. No faster or stronger than others, just a better feel for where not to be.

Is a flipping Anomaly. Everyone knows this... right down to Eva, they all agree that her Ribbon tricks are pretty borderline impossible... I'm pretty sure most every major character has had a 'How in hell does she do that?' Moment with Makie and her ribbon.
And if Eva says you can't do that with string, the puppetmaster should know.

That doesn't really make sense, there is a mentioned Level for People who Train in martial arts but don't get any Ki Training in the list Rakan gives to Negi.

Edit: Maybe her ribbon is an ancient item of power or something like that.

Nope... She's done it with random 'ribbon like objects' as well... It's ALL Makie.
Personally, I am halfway convinced that she's a unique ability user, especially with the recent UQ Holder elaborations. No mana, no ki, only feats that shouldn't be physically possible popping up with but a bit of effort. Yup, no way around it.

...And then it turns out that this is indeed so, and that while her own ability is quite limited, the disposition is hereditary, and so we get Santa some generations later.

Also The ability to make rope behave as you want it to is in no way 'limited', Infact it's surprisingly scary... if one has a mind to make it so.
 
Guys, give me some sort of canon to back up what you guys are saying about Makie. All I remember is her telling people that she picks up oranges from her kotatsu without having to get up. That's not supernatural, that's Akamatsu.

Hauling herself up from falling in library island, the kotatsu, and she uses it with incredible skill during actual gymnastics, after the magical world it is her artifact.

Evangeline mentioned that when she made people into vampire minions, they didn't get any buffs. All the ability to use ribbons like an extending arm, leap three stories, etc, were made with no buffs at all.

Out of its ponytail, it would make the back of her neck sweat and then it would stick to it and Chisame hated that. 'What the hell's up with this kind of heat anyway? It's only June, summer barely started a few days ago. Is this global warming? Tch, just after the Americans admitted it too.'

Chisame already felt like writing a very harsh Chiu post about the heat. But she could probably turn it into a more serious thing about climate change. There was going to be a U.N. meeting about the topic. The precise date escaped her. 'Takahata-sensei mentioned the Kyoto Protocol in Civics…. I need to do some research….' She hung her head. She needed her computer for all of that. 'Computers are important nowadays damn it! You can't just find world news in the library or anything!'

"I need something cold." She muttered. Getting worked up was tiring with the heat. To think she still had shopping to do…. "Hopefully it'll get cooler as the sun comes down, it's almost six already." And she was supposed to be at the Chao Bao Zi at seven.

There were some vending machines not too far ahead too. Chisame dug her wallet out of her pocket and sighed. Every yen counted but…. 'Ah, screw it.' If she choose something more sugary she could save twenty yen. She inserted a hundred yen coin and watched her drink being pushed down. It wasn't one of those new machines the Robotics Club was testing throughout Mahora, so there were no shenanigans.

And when she went for the change, her fingers met more than one coin. "Hn?" Someone had forgotten their change and Chisame had actually gotten her drink for free.

Through sheer dumb luck, LUK has increased.
