I would go one step farther and say at least in the abridged series, he may even be the protagonist.

Cell, ultimately, was a warrior. An *evil* warrior who killed people often and threatened Earth, but someone who loved fighting for it's own sake, and met Goku on those terms. The rare villain who allowed the *heroes* to power up when he didn't have to, on purpose. Not even Vegeta did that.
