Well so long as the Laws of Comedy are followed, he should be stuck in any place we put him. Until then I would assume high tech Super holding cells should be a good enough stop-gap until such a personalized prison can be built/found.
Yeah that sounds good until we try to personally create personal cells for certain villains. So who are we going after next the terms of bad guys, in my personal opinion try to stop bellwether's plan to introduce the shock color in Zootopia if she's been born or you know help her deal with her prejudice against predators if we go down the route of making sure the villains don't become villains

Well the Toontown situation is one of the earliest issues, If i remember right, the next ones should be the SRA which would lead to Syndrome, So either we work on that or set up some longer term and more pressing stuff, such as securing the South for the nonsense of DORIS or like working on keeping San Fransokyo less...well less likily to spawn in a bunch of super villains later down the line, just things we can actively work on without Magic or Super-Tech

Yeah we really should've shut down Doris as soon as we get a word about her or anything about a black bowler hat.
 
One villain down, however many more to go. The villains victorious setting is always very interesting. We have allies in our main cast near Toon Town. Perhaps we should focus further along the western coast? There are so many things to find. There is also stuff like Thra from Dark Crystal, stuff from Nausicaa of the Valley of the Wind, Star vs the Forces of Evil, etc.

We we need to work on stuff without it, we should probably get a cache of Super-Tech or magic spells. We need A LOT of cards in our deck.

Excellent! I hope we get another dose of Extra funds for doing so well here too.

Also, on a strategic level. Now that Doom is gone and the MCP is still either in development or straight hasn't been created yet, that leaves Los Angeles and the surrounding area clear of two entire Kings, clear for us to takeover and establish a base of operations.

I know the Tri-State Area is traditional, but that was Doctor Doofenshmirtz's thing, here, we're Agent Doof, new priorities.

And making sure the second most populated city in the USA, home to to Toontown, and eventual destination of Amphibia's Calamity Box doesn't fall to evil.

Both missions were a success (though one was a little closer than we'd probably like) and we were able to pretty definitively prove that we're not just some crazy guy with a magic book. If nothing else, we can make a pretty good argument that we're a solid investment for future tasks, and we'll certainly need that.

hopefully we can leverage the good will of the toons to get access to ACME tech and maybe talk coyote into helping us out again . Access to the book of Doof should help bootstrap that tech up and running.

That said we should probably get to working on independent funding at some point. Heroes should have some automonity from the goverment to prevent things like being used for black ops

Oh for sure. Presumably Turn 1 will have no small number of actions involving us looking for sources of funding that don't rely on continued good will from the govt. The initial funds will just give us an edge compared to if we'd screwed the pooch in either of the initial missions

ENCOM could really be doing better. Its newest arcade games have been completely full of bugs and crappy graphics that haven't been seen since the disaster of Atari. The screwup has cost ENCOM millions and though they have pulled the defective games off the market, it has still caused their credibility to tank.

For Devtech, the successes of the Phantasmics have bolstered their reputation. However, Elastigirl's scandals have basically caused the company's margins to even out. As such, it's just business as usual.

Riding on last winter's onslaught of the new band of Sky Pirates, Shere Khan has been snapping up airfields and plane construction companies. Using these new resources, he's been able to easily supplant and surpass Cloverleaf's small contribution to the aerospace industry, even managing to score a contract with the government with his new AA defenses guaranteed to keep this "Don Karnage" at bay.

Doom's capture has been a huge boon for the government, despite his escape. Federal officials are riding the good press you've gotten with the capture of such a disturbed Toon while simultaneously clearing the name of a household icon. Not to mention that Acme's posthumous granting of Toontown to the Toons has sparked a massive surge in Toon Rights and lobbying for Equal Protection rights for the loveable characters. Many law experts and sociologists expect the production, distribution, and possession of Dip to be illegal by winter, and the government certainly doesn't seem keen to stop this.
(The anti-Dip sentiment has also allowed the government to crack down on several chemicals that are key ingredients in Dip and also severe pollutants, which has made their promise to GalFed become more plausible.)

Duckberg has been hit hard after an attack by the Fearsome Five has left the city in shambles. According to the authorities, the gang broke into McDuck Enterprises and made off with powerful weapons made by Dr. Gyro Gearloose, and then went on an absolute rampage! Thankfully, they stayed away from Scrooge's Money Bin, but that's cold comfort considering the duck now owes the city hundreds of millions of dollars in damages, not to mention the loss of the weapons that the government had commissioned and thus the sales they would have given Scrooge.

Glomgold Industries

Scrooge's main comfort is that Glomgold didn't escape unscathed either. The Bug Master used the Five's chaos and swept through Glomgold's entire complex, cleaning the place out from top to bottom! Flintheart has now lost millions in liquid assets, technology, and schematics, and his company is now up to its waist in the red. Thankfully, Glomgold seems to be splurging his personal savings to keep his company afloat, but how long that will last is up in the air.

Kane Co.

Kane Co. has released a new line of cars, trying to fill the vacuum that was left by Cloverleaf's collapse. Their success has been… mixed. While the cars themselves are popular, they're pricey and there doesn't seem to be a valid reason for that. As such, they are popular luxury products, but they aren't selling as well as they could be. They've certainly made a name for themselves, but they haven't really claimed the stage in the way Cloverleaf did.

A couple of bombings in the Northeast were attributed to the French villain, but they were quickly discovered to be the work of an anarchist gang with ties to the KKK. In fact, the only action he did take was bombing the house of the poor sap that dared to suggest that Voyage was working with the Klan.

Elastigirl finds herself under fire after a disastrous bridge rescue by several parties, most of them misogynists. Unfortunately for her, the slander seems to be sticking, as her mistakes while on the bridge are being completely dissected and used to uphold anti-feminist rhetoric. She's bravely facing down her critics and trying to redeem herself, but the slander has also given rise to salacious rumors about her that are too indecent for proper print. Time will tell if the heroine can get through this.

Mr. Incredible has been on the news quite often recently, being on the front lines of both crime fighting and public appearances. He's been at the opening of a new school, broken up a gang of Italian mobsters, saved a school bus when it fell off a bridge, and recently given an interview about what it's like to be a hero. He also took the time to speak out against many of the more misogynistic critics of Elastigirl, often using fiery language.
(The Book grew warm when you read an article about the hero's latest exploits. You should probably look into that.)

Despite the absolute mess in Duckberg his enemies were making (or perhaps because of it), Darkwing Duck has been doing relatively well for himself in St. Canard. With the Fearsome Five having departed for Duckberg, normal mobsters have tried to move in on the crime scene while the big leagues are gone. Thanks to Darkwing, none were successful. While Darkwing has been blamed for the uptick in crime, these complaints have been brushed off as the rantings of naysayers and trolls. Also, the public has shown a lot of concern, given that it's becoming obvious how hurt he's getting in this new crime wave.

Gazerbeam has been doing remarkably well himself, though it's been tempered by his open support for Elastigirl. His most recent heroic deed was taking down a gang of hypnotic seductresses that ran a beauty salon. Quite brilliantly, he used this opportunity to lambast his supporters that flung slurs at the villains and proclaim his support for the slandered heroine as well as many other female heroes facing similar prejudice. His fan base is divided on this matter, many calling him "villain sympathetic", but they are in the minority.

The Phantasmics have become the paragons of heroism this spring. They've been everywhere, from opening orphanages and hospitals to stopping everyday crooks to saving people in disasters and accidents. But, the real showstoppers were their two worldwide feats. First, a brilliant raid was conducted on a FOWL stronghold that led to the capture of Black Heron and the seizing of millions of dollars in stolen property and technology. Second, the Phantasmics broke up a worldwide human trafficking ring, with PsycWave herself going undercover as a victim in order to bring it down. Every member, especially PsychWave, have received international accolades for their actions.

The Bug Master is practically ready to retire! The villainess took advantage of the Fearsome Five's attack on Duckberg to wreak unmitigated havoc on the panicking city. After completely cleaning out several businesses and banks, including Glomgold Industries, she managed to escape completely scot-free, leading many to believe that the Five and her were actually working together. Given the Five didn't accomplish much besides mass destruction, some have even speculated the Five were working for her. This has gained her incredible prestige and reputation among the criminal underworld, as well as allowing her to sell her ill-gotten gains from Glomgold at increased prices.

The Bug Master has gained a lot of Reputation! She will be Darkwing Duck's priority next turn.
The Fearsome Five has lost a little Reputation. They are not happy about this.

Grass is Green, Sky is Blue, Doof and Doom become archenemies of the bad kind, all is right in the world...(Other then Doom escaping hat soon dang it. Anyway at least things seem to be...alright, not the best but nothing that we can't really handle and hey FOWL took a loss, that's good
