I've never read To The Stars (on account of it being kinda...way too much of a departure from pmmm and its themes :V) so what happened in that?
The crux of one of the major mysteries is that Madoka as the Law Of Cycles was making more and more contact with the main character, a distant descendant of her younger brother. Additionally, she seemed to be meddling with Grief Cube supplies and people's memories via an artifact and 'divine communication' with a few magical girls. Admittedly I never finished what had been made when I first started, but the narrative seemed to pretty heavily criticize the idea of an omnipotent deity having a plan for people and not explore Madoka's own limitations much. There's a reason the fic's wiki is called "determinism sucks". You said there isn't a Godoka or eldritch abomination trying to force their way into reality, ergo what's going on now is better.
Also maybe don't misgender the nonbinary characters when I consistently use they/them. Like, uh, Rin's not exactly the example you want to follow.

The issue isn't that magical girls can't have mind control powers - see also Kyouko's canon wish. Magical girls get mind control powers to use on muggles all the time. The issue is that (in SQ) mind control (of any source) isn't supposed to work on magical girls, since their soul is extra special or whatever.
 
Possible answer to the conundrum: any mind control that works on normal people won't work on meguca because controlling their brain doesn't actually do anything, they're stored in the soul gem.

So if someone were to wish for the ability to control magical girls...

Guys. What if Rin's power is just straight up making people experience other, true timelines as a super ultra gaslighting power? Like so and such tries to kill so and such because they remember events where that's justified?

What if she's just swapping people's minds with their alternate universe counterparts?
 
Or a simple hallucination-inducing meguca power. Like Kyouko's Rosso Fantasma, but much more specifically about illusions, and therefore much more effective.

Honestly there are just rumors all over the office about how Sayaka is weirdly resilient. Everyone in the precinct has a Sayaka story.

Like "She dropped her phone, it slid under a dumpster, then she picked up the dumpster to get it back."

"We were doing a training exercise, and she just headbutted a door open. Like off its hinges."

"She got hit by a bus and not only did she get back up, the bus was totaled."

Sayaka assumes that these things are gonna be wiped away by Kyubey but for some reason or another, it has not bothered to clean these ones. Probably because they're kind of mundane and can be brushed off as weird rumors.

Also I think it's funny.

So I'm currently worried that Rin has Homura, who got more control over her time travel powers as she got older.

Which would be terrifying.

That's why there's only 58 meguca in Mitakihara. All the rest on rotation keeping a cordon around whichever city Homu's in, making sure nobody tries to get in.

I wonder if Homu's got and benefited from therapy by now.
