I'm for siding with Nobility on this as they are in some cases more important to Byzantine state as a whole opposed to the guards. Plus we can afford to spend some more to keep guard loyal.

The nobility is our eternal lifeblood of our nation and it's not like the Palalogoi would survive if we anger them to have a new dynasty and a plan of razing the Varangian kingdoms. The Byzantine method of rulership usually involves not getting murdered by the Court and nobles at all possible because no single dynasty has a birthright to the throne since the days of Caesar.

It'll be paid as part of our expenses as always. It would be worse if we were not able to have an additional tax base but with the urbanization of Nea Aleksandreia and more grain from New Constantinople then I'm not really all that worried with paying them since we have more taxes to spend in our eternally empty treasury.

Look, how about we stop pissing off the internal factions? The Clergy and Merchants are annoyed and confused at us for last turn, let's not make the nobility angry because we're favouring outsiders
 
1456-1458: Old Traditions
After some consideration of the matter you elect to turn the Varangians over to the courts. The resolution to the matter is swift, and the guilty parties are executed shortly thereafter. Honor is restored, and the nobility know that if push comes to shove then you will support them over the Northmen. The northmen themselves are less happy with the result, feeling that they ought to have greater status due to their protection of the Imperial family, and that the Emperor has not upheld the contract they agreed to when they entered Elysian service. Fortunately money heals many wounds, and although you can't bring back the brothers they have lost you are able to increase their salaries. For men who rarely do any fighting they are very well paid indeed. Hopefully all the coins sewn into their tunics are sufficient to keep their loyalty to the crown rather than any political actors. There's nothing less safe than a disloyal bodyguard. Fortunately you appear to have mended the rift before it could become exploitable.

Life goes on. With the increasing urbanisation of nearby settlements the life in the capital has substantially improved in sophistication, with plentiful businesses and trade pouring money into the treasury - then straight out into merchant pockets to pay for the new roads. But even that debt is eventually extinguished, and soon the treasury will be able to undertake new projects. About the only thing of interest that occurs in quite some time is news filtering from the outskirts. Apparently the barbaroi have continued their traditional practices and attempted to continue life as they always have. During some kind of religious celebration or festival (you aren't clear as to which) their primitive rituals were observed by a great many citizens who worked the surrounding area. Some were deeply alarmed by what they saw and sought counsel from the local church, the priest of which sternly warned them about the dangers of being so close to devil-worship. It signalled a change in attitude in the area, and minor incidents escalated to open brawls. Eventually another religious celebration was held, and this time the local farmers were having none of it. You gather that at least eighty to ninety of the local barbaroi are dead, along with some two dozen Elysians. The rest of the natives have fled the area, leaving you with the mess.

[ ] Unfortunate, but these things happen.

Fortunately life at court is not quite so chaotic. During the normal course of activity one of your advisors noted that many of the nobility at court receive generous stipends for purely ceremonial positions, titles of merit, etcetera. This is partly to finance the clothing and accoutrements expected of them in those positions, as well as the needed activity at court, but it also costs a not insubstantial amount of money. Eliminating these positions could prove very useful indeed. Not only would it remove a substantial part of the nobility from the daily life of court, it would also eliminate a burden on the treasury. Others are aghast at the idea of eliminating these traditional positions and rewards, and you have to admit you too find it difficult to imagine what the protocol would be like without elaborate ritual and pageantry.

Hey, Sayle, if the late Emprah got to the point where the Martial was unlocked, how many points he would've had?

As for the options:

Definitely strip the ceremonial titles (except the cup-bearer).

Don't know about Native Massacre, I want to punish the ones responsible, but we kind of pissed off people on the Native front already (well, the previous Emprah did, but I don't think people will care).

I'm down for doing some streamlining, maybe encouraging the rule of law, which I think follows naturally from the Varangian punishment. Maybe turn it into a lesson that the law is the law.

We can throw the church a bone next time, but I don't want to encourage pogroms.

Tempting because going against the church when they consider those rites as devil worshiping sounds like a bad idea. Ya don't fuck with religion in this time period lest you want to get mobbed and given headcuts
