Emperor's Satrap: Warhammer 40k Imperial Governor quest

I haven't really read any of the rulebooks/lore books and only read from reddit threads and watched YouTube explanations from Luetin09 and Majorkill, before him so take my info with a grain, or a lot, of salt.

But from what I understand planetary governors vary from minor to powerful and depending on their influence and power, and can even expand to claim subsectors or even claim the sector itself and the imperium itself would be fine as long as they: provide their tithe, remain loyal to the Emperor, and suffer not the alien (With some exceptions), the mutant (With some exceptions), and the heretic (No exceptions).

Ever since I got into Imperial Governor WH40k Quests I've been reading up on it and for the most part the wh40k community claim that the extent of a planetary governors powers are only limited to their influence and reach. With even some sectors going to war with one another, and planetary governors commanding their PDF like a medieval levy they call upon when they want/need to and to go beyond their own star systems they are more than capable of purchasing warp capable ships, as long as they can afford it and it doesn't dig into their imperial tithe.

In fact, much depends on the specific situation, legal practice in this sector of space, and the like. Somewhere there are sectors with the strong influence of the Administratum, where even the slightest violation of established norms is punishable by death.

For example, the solar system, where violation of the rules for the movement of a spacecraft automatically leads to the destruction of this very ship. However, even there it all depends on who you are. Because if you are a Custodes Captain-General or a Primarch, then it is you who determine the rules for the movement of spaceships in this system.

On the other hand, on the far reaches of the Imperium, the rule of law can be weak and a planetary governor can afford a lot, up to open contacts with xenos, the creation of colonies in other planetary systems, and so on. The first, for example, we know from the story of Commissar Cain (although this seems to be a canon of the fourth order).

The Imperium is primarily a space feudal state that is far from modern legal principles. Moreover, these principles in this universe are often inapplicable.
 
Also, the ability to own warp capable ships depend on what's in the sector such industry, resources, influence, connections, and most importantly, threats.

A planetary governor in a mostly peaceful sector buying warp capable ships is getting glared at by imperial inquisitors and the Adeptus Arbites sharpening their swords. A planetary governor who has to deal with pirates, xenos, and heretics that have their own warp capable fleets is still getting strange looks but usually a side eye because the inquisitors and the Arbites are probably too busy fighting real threats to the imperium and not hypothetical ones. And a planetary governor getting a fleet to defend their system, and come to the aid of other imperials, is getting off. Provided they keep up with their tithe.

Which is why most people in the thread are creating plans that allow for easy access to warp capable ships.

Main Idea:
A Mechanicus-dominated Sector with abundant resources for its work and the civilian populace, prized for it still being a hotbed of Xeno and Archeo-Tech that said priests still endeavour to recover to this day. This isn't to mean they are without support for the great Imperial War Machine, however; making good use of the Mining and Agri-Worlds, the Techpriests do live up to their half of the contract with the Sector Governor and provide for the Knights, Astartes and Guard their much needed munitions and gear.

Threat-wise, Eldar and Ork piracy consider this trade-rich Sector ripe for the raiding. Although this is not difficult for the guardians of humanity to deal with, they are still a nuisance on occasion.

That said, the greatest evil threatening the Mangal Sector (and arguably the Mangal Mechanicus' pride) are the blemish of the Dark Mechanicum's Hereteks and the Chaos-Corrupted Knights they heartily supported. Said to have been present since the Horus Heresy, the Dark Circle of Five has made it their mission to offer this Sector and its bounties to their Fell Gods. Though they had been fought back throughout the millenia, their presence has thus far remained in Realspace.

I know mass pinging isn't polite but is there a way I can convince some of you to add your votes to similar plans you're already voting for, using approval voting of cource, where you vote for the vote you like originally but add your vote to a likeminded one aswell? because Realm of the Gorgon is probably the furthest a plan can get to either one of the 4 DAOT plans that if we pool our votes together we could probably knock it out.

Unless you don't mind it winning, then you do you, but if you want a sector with DAOT stuff in it and don't mind or even prefer a busier sector with serious threats than either of these plans are good, you don't have to vote for all of them if you're worried about a 4 way tie, I just want a DAOT plan with actual threats in it to win:

I'm actually fine with any plan that at least has my beloved Ogryns winning.
 
This question has already been raised here, albeit in jest, but I consider it important to clarify the situation. The Lex Imperialis is certainly a huge set of laws, but it's nowhere near as big as the memes might make you think. The Lex Imperialis only includes matters relating to the Imperium itself, to the de jure space under the direct responsibility of the Imperium, and to the servants of the Adeptus. What does this mean?

For example, the Lex Imperialis contains rules for estimating planetary tithe plans. In the same place you can find what are the rules of legal immunity for the representative of the Administratum on the planet, and who can remove this legal immunity in order to punish the official. There are also, for example, rules according to which you can execute a pilgrim who killed a sailor on a ship that transported him.

As a result, 95% of the population of the Imperium will never encounter the Lex Imperialis themselves in their entire lives. The vast majority of things for ordinary inhabitants of the Imperium are regulated by planetary legislation, which simply should not contradict the Lex Imperialis (and it is quite difficult to contradict these laws, since there are billions of things that are not mentioned there at all). So in this monumental code of laws, you will not find any cadastre rules for a mushroom farm, nor punishment for drawing graffiti on the walls.

So the Lex Imperialis jokes make sense, but not everything in the Imperium is as bad as the memes say.

And yes, I look at the vote, and I think, is it worth giving a second round of voting if we do not have a convincing advantage in the vote? I could at least be able to give a more detailed description of the plans that would be fighting for elimination.

What would be considered a convincing advantage? Also so far the plans themselves are pretty close to one another with 3 or 4 voters being evenly spread, aside from Realm of the Gorgon.

I think about the difference in 1-2 votes. Although I would look at the situation in any case. If we have option A with 5 votes, option B with 3, as well as 3 more with 3, then I'll probably just give victory to A.

But late on the reply, but I voted for Strange Red Worlds since it's closest to what I want.

And to campaign for my plan Making Green for a bit, I designed it as a way to maximize the potential to get rich AF with the Sector of Hanzamuse having everything needed for us to get rich while there's still plenty of freedom to develop on our own path, just have to deal with the crap ton of Xenos threats, especially the foul Greenskins and the rogue band on Chaos Knights. But they aren't an insurmountable threat and we should have a lot to bring to bear against our foes if we get the right world.

Well, I guess we have a winner. To be honest, not my favorite, as I would have preferred a more eventful sector, because there are more opportunities for the plot to develop. But I can work with it, although some ideas need to be changed. I roughly understand the essence of your sector, so I will start working on the next post.

Is it a homebrew race a or canon one?

Homebrew. Galaxy have lots of minor races that is not very famous. Like... tau which name was unknown on Terra before Damocles Crusade. It's normal situation - Imperium has thousands of fronts, and don't even know who is their enemies.

BTW, writing chapter. Can't be sure, that it will be in same form in chapter, but still:

The main thing to note, dear players, I now have to do a lot of new content, since you have chosen almost the most boring sector from those that were presented in the plans. As a result, I am forced to rework the structure of the voting for the choice of the planet itself and add many other options.

I'm using Mayto's voting structure, but since you've chosen a small number of options, simply removing unsuitable options will drastically reduce voting. So I must create new "general" categories for options. From the recently completed - a list of deviations of the Imperial Cult on the planet.

I mean, we decided to be Iron Hands. The only way we would get more boring is if we were Imperial Fists, but even they arguably have more character than basically "if the AdMech were Space Marines" and even their stoicism and complete seriousness could be played for laughs

No, I understand. I have no claim on the Astartes. The issue is that there is a rather small concentration of events and options in the sector, which forces me to delve deeper into canonical books regarding possible concepts.

EDIT, on another side, you will have options like:
