Right now? One plan. This is your overarching plan as given in a speech to the senators and will set the tone for which choices will be avalible to you once the empire-building part starts. You'll get significant bonuses to actions related to the plan you choose, but you'll get no such bonuses to engage any ideas from the other plans.
I intend for you to be successful in your primary plan, but not necessarily in anything you attempt to spread your attention towards on the side.
If you divide your attention too many directions, you could even begin failing at the plan.
